Windows 11 Insider Preview Build 23521 was released to the Dev Channel on August 10, 2023. It re-enabled Windows Copilot for a specific group of Azure Active Directory (AAD)-managed Dev Channel Insiders, added clearer never-combine taskbar controls, and included several taskbar and system-tray fixes. It was a testing build, not a general Windows 11 release, so these changes do not guarantee the same behavior on current stable installations.
Who received Build 23521
Microsoft distributed Build 23521 through the Windows Insider Dev Channel. The announcement applied Copilot specifically to Insiders who were signed in and managed by AAD, which Microsoft said would soon be called Microsoft Entra ID. Those users could see Copilot enabled again without using the Group Policy Editor method described for the previous flight.

This was not a Copilot rollout to every Windows 11 user, nor did it apply automatically to every Insider channel. Microsoft also cautioned that Dev Channel work can change, be removed, or never ship. In its announcement, Microsoft wrote: “The Dev Channel receives builds that represent long lead work from our engineers with features and experiences that may never get released as we try out different concepts and get feedback.”

What changed in Build 23521
Copilot returned for AAD-managed Dev Insiders
After signing in, eligible AAD-managed Dev Channel Insiders could use Windows Copilot without manually enabling the feature through Group Policy Editor. The announcement does not establish availability for unmanaged PCs, other Insider channels, or the public Windows 11 release.
Never-combine taskbar controls became more specific
Build 23521 simplified the settings for users who do not want Windows to combine buttons from the same application. The taskbar setting “Combine taskbar buttons and hide labels” could be set to “never.” A separate control covered other taskbars, such as taskbars shown on additional monitors.

Search and other interface work
The announcement said Windows Search used the Microsoft Bing Search app for web content and search results. In the European Economic Area, installed Microsoft Store apps that implemented a web-search provider could be enabled to return web content and results through Settings. Microsoft also listed a redesigned Task Manager settings page and refinements to Dynamic Lighting, although those were separate from the headline taskbar and Copilot changes.

Taskbar and system-tray fixes
- The USB icon and its related options were restored in the system tray.
- Missing titles on taskbar preview windows were fixed for a tablet-optimized, uncombined-taskbar scenario.
- App indicators on an uncombined taskbar were corrected after a download indicator appeared.
- An
explorer.execrash affecting system-tray reliability was fixed. - Microsoft addressed cases in which the End Task feature failed with multiple windows or closed an unrelated application.
These fixes improved reported preview-build behavior; they were not a promise that every taskbar or tray problem had been eliminated.

Known issues reported at the time
Microsoft listed several problems that some Insiders could encounter after installing the preview:
- The taskbar might fail to load.
explorer.execould crash on the login screen when entering Safe Mode.- Copilot navigation had limitations involving Alt+Tab.
- Some Japanese and Chinese IME users reported typing problems.
These were reports attached to the August 2023 flight, not confirmation of defects on current Windows versions. If you still run an Insider build and experience one of these symptoms, check the release notes for that specific build before treating Build 23521 as the cause.

How to interpret this release today
- Identify the channel. Build 23521 belongs to the Dev Channel, whose builds are experimental and may not progress to a public release.
- Check account management. The Copilot change was aimed at signed-in, AAD-managed (later Microsoft Entra ID) Dev Insiders.
- Separate changes from fixes. Never-combine controls and Copilot enablement were announced behavior changes; USB, preview-title, indicator, and Explorer corrections were fixes.
- Expect staged availability. Microsoft noted that some experiences were rolling out gradually, and availability could vary by channel or device.
Build 23521 is therefore best understood as a historical preview of Microsoft’s Copilot and taskbar direction, not as a current feature checklist for every Windows 11 PC.
