Digital is worth adopting when it makes an important outcome faster, easier to reach, more reliable, more useful, or less costly than realistic alternatives. It is not automatically better: an app, scanned document, or cloud account can simply move a poor process onto a screen. The best choice may be a redesigned digital service, a hybrid service with human and offline routes, or no change at all.

What does “digital” mean?

“Digital” can describe several different levels of change. Keeping them distinct helps you judge whether a project is solving a problem or just adding technology.

  • Digitization converts analog information into digital form, such as scanning paper records into PDFs.
  • Digitalization uses digital information and tools to improve an existing process, such as making records searchable or routing an online form for approval.
  • Digital transformation changes how an organization operates, serves people, creates value, or competes through coordinated technology, data, and process redesign.
  • Digital-first designs the main experience around digital channels.
  • Digital-only removes or severely limits non-digital alternatives. That is a policy choice, not an inevitable result of digitization.

A scan of a paper form is digitized. A validated online form that routes information automatically is digitalized. A service redesigned around shared identity, data, workflow, and support may be transformational. UNIDO discusses digitization and transformation in its publication on standards and digital transformation.

Why can digital be better?

The underlying advantage is not a screen or a specific device. Digital information can be copied, searched, shared, analyzed, updated, and delivered with less friction. Connected systems can coordinate people, devices, and physical assets across locations. McKinsey describes this combination as a distinctive feature of digital economics in its discussion of why digital strategies fail.

Speed and availability

Sending a document, checking a status, approving a request, or taking payment online can avoid delays from mailing, physical handling, and repeated manual entry. A digital service may also be available outside office hours and across locations. But the speed gain depends on the whole workflow: putting a slow, multi-step process online does not remove unnecessary steps.

Searchability and access to information

Well-organized digital records can be indexed, tagged, filtered, cross-referenced, and searched. This is valuable for archives, inventories, research, and customer or case histories. A digital archive is not automatically easier to use: poor metadata can hide useful material, optical character recognition can introduce errors, and search rankings can favor newer or more popular results over authoritative records. Making information easier to find also makes sensitive information easier to expose if access controls are weak.

Replication and scale

Once created, software, documents, and media can often be distributed at low additional cost. That makes online publishing, education, software services, and digital products easier to extend to more users or places. McKinsey discusses the strategic implications of digital scale and low incremental costs.

Low-cost distribution is not zero-cost delivery. Creation, storage, licensing, moderation, support, security, and compliance still require resources. Scaling can also amplify errors, fraud, misinformation, or a security flaw.

Automation and integration

Digital tools can handle repetitive calculations, validation, scheduling, billing, reminders, document classification, and routine approvals. Connected systems can reduce duplicate entry, speed handoffs, and give authorized staff a shared view of a customer, case, or transaction. Automation is most appropriate when rules are stable, exceptions are limited, and errors can be detected and corrected. High-stakes, ambiguous, or compassionate decisions need meaningful human review.

Integration has trade-offs: a compromised account can affect several connected systems, a shared platform can become a single point of failure, and complex integrations can be difficult to debug. Sharing data across systems should be intentional, not automatic.

Measurement and decisions

Digital workflows can record processing times, completion rates, error rates, inventory movements, support demand, equipment performance, and energy use. Used carefully, those signals can help identify bottlenecks, forecast needs, or personalize services. They are only as reliable as the underlying data and definitions. Tracking people too closely can turn measurement into surveillance.

User experience and new services

Self-service, saved preferences, real-time tracking, accessible text and captions, translation, remote collaboration, online marketplaces, and on-demand software can make some tasks easier or enable services that physical channels cannot provide in the same way. Digital systems can also increase price transparency and shift value toward customers or large platforms through network effects and scale, rather than automatically benefiting the organization that adopts them. McKinsey examines these competitive dynamics in its analysis of digital value and valuation.

Convenience is not guaranteed. Mandatory accounts, confusing consent, inaccessible interfaces, and automated support that offers no human escalation can make a digital service worse than the alternative.

Why does digital matter now?

Digital is not a new trend or a requirement to build an app. Smartphones, cloud services, broadband, online payments, connected devices, data analysis, AI, digital marketplaces, and remote work have made connected systems part of how customers, employees, suppliers, competitors, and public institutions often operate. An organization that ignores them may lose speed, access, information, or relevance; that does not mean every organization needs the same tools or needs to change at the same time.

In a 2018 article, McKinsey forecast that 20 billion devices would be connected by 2025. That was a forecast made at the time, not a current measurement. The more durable point is that digital channels and connected systems have become established parts of the operating environment.

What digital cannot fix

Technology does not by itself repair a poor product, unclear ownership, weak leadership, bad data, inadequate staffing, low trust, or conflicting incentives. A new platform can make an existing process more visible and faster while preserving its needless approvals and errors. Buying software, moving files to cloud storage, or launching a portal is not the same as changing how an organization works.

Transformation often falls short when the objective is vague, the process is not redesigned, users do not adopt the tool, teams are misaligned, or a pilot never becomes a supported service. McKinsey’s 2023 article reported that companies had launched transformation efforts but realized, on average, about one-third of expected revenue benefits; this is a finding from McKinsey’s research, not a universal result for every sector or project, as described in Rewired to Outcompete.

A separate McKinsey survey of 1,733 participants in 2019 found that about 14 percent said their transformations achieved and sustained performance improvement, while 3 percent reported complete success in sustaining change. These are respondents’ reports under the study’s definitions, not a timeless failure rate for digital projects. See McKinsey’s account of the survey and transformation practices.

What costs and risks should you weigh?

Total cost, not just the subscription

Include software and hardware, connectivity, implementation, data migration and cleanup, integration, training, change management, support, cybersecurity, compliance, audits, upgrades, and the cost of exiting or replacing a provider. A cloud service may reduce upfront hardware spending but still bring recurring usage, migration, security, and data-transfer costs. Compare a realistic multi-year total with improving the current process, choosing a simpler tool, or doing nothing for now. McKinsey recommends assessing digital initiatives against a base case and expected cash flows in its article on digital valuation.

Privacy and cybersecurity

Digital systems make it easier to collect, retain, link, and analyze personal or business information. Before adopting one, determine what data is necessary, who controls it, how long it is kept, whether users can access or correct it, and whether it might be used for a new purpose. For automated decisions, ask whether a person can understand and challenge the result.

Phishing, stolen credentials, malware, ransomware, misconfigured storage, insecure interfaces, supplier compromise, and insider misuse can all affect digital systems. Backups and redundancy can improve recovery, but dependence on one provider, database, identity service, or network can concentrate risk. Specify how to restore access and operate during an outage before a failure happens.

Access, inclusion, and accessibility

People may lack reliable internet, a suitable device, digital skills, a bank account or payment card, government-issued identification, accessible design, the language used by the interface, or confidence in online systems. A service that is technically available to everyone may not be realistically usable by everyone. Digital government guidance from the OECD highlights inclusion and governance considerations in its discussion of digital government in Mexico.

For many organizations, the better model is digital by default, not digital only: offer a well-designed online route while retaining telephone, in-person, paper, or other human support where people need it or the consequences of exclusion are serious.

Environment and human effects

Digital services can avoid some paper, transport, and physical infrastructure, but they depend on devices, networks, data centers, electricity, manufacturing, mineral extraction, and disposal. Whether a particular change is environmentally preferable depends on the whole lifecycle and the alternative; digital is not inherently greener.

Digital tools can support flexible work, assistive technology, wider access to information, and remote participation. They can also encourage constant availability, reduce human contact, enable manipulative design or discriminatory decisions, displace or deskill workers, and increase dependence on private platforms. Consider effects on the people who provide and use the service, not only its processing speed.

Portability and vendor dependence

Network effects and integrated platforms can make a service more useful as more people use it, but can also make switching harder. Before committing, check whether data can be exported in a usable format, whether systems interoperate, what happens when accounts are lost, and what contract terms apply to renewal, cancellation, and retention. A low initial price may not compensate for difficult migration later.

When is digital not the best choice?

Analog or hybrid methods can be more reliable and humane when an activity depends on tactile inspection, power or connectivity is unstable, transaction volume is low, a conversation requires trust or empathy, or a printed checklist is simpler than a complex interface. Long-lived records may need a format that remains readable without proprietary software. Safety-critical work may require independent fallback controls rather than a single connected system.

The relevant question is not simply “digital or analog?” Ask which parts of the experience benefit from digital capability and which should remain physical, human, or offline. In some cases, the best improvement is to simplify the current process rather than digitize it.

How to decide whether to digitize

Start with a user problem and compare realistic options. A useful way to frame the decision is: net digital value = measurable benefit minus implementation cost, ongoing cost, and risk-adjusted downside. This is a way to organize the comparison, not a precise formula unless you can estimate each term credibly.

  • User value: What frustrating, expensive, slow, risky, or inaccessible problem will change?
  • Frequency and scale: How often does it happen, and will benefits grow with more users, locations, transactions, or records?
  • Evidence: What baseline, pilot, or comparable example supports the expected improvement?
  • Adoption and access: Can intended users actually use the tool, including people with disabilities or limited connectivity?
  • Fit: Can it interoperate with current systems and export data in usable form?
  • Protection and recovery: What happens if data or credentials are compromised, a provider fails, or the network is unavailable?
  • Privacy and human judgment: Is collection proportionate, and which decisions require review by a person?
  • Cost and reversibility: What will ownership cost over three to five years, and can you leave or migrate without unacceptable loss?
  • Alternatives: Is the best option to improve the existing process, use a hybrid workflow, buy a simple tool, build, outsource, or wait?

How to start a digital project

  1. Define an outcome. Replace “we need to go digital” with a target such as reducing application processing time, cutting duplicate entry, making records searchable, reducing payment errors, or letting customers check status without calling.
  2. Map the current journey. Record how a user starts, what information is required, who decides and approves, where handoffs and rework occur, what data is created, and which legal or regulatory constraints apply.
  3. Remove unnecessary work. Eliminate redundant fields and approval layers, standardize terminology, assign ownership, decide what not to collect, and define exceptions before selecting software.
  4. Choose the simplest adequate tool. Consider existing office suites, shared cloud documents, forms, workflow automation, customer-management or accounting systems, document management, e-signature tools, dashboards, or custom software. Build custom software only when suitable existing tools cannot meet important requirements or the capability is strategically differentiating.
  5. Design for failure. Define manual and offline procedures, backup and recovery expectations, account recovery, data export, provider-outage handling, incident response, and a route to human help.
  6. Pilot with real users. Compare results with a baseline: completion rate, time, errors, support demand, cost per transaction, accessibility issues, staff workload, satisfaction, and security or privacy incidents.
  7. Scale only when support is ready. A successful pilot is not proof of enterprise readiness. Confirm training, documentation, ownership, support capacity, integration, data governance, contract terms, and sustained funding.

Digital is justified when it produces a better, more accessible, more resilient, or more valuable outcome than the realistic alternatives. Otherwise, it is change for its own sake.
