The reliable Windows 7 setup
Windows 7 should be treated as a frozen automation host rather than an evergreen browser workstation. Use Chrome 109 and one of the ChromeDriver builds documented for that browser: 109.0.5414.74 or 109.0.5414.25. The browser and driver must have the same major version, so do not allow Chrome to update beyond 109 while retaining a 109 driver.
Install a Selenium binding that runs in your existing environment, download the matching ChromeDriver archive, and place chromedriver.exe either on PATH or in a fixed directory such as C:tools. An explicit path is the most reproducible choice on Windows 7.
What headless mode changes
Headless Chrome runs without displaying a normal browser window. Selenium still creates a WebDriver session, loads pages, executes JavaScript and returns DOM information or screenshots. The switch is passed as a Chrome command-line argument; it is not a separate Selenium driver.

Compatibility context
Chrome’s headless documentation states that “ChromeDriver 2.32 uses Chrome 61 and works well with headless Chrome.” That historical pairing demonstrates the same rule used here: select a driver line intended for the browser major version. The documented Chrome 109 pairing is the safer target for a Windows 7 machine that cannot move to current browser packages.
Install and pin the components
- Record the browser version. Open Chrome’s menu, choose Help and About Google Chrome, or run
chrome.exe --versionfrom a command prompt. The result should begin with109. - Download a ChromeDriver 109 build. Use the official ChromeDriver archive entry for
109.0.5414.74or109.0.5414.25. Extractchromedriver.exeto a directory that will not be cleaned or replaced. - Install Selenium. In the Python environment used by the job, run
pip install seleniumand record the resulting package version. Keep the environment reproducible with a requirements file if several machines will run the script. - Prevent version drift. Disable or control Chrome updates for this legacy host according to your organization’s policy. Before every run, compare the browser and driver major versions rather than assuming they remain aligned.
- Choose driver discovery. Add the driver directory to
PATH, or keep the explicitServicepath shown below. The latter makes it clear which executable the job is using.
Python: launch Chrome headless
This complete example uses Selenium’s current Python API, sets a deterministic viewport, prints the page title and always closes the browser:

If chromedriver.exe is genuinely on PATH, you can omit Service and create the driver with webdriver.Chrome(options=options); retaining the explicit path is preferable for a pinned Windows 7 deployment.
Set a non-default Chrome binary
If Chrome is installed in a nonstandard location, tell the options object exactly which executable to use:

When to try --disable-gpu
Some older headless combinations behave better with --disable-gpu. It is a compatibility fallback, not a universal Windows 7 requirement. Add it only when the baseline command fails or produces rendering problems, then retest the page and screenshot output.
Driver discovery: Selenium Manager, PATH or Service

If you test Selenium Manager, do so after the pinned setup works. Selenium Manager does not remove the requirement for a browser/driver-compatible session; an automatically obtained driver is still unsuitable if the browser has drifted or the manager build does not run correctly on Windows 7.
Verify the pair before debugging Selenium
- Run
chrome.exe --versionand note the major number. - Run
chromedriver.exe --versionusing the exact file referenced by your script. - Confirm both major numbers are identical. For this procedure, both should be
109. - Check that the command prompt resolves the intended file with
where chromedriver. Remove or rename obsolete copies that appear first. - Run the Python script from the same account and scheduled-task context that will execute the production job.
Troubleshooting common startup failures
“Session not created”
This usually means the browser and driver are incompatible. Compare their major versions, replace the driver with a documented Chrome 109 build, and prevent Chrome from updating. Also check that your script is not finding a different driver through PATH.

“Unable to locate driver” or a missing executable error
Selenium cannot discover chromedriver.exe. Correct the Service(r"C:toolschromedriver.exe") path, verify the file exists, or add its directory to PATH and open a new command prompt so the environment is refreshed.
Chrome starts visibly instead of headless
Ensure the argument is exactly --headless and is added to the same Options object passed to webdriver.Chrome. Remove conflicting launch code and test with a fresh process.
The browser starts and immediately exits
Read the first WebDriver exception rather than the final cleanup message. Check the Chrome binary location, permissions on the driver directory, and whether another Chrome process is locking the profile. A temporary or dedicated user-data directory can isolate concurrent jobs:
options.add_argument(r"--user-data-dir=C:seleniumprofilesjob1")Give each concurrent process its own directory; do not point multiple jobs at one active profile.

Pages hang or render blank
Confirm the URL loads interactively with the same machine and network account. Increase your script’s page-load timeout only after checking DNS, proxy and certificate behavior. Try the compatibility --disable-gpu argument, and capture the first browser or driver log message. A blank result can also be an application-level bot check rather than a Selenium launch failure.
The script works manually but fails as a scheduled task
Use absolute paths for Python, Chrome and ChromeDriver; set the working directory explicitly; and ensure the task account can read the installation and profile directories. Re-run the version commands under that account so you are not diagnosing a different PATH.
Operational limits of a Windows 7 host
The cited ChromeDriver archive documents the 109 line, but it does not establish support for current Chrome, current Selenium Manager or current Chrome for Testing packages on Windows 7. Treat this machine as a frozen legacy environment. It will not receive the same browser and security maintenance as a supported Windows release, so plan migration rather than building a long-term service around it.
Reproducibility checklist
- Chrome major version is pinned to 109.
- ChromeDriver is a documented 109 build and the script names its full path.
- The Selenium package and Python interpreter are recorded.
- Chrome updates are controlled on the automation host.
- Each concurrent job has an isolated profile or a serialized launch.
- Logs retain the first WebDriver error, browser version and driver version.

Should I upgrade Selenium on the Windows 7 machine indefinitely?
Do not assume current Selenium components support Windows 7. Keep the tested binding and browser/driver pair fixed, and plan migration to a supported Windows release.
Why does a successful WebDriver session still return an unexpected page?
The site may show a consent dialog, bot check, authentication wall or other application-level response. Inspect the loaded title and source, verify the URL interactively, and distinguish a page problem from a browser-launch error.
