It is a server-side access rule, not a browser fault that you can reliably repair yourself. Confirm that the page really shows Error 1005, record its Ray ID and timestamp, capture the page, and send those details to the website owner or support team. The owner must review the event and decide whether to change the rule.
What Error 1005 means
Cloudflare labels this page “Access Denied: Autonomous System Number (ASN) banned.” An ASN identifies a network at the routing level. When a site returns Error 1005, Cloudflare is enforcing an ASN restriction configured by that site’s owner. The block can affect an entire internet service provider, hosting provider, corporate network, mobile carrier, VPN exit network or other routed network rather than one browser account.
That distinction determines who can fix it. A visitor can collect useful evidence, but cannot remove the site’s ASN rule from a browser. Only the website owner, or an administrator authorized to manage that site’s Cloudflare settings, can investigate and alter the restriction.
Cloudflare’s 1xxx numbers are not interchangeable. Verify the exact number shown on the page before following advice for another error. Error 1009 concerns a country or region restriction; Error 1020 indicates that a firewall rule denied the request; Error 1012 has separate guidance related to activity detected from a computer or network.
What to do as a visitor
1. Verify the code and preserve the details
- Read the page title and message. Confirm that it says Error 1005 and identifies Cloudflare, rather than showing a similarly numbered error.
- Copy the complete website address, including the path, and note the date and time with your time zone.
- Look for a Ray ID, client IP address, timestamp or other diagnostic line. Do not edit these values in your notes.
- Take a screenshot that includes the error code and diagnostic details. If the page is long, take an additional image showing the address bar and the surrounding message.
A screenshot is useful because the owner can match the Ray ID or client IP to a security event. Keep the original file and avoid sharing your public IP anywhere except with the site’s legitimate support channel.
2. Contact the website owner
Use the site’s support form, help-desk address or another official contact route. State that the page reports “Cloudflare Error 1005,” give the URL and time, and attach the screenshot. Include the Ray ID or client IP exactly as displayed. Ask the owner to check whether your network’s ASN is blocked and to review the associated security event.
The owner controls the policy, so support may need to escalate your report to the team that manages Cloudflare. Wait for that investigation rather than repeatedly refreshing the page, which does not remove an ASN rule.
3. Do not treat browser cleanup as the solution
Clearing cookies, reinstalling the browser, switching devices or opening a private window changes local browser state, not the ASN from which the request reaches the site. Those steps may help with a normal session problem, but Cloudflare’s documented cause for Error 1005 is an owner-configured network restriction.
A VPN is not an official fix. A VPN changes the network you use and may place you on another ASN that is also restricted. Attempting to route around a site’s access policy is not a supported resolution; send the evidence to the owner instead.
How a website owner investigates Error 1005
1. Request the right evidence
Ask the visitor for the screenshot, affected URL, approximate time, time zone, Ray ID and client IP if the page displays it. If several people report the problem, ask which networks or providers they use. This helps distinguish a single event from an intentional block affecting an entire ASN.
2. Find the event in Cloudflare
- Sign in to the Cloudflare account for the affected site.
- Open Security > Events.
- Search using the Ray ID or client IP from the error page.
- Convert the error page’s UTC timestamp to the time zone used for your search, if necessary.
Use the event details to confirm that the request was denied because of the ASN restriction and to understand which rule or policy produced the result. The Ray ID is especially useful when many requests occurred around the same time.
3. Review the IP Access Rules decision
Assess why the ASN was blocked: for example, an intentional abuse-control policy, a temporary response to traffic, or an overly broad entry. Check the relevant IP Access Rules configuration and any related security policy. Do not automatically allow every reported network. Verify the visitor’s report and the site’s security requirements first.
4. Allow legitimate access only when appropriate
If the investigation shows that legitimate users should be able to connect, adjust the rule so the intended ASN or addresses are allowed under the site’s security policy. Record who approved the change, what scope was changed and when. Then ask the visitor to retry the original URL and confirm whether access is restored.
If the block is intentional, explain that decision through the site’s normal support process. An owner may choose to keep an ASN denied even when an individual visitor is legitimate, because the rule can protect the site from activity associated with the wider network.

Cloudflare’s error index distinguishes these 1xxx conditions. The number appears in the HTML response body; it is not necessarily the HTTP status code in the response headers. If a monitoring tool reports only an HTTP status, inspect the returned page content before diagnosing the problem.
Troubleshooting branches
The page says 1005 but no Ray ID is visible
Capture the entire page, note the exact time in UTC if possible, and send the URL and screenshot to the owner. The owner can search Security > Events with the available time range and client information. Do not invent a Ray ID or substitute a value from another request.

Only one URL is blocked
Record the full path and query string. A site can apply different security behavior to different paths, so the owner should search for the exact request rather than assume that the entire domain is unavailable.
Several people on the same provider see 1005
Tell support that the reports share an ISP, corporate network, hosting provider or mobile carrier. That pattern is consistent with an ASN-level rule and gives the owner a specific network to investigate. Each affected person should still provide their own timestamp and diagnostic details.
The owner cannot find the event
Check that the search uses the correct Cloudflare account and zone, convert the page’s UTC time correctly, and search by both Ray ID and client IP when available. Confirm that the visitor copied the URL and time from the same failed attempt. If the page was cached or the event is outside the dashboard’s retained range, ask for a new attempt and a fresh screenshot.
The owner is unsure whether to allow the ASN
Review the reason for the restriction, recent abuse indicators and the scope of the requested exception. An allow rule is a security decision, not a routine customer-service toggle. If only a known set of addresses needs access, consider a narrower policy rather than allowing an entire ASN.

Operational notes for support teams
Keep timestamps consistent
Cloudflare event searches commonly use UTC while a visitor’s screenshot may show local time. Store both the original displayed time and your converted value. A one-hour daylight-saving error can make a valid event appear missing.
Preserve the original response
Save the screenshot, URL, request time and any headers or logs produced by your monitoring system. If you retry after a policy change, label the new capture separately so the before-and-after evidence is not confused.
Communicate the outcome
Tell the visitor whether the ASN restriction was intentional, adjusted, or still under review. If access is restored, ask them to retry the same URL and report the result. If it remains blocked by policy, explain that the decision is network-level and cannot be repaired in their browser.
