To keep sticky posts out of a WordPress query entirely, pass their IDs in post__not_in using get_option( 'sticky_posts' ). The similarly named ignore_sticky_posts argument only stops WordPress from moving sticky posts to the top; it does not remove them.
Exclude sticky posts from a custom WP_Query
WordPress stores sticky post IDs in the sticky_posts option. Pass that array to post__not_in to omit those posts from the query’s results, as shown in the WordPress Theme Handbook:

$query = new WP_Query( $args );You can also set ignore_sticky_posts to 1 to make clear that sticky promotion should not apply. It is not the exclusion mechanism; post__not_in does that.

When the custom query is paginated, retain its other query arguments and pass the current page. This category example follows the Handbook’s paging pattern:

Change the main query with pre_get_posts
If the theme already uses WordPress’s main query, adjust that query rather than creating a separate WP_Query solely to omit sticky posts. WordPress documents pre_get_posts as the hook for modifying query variables; check that it is the front-end main query and narrow the condition to the specific view that should change. The following example targets archives:

If only one archive or front-end view should omit sticky posts, refine the condition accordingly; a broad hook can change more views than intended. See the WordPress pre_get_posts reference.
Use exclude with get_posts()
get_posts() sets ignore_sticky_posts to true internally, so that argument is not a way to remove sticky posts. Its exclude argument is translated to post__not_in; pass the sticky IDs there:
