If Cloudflare works in Chrome or Safari but blocks the same URL in your app, the URL is usually not the problem. The embedded browser is missing a capability Cloudflare expects: JavaScript, DOM storage, persistent cookies, access to challenges.cloudflare.com, a stable user agent, or an allowed frame and network policy. Enable those in the WebView, test again on the same device and network, and collect the Cloudflare Ray ID and logs if the challenge still fails.
Why Cloudflare blocks a WebView but not a full browser
A full browser supplies a mature JavaScript runtime, DOM storage, cookie jars, standard web APIs, and a consistent browser identity. An embedded WebView can have any of those disabled, isolated, cleared between launches, or altered by application policy. Cloudflare challenges and Turnstile use those capabilities to run their scripts and preserve clearance state.
Cloudflare also treats an embedded context differently from Chrome, Safari, or Firefox. A page that succeeds in a full browser can therefore fail in an in-app browser without any change to the destination site.

Fix it in the order most likely to work
- Establish the scope. Open the exact URL in the current Chrome, Safari, or Firefox on the same device and network. If the full browser also fails, investigate the network, IP reputation, or the site’s rules instead of changing WebView code.
- Turn on JavaScript and DOM storage. Cloudflare challenges need JavaScript execution, local DOM storage, and ordinary web APIs. A disabled setting commonly produces a blank page or a loop.
- Persist cookies and local storage. Do not clear WebView data while the challenge is running. On Android, enable cookie acceptance and, when the page needs them, third-party cookies. On iOS, use
WKWebsiteDataStore.default()in the WebView configuration. - Allow every required origin. Permit the site’s own origin and
challenges.cloudflare.com. If your WebView policy requires explicit entries, also allowabout:blankandabout:srcdoc. Check DNS, firewall, content filters, and application URL allowlists when those requests never appear in logs. - Check Content Security Policy. A page or app policy that omits Cloudflare can block its script, connection, or iframe. The required origin normally needs to be allowed in
script-src,connect-src, andframe-src; adapt the policy to the site’s existing security model rather than copying a broad policy. - Keep the user agent constant. Do not rotate, truncate, or spoof the user-agent string between the initial document, iframe requests, and challenge completion. Cloudflare treats a mid-session change as a security signal.
- Remove interference for one test. Temporarily disable in-app ad blocking, privacy filters, developer overrides, and extensions that alter JavaScript, canvas, WebGL, network requests, or the user agent. Re-enable protections individually after the challenge works.
- Capture escalation data. Preserve the network log, export console errors, and record the Cloudflare error code and Ray ID. Those details let the site administrator identify the matching rule.
Android WebView: settings and a minimal implementation
Apply the settings before loading the URL and keep one WebView instance for the entire challenge. The following Kotlin example enables the browser capabilities Cloudflare expects without replacing the platform user agent.

The important property is persistence: do not delete cookies or WebView storage between the first request and challenge completion. If your app deliberately sets setUserAgentString, set one complete value once and retain it for the session.
Android checks when the code looks correct
- Attach Chrome remote debugging and inspect redirects, iframe requests, console errors, and
Set-Cookie/Cookieheaders. - Confirm that the app’s network-security configuration and URL allowlist do not reject
challenges.cloudflare.com. - Check whether a proxy, DNS filter, VPN profile, or enterprise content filter drops the challenge request.
- Test without clearing app data. A successful first run followed by failure after relaunch strongly indicates lost storage or a newly generated browser context.
iOS WKWebView: preserve the challenge session
Create the configuration once, enable JavaScript, and use the default website data store so cookies and local storage survive the navigation. Keep any custom user agent unchanged throughout the session.

Otherwise, retain WebKit’s normal user agent. Review App-Bound Domains, content blockers, and any app-level navigation policy if challenge scripts or iframes do not load.
Content Security Policy and origin allowlists
Cloudflare’s challenge may load a script, make a connection, and render an iframe. A restrictive CSP must therefore permit the challenge origin in the corresponding directives. A policy that allows the site’s own scripts but omits challenges.cloudflare.com can look like a JavaScript failure even though the WebView’s JavaScript setting is correct.

Do not solve this by disabling CSP globally. Add the minimum required origin to the policy maintained by the site owner, then verify in the console that the violation disappears. The same principle applies to native URL policies: permit the documented about:blank and about:srcdoc origins when the WebView implementation uses them for challenge frames.
User-agent stability and browser-signal interference
Changing the user agent after the initial request can invalidate a challenge. Common causes include a “mobile” toggle applied only to the first navigation, a library that appends a different suffix to iframe requests, or a privacy tool that rewrites the value. Keep one complete string from page load through clearance.
Canvas and WebGL spoofing, JavaScript interception, ad blocking, and request filtering can also change the signals Cloudflare evaluates. Use a clean diagnostic build or a temporary unfiltered profile to isolate the problem. If the page then works, restore protections one at a time and identify the rule that breaks the challenge.
When the problem is on the website owner’s side
If JavaScript, storage, cookies, origins, CSP, and user-agent stability are correct, the request may be challenged by a zone-side WAF, bot-management policy, IP-reputation rule, or user-agent rule. Only the site owner can change those policies.

Send the administrator:
- The exact URL and UTC timestamp.
- Device model, operating-system version, WebView or WebKit version, and app version.
- The Cloudflare error code and Ray ID.
- A HAR file captured with “preserve log” enabled.
- Browser-console output and the relevant request/response headers.
Ask the owner to review the rule matching that route and, where appropriate, use an allow rule or a less disruptive action for the affected flow. Do not ask for a blanket bypass without explaining the route, user population, and security trade-off.
Use the symptoms to choose the next test
Blank page or immediate script error
Inspect JavaScript, CSP violations, and requests to challenges.cloudflare.com. A missing script or blocked frame must be fixed before cookie troubleshooting is useful.
Challenge loops forever
Verify that cookies and local storage are retained, the user agent is unchanged, and the network is not dropping redirects or challenge requests. Remove signal-altering filters for a controlled test.
Success disappears after restart
Compare the stored WebView data and user-agent/session construction before and after relaunch. Clearing data or creating a fresh context can remove the state Cloudflare needs.

HTTP 403 or an explicit user-agent rejection
Collect the Ray ID and logs and involve the site owner. The rejection may be a deliberate WAF or user-agent rule rather than a client-side WebView defect.

Do not repeatedly reload the challenge as a workaround; each reload can create another session and make diagnosis harder. Reuse one configured WebView, wait for the page’s actual completion event, and preserve logs during testing. Keep cookies scoped to the intended site, disclose any third-party-cookie behavior, and avoid weakening network or content policies globally just to pass one route.
There is no published failure-rate figure that can predict how often a WebView will be challenged. The practical reliability measure is whether the same device, network, WebView version, and user-agent configuration consistently complete the flow while retaining clearance state.
