To convert a web page or an HTML file with Acrobat desktop, open Create in the global toolbar, choose Web page, enter the page URL or browse to the HTML file, adjust any needed settings, and select Create. For a single page already open in a browser, Adobe also documents using the Adobe PDF browser extension’s Convert to PDF command. Use the desktop workflow when you need to capture linked pages or control how the HTML is laid out in the PDF.
Adobe’s documented desktop steps were last updated September 23, 2025. HTML is listed as a supported source format, but that does not guarantee that every dynamic page will look identical to its live version after conversion.
Choose the right Acrobat workflow

Acrobat’s desktop flow accepts either a web address or an HTML file you can browse to. If your goal is a PDF of a website with several linked pages, use desktop capture rather than assuming the browser extension will collect the rest of the site.
Convert a web page or HTML file in Acrobat desktop
- Open Acrobat. Select Create from the global toolbar.
- Choose the web-page source. In the left rail, select Web page.
- Enter or browse to the source. Paste the page URL, or use the browse option to select an HTML file.
- Choose the capture scope. For just the entered page, leave multiple-level capture off. To include linked pages, select Capture multiple levels and specify the number of levels, or choose Get entire site. Set Stay on same path or Stay on same server if you need to constrain what Acrobat follows.
- Review conversion settings. Open Advanced settings only if you need to change the page’s appearance, output structure, media, or page layout. For a simple page, the defaults may be enough.
- Create the PDF. Select Create and save the resulting file when prompted.
Acrobat can queue additional pages while a conversion is in progress. Capturing more levels or an entire site can produce a much larger document than capturing one URL, so choose the scope deliberately.

What the capture limits mean
- Capture multiple levels lets you specify how many linked levels to collect; it is not a guarantee that every page on a site is included.
- Get entire site broadens the capture request, while the same-path or same-server options constrain its scope.
- Stay on same path and Stay on same server are boundaries for what Acrobat follows. Use the one matching the pages you want, and check the resulting PDF to confirm the collected pages are the intended ones.
Save an open browser page with the Adobe PDF extension
- Open the web page in a browser where the Adobe PDF toolbar or extension is available.
- Select Convert to PDF in the Adobe PDF toolbar.
- Name the PDF and save it.
Adobe documents this as a quick way to convert an open page. Browser support can change, so do not assume a particular browser/version combination is supported based on an older example. If the Adobe PDF toolbar is missing, use Acrobat desktop’s Create → Web page workflow or the browser’s print command instead.
Adjust settings when the first PDF is not right
Acrobat’s advanced options cover both how the page is interpreted and how it is laid out on paper. You usually do not need to change all of them. Start with the problem you see in the output and adjust only the related control.
Text, encoding, colors, and links
- HTML encoding affects how characters in the source are interpreted. If text appears garbled, check the encoding setting against the HTML source.
- Script fonts and sizes can change the typeface or text scale used in conversion.
- Text, background, and link colors control whether page colors are retained or adjusted. Acrobat can force color settings across pages.
- Underline links changes the visual treatment of links in the PDF.
Images, backgrounds, media, and scrollable content
- Choose whether to include images and preserve page backgrounds.
- For multimedia, Acrobat provides options to embed or link media when possible.
- Scrollable blocks can be expanded so content hidden inside a scrolling region is included rather than remaining constrained to that region.
These controls cannot make every interactive or dynamic element behave like it does in a browser. Review the PDF after conversion, especially when important material is loaded after interaction or depends on embedded media.

Bookmarks, tags, headers, and footers
- You can create bookmarks and PDF tags. With Create PDF Tags selected, Acrobat stores structure information corresponding to the original HTML; Acrobat can use that information to add tagged bookmarks.
- Headers and footers can include page titles or URLs, which can help identify printed pages later.
Tags preserve structural information from the source; their presence alone is not proof that the finished PDF meets every accessibility requirement. Check the document’s reading order and usability if accessibility is important to your audience.

Web pages can flow across multiple standard-size PDF pages. If the output is cut off, too small, or difficult to read, review paper size, orientation, margins, scale-to-fit, and landscape switching. A wider page may fit better in landscape, while scale-to-fit can reduce content to fit the selected page. Inspect the resulting pages: fitting everything onto a sheet may make text too small.
Check the result before sharing it
HTML support means Acrobat accepts HTML as a source format; it does not establish perfect rendering for every website. Source content and conversion settings affect what appears. Before distributing the PDF, check that the expected pages were collected, text and images are present, page breaks are usable, and any important links or media are handled as intended. If the PDF is meant to be accessible, review its structure rather than relying only on the fact that tags were created.

Troubleshooting common conversion problems
The PDF does not include linked pages
Use desktop capture and enable Capture multiple levels, then specify the desired depth or select Get entire site. Confirm that same-path or same-server limits are not excluding the pages you expect. The browser-extension flow is documented for converting an open page, not for configuring a multi-level site capture.
Acrobat captures too much of the site
Reduce the number of levels, or narrow the capture with Stay on same path or Stay on same server. An entire-site request should not be treated as a promise to collect only the particular section you have in mind.
The layout is clipped or awkward across pages
Review page size, orientation, margins, scaling, and landscape switching. A web page may naturally split across several standard-size pages. Change the layout to suit the page’s width, then inspect the PDF at normal reading size to make sure fitting has not made the text too small.

Text or colors look different from the source
Check HTML encoding, script fonts and sizes, and the text, background, and link color options. If color consistency across pages matters, review the option to force color settings across pages.
Images, a background, or scrollable content is missing
Check whether image inclusion and page-background preservation are enabled. For content inside a scrollable block, review the option to expand scrollable blocks. Conversion settings affect what is included, and interactive page content may not reproduce exactly as it behaves in a live browser.
The browser toolbar is unavailable
Use Acrobat desktop’s Create → Web page route, or use the browser’s Print → Save as PDF command for a basic PDF. Adobe’s documentation does not establish that print output offers the desktop app’s site-capture and tagging controls.
