A Page uses your active theme and a WordPress permalink; a standalone file is served from the server directory where it lives. Then check the Page’s slug or the file’s exact path. If WordPress pretty permalinks still return 404, visit Settings > Permalinks to refresh rewrite rules.
Choose between a WordPress Page and a standalone HTML file
These are different publishing methods, and uploading a file does not automatically create a WordPress Page.

For a dashboard-managed page, follow WordPress’s guide to creating Pages. For a separately served file, first confirm the site’s document root or the correct directory in your hosting account. WordPress installations and host layouts vary, so there is no single upload path that is correct for every site.
Publish HTML as a WordPress Page
- In the WordPress dashboard, create a Page using the Pages screen and open it in the editor.
- Add a Custom HTML block, enter your markup, and use the block’s preview to inspect the result.
- Check the Page URL or slug in the editor. Publish the Page, or update it if it already exists.
- Open the resulting Page URL to confirm that it loads and displays as expected.
WordPress describes the block this way: “This block allows you to insert your code so you can fine-tune your content.” The current Custom HTML documentation says that starting with WordPress 7.0, the block has separate editing panels for HTML, CSS, and JavaScript. Those CSS and JavaScript panels are available only to users with the unfiltered_html capability. Depending on the user’s permissions and site configuration, WordPress may sanitize saved content and remove disallowed elements such as <script> or <iframe>. Check the saved, rendered page using an account with the appropriate capability rather than assuming all markup will be retained.

Upload a standalone .html file
Use your hosting account’s authorized file manager or deployment method to place the document in the site’s correct served directory. The exact location depends on the host and on how WordPress is installed; confirm the document root with your host or server administrator if you are unsure.
To prevent a direct-file 404, compare the requested URL with the deployed file’s actual path. Check the directory, spelling, capitalization, and .html extension. If the file is in a subdirectory, that directory must appear in the URL. A direct file request is not a WordPress Page permalink, so changing Page settings will not fix a missing or incorrectly located file.

Fix a WordPress Page permalink that returns 404
Check the Page and its slug
Confirm that the Page exists and is published, then inspect its URL or slug in the Page editor. A misspelled or changed slug means the URL you are visiting may not point to that Page. WordPress explains how to create and manage Pages in its Pages documentation.
Refresh WordPress rewrite rules
If WordPress pretty URLs are returning 404, visit Settings > Permalinks in the dashboard. WordPress documents that visiting this screen flushes rewrite rules; you do not need to save changes merely to perform that refresh. See the Settings Permalinks screen documentation.

Check server routing if the 404 continues
If refreshing the rules does not resolve the problem, the web server may not be routing pretty URLs to WordPress correctly. Apache commonly relies on .htaccess and mod_rewrite; WordPress lists inactive Apache mod_rewrite as one possible cause in its troubleshooting guide. Nginx uses server-block configuration instead, and WordPress’s Nginx guidance shows routing that falls back to index.php for WordPress URLs.
Apache and Nginx instructions are not interchangeable. Do not paste Apache rules into an Nginx configuration. If you cannot access the server settings, ask your host or server administrator to check the rewrite configuration. Include the failing URL, whether it should be a direct file or a WordPress Page, and the web server type if known. WordPress’s documentation on common errors also covers resetting permalinks and, when necessary, editing .htaccess. Its guide to installing WordPress in its own directory explains why site and installation paths can differ.

Use this sequence to narrow down the cause
- Identify the intended URL. Decide whether it should be a WordPress Page permalink or a direct
.htmlfile URL. - Check the matching route. For a Page, verify publication status and slug. For a file, verify the deployed directory and exact filename against the URL.
- Refresh permalinks for a WordPress URL. Visit Settings > Permalinks to flush rewrite rules.
- Escalate a persistent pretty-permalink 404. Ask the host or server administrator to check the appropriate Apache or Nginx routing configuration.
- Check saved markup. If you used a Custom HTML block, inspect the rendered result with an account that has the required capability; permissions can affect whether scripts, iframes, CSS, or JavaScript are retained.
