The checklist turns a broad intention such as “improve customer service” into a result with a clear scope, metric, feasibility check, purpose, owner and deadline. The exact words are not universal: George T. Doran’s 1981 formulation has been adapted, and sources use different terms for A and R.
What does SMART stand for?
This article uses Specific, Measurable, Achievable, Relevant and Time-bound. Some organizations substitute Attainable for Achievable, Realistic for Relevant, or use alternatives such as Actionable, Assignable, Reasonable and Time-framed. PMI documents these variants, while the Chartered Management Institute explains that “achievable,” “realistic” and “relevant” are not used identically in every framework. Name the version you are applying rather than treating one expansion as the only correct one. PMI’s history and variants and the CMI wording guidance describe those differences.
Where did SMART goals come from?
George T. Doran introduced the acronym in his 1981 article, “There’s a S.M.A.R.T. Way to Write Management’s Goals and Objectives,” published in Management Review. Later practitioners adapted the words for projects, teams, public programs and personal planning. PMI identifies Doran as the early source and records the subsequent variations. The five SMART tests

| Time-bound | When will the result be delivered and reviewed? | A finish date or defined interval, with review points when work runs for months. |
PMI’s project guidance emphasizes a clearly stated objective and metrics that show when it has been met. SAMHSA describes achievability in relation to the community context, while PMI ties relevance to the strategic plan and project charter. For time limits, PMI warns that “Objectives without target dates are merely dreams”; UF IFAS describes a time-bound goal as having a starting and ending point. How to write a SMART goal
- State the result with a verb. Start with improve, reduce, increase, implement, complete or another action that describes an outcome.
- Set the scope. Add the population, product, process, location or deliverable so “improve” does not cover an undefined area.
- Select the measure and baseline. Choose a percentage, count, rate, time, cost or quality level. Record the current value when the target depends on improvement.
- Test feasibility. Check available staff, budget, skills, authority, dependencies and competing deadlines. Adjust the target or supply the missing resource.
- Connect it to a reason. State the mission, user problem, project outcome or strategic priority it supports.
- Add the time window and accountability. Give a date or interval, name the owner and schedule a review point for progress and corrective action.
A useful final sentence follows this pattern: “[Owner] will [specific result] for [scope], measured by [metric and baseline], reaching [target] because [reason], by [date], with reviews [cadence].” The template is a drafting aid, not a substitute for judgment.

Healthcare reporting
Over the next six months, 90% of laboratory test results will be shared with both the primary care provider and patient within 48 hours.
This published example identifies the service, recipients, 90% threshold, 48-hour measure and six-month window. Betsy Lehman Center’s example provides the wording.

Project delivery
Design, Build and Implement a new inventory management system replacing 3 redundant inventory systems by 2nd quarter 2007.
The objective names a deliverable, its replacement scope and a deadline. The date is retained as published; a current project should use its own approved quarter and year. PMI’s project example is the source.
Workplace feedback and performance
- Provide deliverable estimates within 10% of actuals during the first six months, then within 5% during the next six months.
- Reduce severity-1 defects to zero and severity-2 defects below five from January through December.
- Increase division revenue by at least 15% by fiscal year-end while reducing costs by at least 5%.
These published examples show how a target can combine a tolerance, defect count or paired financial measures with a defined period. PMI’s feedback examples contains the original examples.

How to compare or improve two goals
Evaluate each candidate against the same six dimensions:
- Outcome and scope: Is the change unambiguous, and are the people, process or deliverable named?
- Metric and baseline: Is there a verifiable measure and a starting point or tolerance?
- Feasibility: Do the owner and team control enough resources and decisions?
- Relevance: Does the result address the problem or support the strategy and charter?
- Deadline and cadence: Is there a finish date plus sensible checkpoints?
- Accountability: Is one owner identified, even when several people contribute?
A goal can pass one test and fail another: it may be specific but unmeasurable, measurable but unrelated to the real problem, or ambitious but impossible with the stated resources.

What SMART goals can—and cannot—tell you
SMART is a drafting and evaluation framework. It improves the clarity of an objective, but it is not proof that the plan will succeed and does not guarantee a performance gain. The definitions and examples above do not establish a universal success-rate statistic. Targets should therefore be revisited when assumptions, resources, risks or strategy change. Keep the chosen A/R interpretation visible so reviewers know whether “achievable,” “attainable,” “relevant” or “realistic” is being tested.
