There is no universal size winner. A PDF can be smaller than a web page, while an HTML document can be smaller than a PDF containing the same information. The result depends on what you count, whether assets are embedded or loaded separately, the chosen images and fonts, pagination, and HTTP compression.
For a fair comparison, measure the HTML document response, the complete rendered page, and the PDF as separate figures. Also label each figure as compressed transfer bytes or decompressed resource bytes.
What “HTML size” actually means
People use “the size of an HTML page” for three different measurements. Mixing them produces misleading comparisons.
1. The HTML document response
This is the document returned by the server, before separately requested stylesheets, scripts, images, fonts, video, frames, and other resources are added. HTML is mostly text and is often small and quick to download, as MDN explains.

2. The whole rendered page
This is the total network cost of loading the page: the HTML document plus CSS, JavaScript, images, fonts, media, embedded content, and subsequent requests. A page with a 40 KB document can still require several megabytes of images or video. Chrome’s Lighthouse resource summary groups these requests by type and reports their transfer and resource sizes.
3. Transfer size versus resource size
Text resources are commonly compressed for transport. Transfer size is the bytes sent over HTTP; resource size is the decompressed size the browser uses. web.dev recommends compressing text-based resources and gives Brotli an approximate 15%–20% improvement over gzip in its general guidance. That is not a guaranteed reduction for every file.
What determines a PDF’s size?
A PDF is one downloadable file, but its internal contents vary widely. Text-only documents can be very small. Scanned pages, high-resolution photographs, embedded fonts, transparency, vector artwork, and multiple language subsets can make the same number of pages much larger.
Production settings matter as much as the source material. Image resolution and JPEG/PNG compression, font embedding, color space, metadata, and whether duplicate assets are reused all affect the result. A web page may reference one external image and reuse it from cache, while a PDF may embed images and fonts so it remains self-contained offline.

Adobe notes that converting a web page to PDF may divide one continuous page into multiple standard-size PDF pages. Therefore, compare equivalent information, not merely one URL and one file extension.
There is no fixed HTML-to-PDF ratio
The strongest available evidence is an example, not a universal benchmark. The UK Government Communication Service reported one matched case in which the HTML page was 1.4 MB and the PDF was nearly 2 MB—about 42% larger. Its estimates for that example were 0.395g CO2e per HTML view and 0.561g per PDF view. These figures describe that publication and its measurement method; they do not establish a general ratio or universal emissions factor. See the Government Communication Service explanation.

Conversely, a page with a large image gallery, video, advertising scripts, web fonts, and third-party embeds can exceed a compact PDF by many times. An HTML document that only contains text may be tiny, but that does not mean the visitor downloads only that document.

How to measure an HTML page and PDF fairly
Step 1: Define the equivalence
- Use the same information, images, language versions, and update state.
- Decide whether the HTML figure means the document only or the complete page load.
- Record whether the HTML references external assets and whether the PDF embeds them.
- Use the same network conditions and note whether a cache was warm.
- For HTML, record both transfer and decompressed resource sizes where available.
Step 2: Inspect the document request in browser tools
- Open the HTML URL in Chrome or another Chromium-based browser.
- Open Developer Tools, choose the Network panel, enable Disable cache if you want a cold-load measurement, and reload.
- Filter to Doc or select the document request. Record its Transferred and Size values. These are different when compression is enabled.
- Clear the filter and record the totals for all requests. Include documents, stylesheets, scripts, fonts, images, media, and embedded content.
- Export a HAR file if you need an auditable record of URLs, response sizes, and timing.

Step 3: Measure an HTML response from the command line
This cURL command reports the response body’s downloaded bytes and timing. The --compressed option asks the server for a supported compressed representation.

The saved file is the decompressed body written by cURL. On macOS or Linux, you can inspect it with:
wc -c page.html
Neither command captures the page’s later CSS, JavaScript, image, font, or media requests. Use the browser Network panel or a performance trace for the whole rendered page.
Step 4: Measure the PDF itself
Save the exact PDF delivered to a user and measure that file, rather than relying on a nominal page count.

Record whether the URL redirects, whether authentication changes the response, and whether a content-delivery network serves a different variant. A PDF’s file size is normally the bytes of the downloaded file; do not compare it with only the HTML document row unless that narrow comparison is explicitly what you want.

Most HTTP libraries transparently decompress the body, so len(r.content) is generally the decompressed response length. Use browser or server access data when you need the exact compressed wire size.

Why compression changes the answer
HTML, CSS, JavaScript, and plain text usually compress well because they contain repeated characters and words. A server may send Brotli or gzip over HTTP and the browser then expands the response locally. Images such as JPEG and WebP are already compressed, so applying text compression to them provides little benefit.
Always label a result as one of the following:
- Compressed transfer size: bytes sent over the network for that response.
- Decompressed resource size: bytes after the browser or client expands the response.
- Total page transfer: compressed bytes across all requests in the load.
- Total page resource size: decompressed sizes across all requests.
Comparing a compressed HTML response with an uncompressed PDF can make the HTML appear artificially smaller. Conversely, comparing a bare HTML document with a PDF that includes every image is not an equivalent-content comparison.

A web.dev article using historical HTTP Archive data reported HTML file-size percentiles of 13 KB at the median, 26 KB at the 75th percentile, and 54 KB at the 90th percentile. The article was published about 2014, and the figures are not a current matched HTML-versus-PDF study. They are best used to show why a document-only HTML response can be small, not to predict a modern site’s total load.
Googlebot limits are not format recommendations
Google Search Central’s March 2026 guidance says Googlebot stops an HTML fetch at 2 MB, including HTTP request headers, and gives PDF files a 64 MB processing limit. The page says these limits can change. They are Googlebot processing ceilings, not recommended publishing targets and not evidence that HTML is smaller or preferable to PDF. The current figures are in the March 2026 crawler guidance.
An older Google article from 2022, clarified in 2023, described a 15 MB limit for supported files and demonstrated browser and cURL measurement. Do not use that older HTML cutoff as the current limit; use it only for its measurement explanation.
Choosing HTML, PDF, or both

For a decision, weigh byte counts alongside offline availability, print fidelity, update workflow, and the reading context. If you publish both, measure each independently and explain what the HTML total includes.
Common measurement mistakes and fixes
Counting only the HTML row
Symptom: A 30 KB page is reported even though the browser downloaded megabytes. Fix: Report the document request separately from the all-request total.

Mixing compressed and uncompressed values
Symptom: The HTML appears dramatically smaller without an explanation. Fix: Label transfer and resource sizes and compare like with like.
Comparing different content
Symptom: A text-only page is compared with a photo-rich PDF. Fix: Match text, images, language, and revision; disclose any assets present in only one format.
Ignoring cache and redirects
Symptom: Repeated runs produce different totals. Fix: Record cache state, follow redirects consistently, and note authentication or device variants.
