AngularJS $injector:modulerr is not a diagnosis by itself: it means a module threw an exception while AngularJS was instantiating it. In PhantomJS, the fastest fix is to read the nested exception, verify every dependency is both declared and loaded, then instrument PhantomJS for script, network, and page errors. The same process separates a missing Angular module from a failed test helper, a bad file path, a TLS problem, or JavaScript that loaded but crashed.
Start with the complete error, not the first line
AngularJS describes $injector:modulerr as an error that occurs “when a module fails to load due to some exception.” The useful cause is normally later in the message or stack trace. A common reason is that the file defining a module was omitted or could not be loaded: AngularJS’s modulerr reference.
- Copy the entire PhantomJS console output, including the nested exception and stack.
- Note the module named in the error and compare it with the application’s dependency array.
- Identify where the test page loads AngularJS, vendor modules, application files, and test helpers.
- Record the exact AngularJS, angular-mocks, PhantomJS, and test-runner versions. AngularJS support officially ended in January 2022, so verify fixes against the versions pinned by your project; the current API documentation snapshot is not proof of what is installed.
An error naming an unknown module usually indicates a dependency declaration or missing file. An exception after a resource request usually means the file loaded and failed during execution.
Verify the module graph and script order
Match every dependency to a registered module
For an application such as angular.module('shop', ['ngRoute']), a script must register shop, and another loaded script must register ngRoute before Angular bootstraps. Check spelling, case, and whether the defining file is actually present in the PhantomJS page. Do not silently remove a dependency just to make the error disappear; that can leave controllers, routes, or services undefined.

Load ngRoute separately
Since AngularJS 1.2.0, ngRoute is a separate module. Load the matching angular-route.js file after AngularJS and include ngRoute in the application dependency list. A typical page order is:
angular.jsangular-route.js- Your module-definition and application files
- The test bundle or bootstrap code
Loading angular-route.js without declaring ngRoute, or declaring it without loading the file, produces different failures; check both sides.
Do not add application code to the built-in ng module
Define an application module and make it a dependency of the top-level app. AngularJS documents adding custom components to the built-in ng module as unsupported; beginning with AngularJS 1.3.0 it triggers an error. Keep framework modules and application modules separate.
Fix unit-test setup before changing application code
Include angular-mocks.js
If the failure says module or inject is undefined, first check the test environment. Include the version-matched angular-mocks.js after AngularJS and before tests. AngularJS documents that angular.mock.module is declared when tests run with Jasmine or Mocha; the helper also loads ng and ngMock automatically. <script src="app.spec.js"></script>A missing helper is not the same problem as a broken application module. Confirm that the test runner creates the documented Jasmine or Mocha context before investigating injectors.
Keep versions aligned
Use an angular-mocks.js release compatible with the AngularJS runtime. Mixing major or minor versions can create misleading helper and injector errors even when application code is correct.
Instrument PhantomJS so loading failures are visible
Check local injection results
page.injectJs(filename) injects a local file. PhantomJS checks the current directory and then phantom.libraryPath; the method returns true only when injection succeeds and false otherwise, as documented in the injectJs API. Never assume a relative path worked.

Wait for external scripts
For a URL, use page.includeJs(url, callback) and start dependent code inside the callback. The callback is invoked when inclusion completes; running Angular bootstrap immediately after calling includeJs creates a race. See the includeJs API.

Log page exceptions and requested resources

- AngularJS loaded but the app module is unknown: verify that the app script executes before bootstrap and that its module name exactly matches the dependency string.
Check PhantomJS and network conditions only when evidence points there
Confirm the executable
Run phantomjs --version from the same shell and configuration used by the test runner. Multiple installations can make a local diagnosis irrelevant to CI. Print the executable path from the runner where possible.

Investigate HTTPS-only failures
If HTTP resources work but HTTPS resources fail, check the TLS/SSL libraries installed for that PhantomJS executable. Do not “fix” an HTTPS problem by downgrading application URLs; correct the runtime or certificate environment.
Use the proxy workaround narrowly
PhantomJS documents --proxy-type=none as a workaround for a Windows default-proxy latency issue. Apply it only when that symptom matches; it is not a general AngularJS module fix.
Account for legacy X-server guidance
PhantomJS 1.4 and earlier required an X server, commonly supplied by Xvfb. PhantomJS 1.5 and later was pure headless and did not require X11/Xvfb. This is historical, version-specific guidance from the PhantomJS FAQ; verify which binary your command actually invokes.
A repeatable diagnosis decision tree
- Read the nested exception. If it names an unknown module, inspect the dependency array and defining script.
- Check special modules. For
ngRoute, confirm bothangular-route.jsand thengRoutedependency. - Check test helpers. If
module()orinject()is undefined, load matchingangular-mocks.jsand verify Jasmine or Mocha setup. - Validate loading APIs. Check the Boolean from
injectJs; put dependent code in theincludeJscallback. - Compare logs. Use resource requests and

Is PhantomJS itself incompatible with AngularJS?
Not necessarily. The error identifies module instantiation failure, not a single browser incompatibility. The nested exception and resource logs determine whether the cause is dependency, loading, execution, or environment related.
Should I add every application module to ng?
No. Keep custom modules separate and make them dependencies of your application module; adding components to built-in ng is unsupported.
Why does a script tag work in a normal browser but not PhantomJS?
PhantomJS may be using a different working directory, proxy, TLS library, executable, or asynchronous loading order. Instrument requests and validate the relevant injection or inclusion callback.
