Consider whether the input is a local file or URL, whether the job is manual or unattended, how closely the output must match a modern browser, and what control you need over print CSS, margins, headers, footers, and paper size. If the page relies on scripts or remote assets, also account for loading and network access.
Convert a file manually in Edge
- Open the HTML file in Microsoft Edge. You can open the file from the browser or use Windows File Explorer to open it with Edge.
- Press Ctrl+P or choose Print from Edge’s menu.
- Choose the PDF destination and review the available print settings, such as paper size, layout, margins, and whether to include headers and footers.
- Save the PDF, then open it to inspect page breaks, missing images, and any clipped content.
This is the simplest option when a person can review the result. It also lets you adjust settings interactively instead of debugging command-line arguments.
Automate conversion by launching a browser from PowerShell
A PowerShell script can start an installed Edge or Chrome executable with headless PDF-printing arguments. This approach is useful for local files, but the exact browser path and command-line behavior depend on the machine and installed browser version. The PowerShell-oriented project at HTML-to-PDF-Converter describes a script for local .html and .htm inputs, requires Windows PowerShell 5.1 or newer and Edge or Chrome, and offers a default CDP mode with viewport and print controls. Treat that community-maintained project as a starting point, not a universally supported implementation.

Basic PowerShell process pattern
Set the browser path to the executable installed on your machine. This example starts Edge, waits for it to exit, and checks that an output file exists. Confirm the correct PDF argument syntax for your installed browser before relying on it in production.

If this pattern fails, test the browser command directly with a simple file path, then add quoting and options gradually. Do not treat the process exit code alone as proof of a correct PDF; open the output and inspect it.
Header and footer behavior
A Microsoft Q&A answer dated January 21, 2026 says --no-display-header-and-footer was not recognized for the described Edge headless PDF use and identifies --no-pdf-header-footer instead. The answer is attributed to Jack Dang, Microsoft External Staff and Moderator. Use Playwright .NET for browser-controlled rendering
Playwright is a stronger fit when the conversion is one part of browser automation—for example, when the page must be navigated, inspected, or prepared before creating a PDF. Microsoft’s Edge developer documentation describes automating Chromium-based Edge with Playwright and notes that Playwright launches headless browsers by default. The Playwright .NET API’s Page.PdfAsync generates a PDF using print CSS media. Print styles can therefore change layout and colors compared with an on-screen view; Playwright also notes that print output modifies colors by default unless CSS print-color adjustment is used.
Consult the current Microsoft Edge Playwright documentation and Playwright .NET Page API for installation and current API details. Browser automation adds library, browser-installation, and dependency-management work; use it when that control is useful rather than for a single manual conversion.

When wkhtmltopdf may fit
wkhtmltopdf is a headless command-line renderer built around Qt WebKit. It can be convenient when you want a separate executable rather than launching a desktop browser, but it does not use Edge or Chromium’s rendering engine. Since the available source establishes the engine but not a versioned comparison of web-standard support, do not assume its output will match Chromium on complex or modern pages. Test documents that represent your actual workload.
Local HTML files, URLs, and page readiness
A local file and a public webpage have different dependencies. A local HTML file may refer to images, stylesheets, or scripts through relative paths; moving the file or launching the browser with a different working context can break those references. A URL may depend on network availability, authentication, or remote assets. In either case, a PDF can be incomplete if scripts, fonts, or images have not finished loading before capture.
- Use an input copy with all expected assets reachable, and check the browser-rendered page before automating it.
- For dynamic pages, make sure required content has rendered before initiating PDF creation. A process finishing does not establish that every script or remote resource was ready.
- Validate pagination and page breaks using realistic documents, especially when content length or page dimensions vary.
- For unattended jobs, confirm the PDF exists, opens, and contains expected content instead of relying only on a process exit status.

Troubleshooting common failures
The browser executable cannot be found
The path in the script does not match the installation on that computer, or the browser is not installed. Locate the actual Edge or Chrome executable, update $browser, and test the path with Test-Path before starting the conversion.

No PDF appears, or PowerShell reports a quoting error
Check that the output directory exists and that the output path is writable. Paths containing spaces and nested quotes can be interpreted differently by PowerShell and the browser. Start with uncomplicated paths, verify the browser’s supported arguments, and add quoting only as needed. Confirm the process has finished before checking the output file.
The PDF has unwanted headers or footers
Browser flags vary with headless behavior and version. For Edge, the January 21, 2026 Microsoft Q&A answer identifies --no-pdf-header-footer rather than --no-display-header-and-footer for the scenario described. Verify this on your installed version and inspect a generated PDF.
Images, fonts, or dynamic content are missing
Check relative paths and network access first. If scripts or remote assets load asynchronously, make sure the page is ready before printing. For automation that needs page-level navigation or preparation, consider Playwright .NET rather than assuming a direct process launch will wait for every dependency.
Pagination or colors differ from the browser view
PDF output follows print-oriented rendering behavior. Review the page’s print CSS, print color adjustment, paper size, margins, and header/footer settings. With Playwright, PDF generation uses print CSS media; compare against the actual PDF, not just the screen rendering.
The PDF opens but content is clipped or laid out badly
Inspect page size, orientation, margins, and page-break rules. Try the same file through Edge’s interactive Print dialog to isolate whether the issue is the HTML’s print layout, browser command arguments, or automation timing. Validate with representative documents before using the workflow for a batch.

Reliability, performance, and cost considerations
The sources establish no comparable conversion-speed figures, so choose based on setup and output needs rather than assumed performance rankings. Interactive printing has the least automation setup but requires a person. Direct headless launch avoids manual interaction but depends on a compatible browser, correct arguments, and validation. Playwright adds dependencies in exchange for browser automation controls. wkhtmltopdf has its own executable and rendering engine, which may simplify deployment in some environments but requires output validation against your pages.
These approaches use local software, and the sources do not provide a common cost comparison. Account for the browser or library installation, maintenance of the automation environment, and time spent validating output. In every route, representative-file testing is the practical reliability check: confirm output exists, opens, and preserves the content and pagination you need.

Can I convert HTML to PDF with Windows PowerShell 5.1?
Yes. The cited PowerShell-oriented project lists Windows PowerShell 5.1 or newer as a requirement and uses Edge or Chrome. Browser argument support and script behavior should still be verified on the machine where you run it.
Does PowerShell itself render the HTML?
In the headless pattern described here, PowerShell launches a browser to render the page and produce the PDF. The rendering engine is Edge or Chrome, not PowerShell.
