Choose a data collection provider by first defining the study and its deliverables, then deciding whether you need software, managed fieldwork, or both. Compare bidders against the same scope: population, sample, geography, collection mode, quality controls, security, schedule, and fully loaded cost. A tool that fits one study may be the wrong choice for another; provider descriptions are not proof of comparative performance.

Start with a scope of work, not a vendor shortlist

“Data collection services” can mean a survey platform, a fieldwork contractor, a specialist research firm, or a combination of those. Before asking for quotes, specify what the project must collect and what the provider must deliver. Without a common scope, proposals may price different work and cannot be compared fairly.

Write down the study requirements

  • Research question and population: State what you need to learn, who is in scope, and any eligibility criteria.
  • Sample and reach: Describe the sampling frame, target sample, locations, recruitment approach, and known access constraints. Identify who is responsible for sampling and handling nonresponse.
  • Mode and conditions: Specify online forms, mobile interviews, in-person fieldwork, phone collection, or a multi-mode design. Note languages, device availability, connectivity, and whether work must continue offline.
  • Sensitivity and approvals: Identify sensitive fields, consent requirements, ethics review, local permissions, and applicable jurisdictional requirements. Have legal or privacy staff establish the obligations for the actual study.
  • Schedule and milestones: Include approval and instrument development time, recruitment, training, pilot or pretest, collection, cleaning, and final handover.
  • Deliverables: State required formats, cleaned or de-identified data, metadata, codebook, translations, documentation, dashboards, analysis, and reporting.
  • Responsibility boundaries: Assign ownership of the instrument, software, recruitment, approvals, devices, field supervision, quality decisions, and final sign-off.

For example, Innovations for Poverty Action’s March 2025 RFP for a particular five-country consumer-protection survey divided responsibilities between the buyer and field firm: IPA supplied instruments and paid for SurveyCTO, while the firm was asked to recruit enumerators, obtain local approvals, train teams, translate, collect data, run quality checks, clean the data, and provide compatible tablets. That is a project-specific division of work, not a universal contract template.

Decide whether you need a platform, a managed service, or both

Buy a platform when you can run the study

A collection platform is a stronger fit when your organization already has the people and expertise to design the study, recruit or reach respondents, manage field operations, and interpret the data. Evaluate its offline operation, form logic and validation, team permissions, monitoring, integrations or API, export formats, support, and the skills needed to administer it.

SurveyCTO describes mobile collection that can work without internet and sync later, along with validation, quality-monitoring, and export or integration features. These are vendor descriptions; confirm that the specific functionality, security controls, and operating conditions meet your requirements.

Buy managed services when execution is part of the problem

A managed provider may suit a project that needs local field teams, multilingual execution, hard-to-reach populations, specialist sampling, or operational coordination. The scope can range from a discrete task to work spanning study design, collection, processing, analysis, and reporting. Ask which activities the bidder will perform directly, which are excluded, and which will be subcontracted.

RTI describes survey-science services covering sampling, multiple collection modes, privacy-preserving processing, analytics, and reporting. Treat that as an example of a managed-services category, not evidence that every capability is included in a particular proposal or that the provider is best for your project.

Combine the two when responsibilities are explicit

Some buyers retain control of research design and software while a field firm supplies local execution. A hybrid arrangement can work, but it makes handoffs important: agree who owns instrument changes, user access, training, device readiness, data transfer, issue escalation, and acceptance of the final dataset.

Evaluate proposals with a common scorecard

Send every candidate the same scope and ask for responses against the same criteria. Score the evidence and the fit, not just the provider’s labels or breadth of services.

Ask for evidence you can inspect

Request examples comparable to your study, named roles and supervision plans, a training and pilot plan, a written quality protocol, sample quality reports, a data-flow diagram, references, translation and back-translation procedures, a data dictionary, and an example output. Ask who will make corrections, how issues are logged, and how quickly a problem reaches a decision-maker.

Specific requirements are more useful than assurances such as “high quality.” IPA’s 2025 RFP, for its own project, called for spot checks covering all enumerators by the end of week one, randomly selected and region-stratified respondent backchecks of at least 10% of the sample, and daily automated checks shared within 24 hours. It also specified backchecks within 72 hours. Those thresholds illustrate measurable contract language; they are not universal standards. Set controls proportionate to your study and explain how the provider should report exceptions.

Make privacy and security part of the full data lifecycle

Security is not just a platform checkbox. Consider each point at which data is collected, viewed, transferred, stored, used, and disposed of. Requirements depend on the data and jurisdictions involved, so involve the appropriate legal, privacy, and research-ethics teams before procurement.

  • What consent, lawful basis, ethics review, or local approvals are required, and who obtains them?
  • Can the study minimize or avoid collecting direct identifiers? Who can see identifiable data, and by role or team?
  • How are devices protected, including encryption, account access, and remote controls if a device is lost?
  • How are data protected in transit and at rest? Where are systems hosted, and where may backups or subprocessors handle data?
  • How long will the provider retain each type of data? What is the incident notification and response process?
  • At closeout, will data be returned, deleted, or both? Can the provider document deletion?
  • Would de-identified data meet the research purpose, and who is responsible for de-identification?

Ask bidders to map these answers to the proposed workflow, rather than relying on broad statements about being secure. Confirm the contract covers subcontractors and specifies retention and deletion responsibilities.

Compare schedule and total cost on equal assumptions

Ask each bidder to price the same scope and show assumptions, exclusions, pass-through expenses, taxes, and rates for rework or changes. A low headline fee may omit items needed to deliver usable data.

Check what the quote includes

  • Recruitment, respondent access, local permissions, and approvals
  • Travel, equipment, connectivity, and field safety
  • Translation, adaptation, training, and pretesting
  • Collection, supervision, quality checks, and correction work
  • Data cleaning, de-identification, documentation, integrations, analysis, and reporting
  • Project management, change control, and any subcontracted work

Test the critical path

Request a milestone plan that shows dependencies: approvals, sampling, questionnaire adaptation and testing, recruitment and training, field collection, data management, and handover. Ask what happens if an approval, recruitment target, or field location slips, and which tasks can proceed in parallel.

A World Bank presentation illustrates that costs can differ substantially between survey scenarios and identifies scale, country size, labor, and access difficulty as cost drivers. Its examples list USD $50,000 for 40 schools, USD $200,000 for 320 schools, and USD $50,000 for 1,000 schools. The source metadata available for those figures does not establish a publication year, and the examples are not current market quotes or a basis for inferring unit costs. Use them only as a reminder that context and scope matter; obtain project-specific bids.

Choose tools and devices for the field conditions

When the collection plan depends on mobile devices, confirm the exact app and operating-system compatibility before buying hardware. For an Android tablet for field data collection, check ruggedness, battery and charging needs, storage, device management, and security controls as well as price. IPA’s tablet requirement was specific to its SurveyCTO project; the available examples do not establish a preferred tablet model or brand.

For online enterprise surveys, SurveyMonkey Enterprise describes integrations and an API, security and administration controls, and professional services such as survey design or programming, dashboards, and translation. This is a vendor-authored description and does not establish superiority. Compare the actual service scope and controls with your requirements.

For outsourced web or business data collection, Computyne describes one-off projects, recurring feeds, dedicated teams, and multiple delivery formats. Its pricing and savings claims are vendor statements. Request comparable bids and define the source, refresh cadence, format, and validation expectations rather than treating marketing claims as a benchmark.

Common procurement mistakes to avoid

  • Comparing unlike quotes: Normalize the scope and require bidders to list exclusions and assumptions.
  • Buying software when you need field capacity: Confirm who recruits, trains, supervises, handles permissions, and resolves field problems.
  • Accepting unmeasurable quality claims: Specify checks, reporting cadence, escalation, and correction responsibilities.
  • Deferring security questions: Map access, transfer, storage, subcontracting, retention, and deletion before collection begins.
