Datacenter proxies usually win on speed and price. Residential proxies can help when a target challenges hosting networks or requires a consumer-ISP location, but they cost more, add latency, and can still be blocked. A changing IP by itself does not defeat modern anti-bot systems or make collection lawful.
The sound way to choose is to measure successful, authorized records per dollar while accounting for retries, browser rendering, engineering time, and compliance work. Start with the least expensive network that works for your permitted target, then move to residential or a managed scraping service only when observed requirements justify it.
What a cloud proxy changes—and what it does not
A cloud proxy is a provider-operated endpoint that carries your HTTP(S) or SOCKS traffic. The destination sees the proxy’s network address rather than the address of your crawler. Depending on the service, you can choose a country, state, city, autonomous system number (ASN), or ISP, and use either a rotating pool or a sticky session that keeps one address for a period.
That changes network provenance. It does not change your authorization, browser fingerprint, cookies, request pattern, account permissions, or the target’s terms. A proxy cannot turn a paywall, login barrier, CAPTCHA, or explicit prohibition into permission.
What proxies are good at
- Routing requests through a required country, city, ASN, or ISP.
- Distributing traffic across addresses when a target’s policy allows automated access.
- Keeping a session on one address when a site binds state to an IP.
- Separating your production crawler’s network from your office or cloud-hosting range.
What proxies cannot guarantee
- Successful access, because targets score many signals besides IP reputation.
- Stable identity: rotating too often can invalidate cookies, sessions, or login challenges.
- Legality or contractual permission to collect data.
- That a residential address is invisible or “undetectable.”
Datacenter vs. residential proxies
Datacenter addresses come from hosting infrastructure. Residential addresses are assigned by consumer internet service providers. The distinction affects cost, latency, geographic options, and how easily a target can classify the network.

Web Scraper’s documentation summarizes the practical trade-off: datacenter proxies are generally faster, while residential proxies can work where datacenter traffic is challenged but may add latency. Eclipse reports approximately 2.3 million residential IPs online at one time across 213 countries and territories; those are provider-reported, time-sensitive figures, not a performance guarantee.
A staged selection rule
- Use a direct connection for a small, permitted test if the target allows it.
- Try datacenter endpoints when price, throughput, and predictable latency matter most.
- Move to residential only after you can document blocking, a geographic requirement, or a target policy that makes an ISP network appropriate.
- Retest success rate, latency, and cost per successful record after every change.
Do rotating residential IPs bypass Cloudflare?
They can improve network reputation for some sites, but there is no reliable bypass. Cloudflare describes behavioral bot classification and multiple detection engines. Its verified-bot guidance calls for deterministic identification, reasonable request rates, non-abusive behavior, and compliance with published directives. Those checks can include TLS and browser fingerprints, JavaScript execution, cookies, authentication state, navigation sequence, request cadence, and content consistency.
Rapidly changing addresses may make a session look less coherent. A sticky residential session can preserve cookies while you complete a permitted workflow, but it does not hide an automation fingerprint. Treat an IP change as one input to a test, not as a strategy for defeating controls. If a target presents a CAPTCHA or blocks automation, stop and obtain permission or use an authorized feed.

Proxy pricing in 2026: compare successful records, not headline rates
List prices vary by location, pool, commitment, and billing unit. The following public examples are provider starting prices, not a universal market rate, and can change before purchase.

Calculate total spend divided by successful, usable records. Include failed requests, retries, browser traffic, proxy authentication, concurrency limits, parser maintenance, monitoring, and the time spent handling blocks. A cheaper per-GB rate can lose when a high failure rate causes repeated downloads.
A simple measurement plan
- Define success before testing: correct HTTP response, required fields present, and no challenge page.
- Run the same authorized URL set through each candidate at a conservative rate.
- Record status, response size, latency, challenge frequency, retries, and bytes consumed.
- Compute cost per successful record and retain the logs for compliance and incident review.
Is scraping through a proxy legal?
No blanket answer exists. RFC 9309, the Robots Exclusion Protocol, states: “These rules are not a form of access authorization.” A robots.txt file is a request to crawlers, not a license to ignore authentication, contracts, privacy obligations, or applicable law. Cloudflare’s robots.txt documentation (updated August 3, 2026) likewise says that compliance is voluntary and provides enforcement controls.

Evaluate these questions separately:
- Does the owner or your contract authorize automated collection?
- Do robots.txt, crawl-delay, API terms, or a published bot policy set conditions you can honor?
- Are you crossing a login, paywall, CAPTCHA, or technical access control?
- Are you collecting personal, copyrighted, regulated, or confidential data?
- Can you limit fields, retention, rate, and distribution to the stated purpose?
A defensible workflow identifies itself, uses conservative rates, honors published directives, stores only necessary fields, and keeps records of authorization and access decisions. When the answer to permission is unclear, ask the owner or use an authorized data feed instead of treating a proxy as a bypass.

Raw proxy pool or managed scraping API?
Raw proxies give you control over network type, session policy, headers, cookies, concurrency, and retry logic. You must also build the crawler, browser fingerprint strategy, rendering, extraction, monitoring, and compliance controls.
A managed scraping platform can bundle proxy selection, retries, browser rendering, extraction, and billing by bandwidth, IP, or search request. Apify’s 2026 provider guide describes this pay-as-you-go model. Choose managed infrastructure when predictable outputs and lower operational effort are worth giving up some network-level tuning. Choose raw proxies when you already operate the crawler and need precise control over transport and sessions.
Provider due diligence checklist
Request evidence for the exact targets and regions you are authorized to access. Compare:
- Success rate and challenge rate on your URL set.
- Median and tail latency, bandwidth, and concurrency behavior.
- Country, city, ASN, and ISP coverage that is actually available to your account.
- Rotating versus sticky-session controls and maximum session duration.
- Protocol support, authentication method, headers, cookies, and user-agent controls.
- Traffic provenance, consent documentation, acceptable-use policy, and abuse handling.
- Retry semantics, replacement policy, status visibility, and incident support.
- Total cost per successful record, including failed and repeated traffic.
An advertised IP count is only one input. It does not predict performance on your target, and provider-reported pool sizes can change.

A safe, reproducible proxy test
Use a URL you own or are explicitly authorized to test. Keep the rate low, identify your crawler where appropriate, and stop on a challenge or access-denied response.

Do not turn this into an unbounded loop. Add a queue with an explicit rate limit, bounded retries with backoff, a circuit breaker for repeated 403/429 responses, and structured logs that exclude secrets and unnecessary personal data.
Troubleshooting common failures
407 Proxy Authentication Required
Check the username, password, host, port, and whether the provider expects an IP allowlist instead of credentials. URL-encode reserved characters in credentials.
403, 429, or a challenge page
Lower concurrency and request frequency, preserve a coherent session, verify cookies and JavaScript behavior, and confirm that automation is permitted. Do not respond by endlessly rotating addresses.

Compare direct and proxied latency, set separate connect and read timeouts, reduce concurrency, and test another region. Confirm that the proxy supports HTTPS tunneling and the response size your job requires.

Wrong country or ISP
Check whether targeting is enforced at the exit IP or only advertised at the account level. Resolve the endpoint and record its observed country, ASN, and ISP before processing data.
Sessions keep expiring
Use a sticky session for the permitted workflow, retain required cookies, and avoid changing user-agent or geography mid-session. If the site binds authentication to additional signals, contact the owner rather than attempting to circumvent it.
