To extract data from a website, first define the fields you need, then choose an appropriate source—preferably an API or feed, otherwise structured page data or carefully maintained page parsing. Check access and use constraints, retrieve only what you need at a measured rate, and validate and protect the resulting dataset. This five-step workflow is an editorial synthesis, not a universal standard; the right method depends on the site, the data, and your intended use.

Step 1: Define the question and the fields

Start with the decision or analysis the data must support. Write down the fields needed to answer it, the expected format for each, and how the results will be used. For example, a price-tracking project might need product ID, displayed price, currency, product URL, and observation time—not every item on the page.

Make the output testable

Specify field names and types before collecting data. A date should have a consistent representation; a price should distinguish numeric value from currency; a URL should be recognizable as a URL. Record whether a field may legitimately be missing. These definitions make it possible to identify malformed or unexpected values rather than silently accepting them.

  • Collect only fields that serve the stated purpose.
  • Decide whether you need a snapshot, repeated observations, or a historical series.
  • Identify sensitive or personal information before collection and avoid it unless it is necessary and appropriately handled.
  • Set a stopping condition, such as the pages, date range, or records required.

Step 2: Choose the least burdensome suitable source

Use the channel that supplies the needed fields in a suitable format with acceptable permission, reliability, and maintenance effort. These options are not interchangeable: an API may omit a field available on a page, and structured markup may be incomplete or absent.

Check for an API, feed, or agreed transfer

Look for a publisher’s API, downloadable data feed, or an agreed transfer channel before writing a page scraper. Such channels may offer structured records and avoid repeatedly fetching presentation pages. Eurostat’s guidance for European Statistical System partners explicitly recognizes APIs and file transfer as alternatives to scraping and encourages considering agreements with site owners: ESS web content retrieval guidelines.

Inspect structured markup

Some pages contain machine-readable data, including JSON-LD. Schema.org defines vocabularies for describing entities and their properties, and Google Search Central describes structured data as information that can help Google understand page content. Markup is useful only if it contains the fields you need and is present consistently; it is not a guarantee that every page exposes a complete dataset. Parse page content when necessary

If no suitable feed or markup exists, extract information from the page itself. A parser may use HTML structure, labels, or selectors, but site redesigns can change those structures. Keep the parser narrowly scoped, document the fields and selectors it relies on, and plan to detect changes rather than assuming the layout will remain fixed.

Consider a managed service only when it fits

A hosted scraping API can run extraction jobs and return structured exports, reducing some infrastructure work while introducing a vendor dependency. For example, Scrapy.io’s documentation describes HTTP endpoints, scraper runs, and structured exports for its service. Those product details do not establish that a managed service is suitable for a particular site or faster than a self-managed approach.

Compare candidate channels on availability and permission, required-field coverage, output stability, request impact, maintenance burden, and whether a managed service is appropriate. The available sources do not establish universal performance rankings.

Step 3: Review access and use constraints

Before retrieval, examine the site’s policies and the rules that apply to your data and intended use. The answer can depend on jurisdiction, content, account terms, and purpose; the sources cited here are guidance, not a universal legal determination.

Read robots.txt in context

Google Search Central states: “A robots.txt file tells search engine crawlers which URLs the crawler can access on your site.” See its Introduction to robots.txt. Treat the file as a crawler-access convention, not an access-control system: it does not protect private information. Google also notes that a blocked URL may still appear in search results, and recommends password protection or noindex for the corresponding privacy or indexing goals.

Robots.txt applies within the protocol, host, and port where it is served; Google’s setup guide says it belongs at that host’s root. A file on one host does not automatically set rules for another. Follow relevant site instructions, but do not treat robots.txt as permission to access material otherwise restricted by login or terms.

Review terms, privacy, and rights

Check the site’s terms, particularly where an account or login is involved, and consider whether the intended collection and reuse raise privacy, copyright, or other legal concerns. The GSA Emerging Technology Office’s introductory 2021 web-scraping post discusses checking robots.txt and terms, sensitive information, and copyright; it expressly says its views are not official federal guidance. Eurostat’s recommendations, including compliance with applicable GDPR, intellectual-property, and EU and national rules, are scoped to European Statistical System partners.

For that ESS audience, Eurostat says web content should be retrieved and used appropriately and ethically while limiting burden on site owners and respondents. Treat this as guidance for its stated context, not a blanket legal rule for every scraper or jurisdiction.

Step 4: Retrieve narrowly and with low impact

Design the retrieval process around the scope you set in Step 1. Identify the crawler and its purpose where appropriate, fetch only the pages and fields needed, and avoid an unnecessarily high request rate. If a site offers an API, feed, or coordinated access route, consider whether it is more suitable than repeated page requests.

Use a controlled collection plan

  • Limit the URL list to the target pages and avoid fetching the same content repeatedly without a reason.
  • Use a measured request rate and avoid creating avoidable load. Add sensible pauses or other controls appropriate to the site and project.
  • Keep a record of when collection occurred, which source or route was used, and the method or version that produced the data.
  • Stop and reassess if access is blocked, the site’s instructions change, or the response no longer resembles the expected page.

Eurostat’s ESS guidance recommends transparency, minimizing server impact, and considering alternatives or coordination with site owners. Its recommendations address ESS partners; they are not a benchmark for an ideal request rate for every site.

Step 5: Validate, document, and protect the dataset

Extraction is not complete when a file is produced. Check whether the output is fit for its intended use, retain enough provenance to explain how it was obtained, and protect it appropriately.

Run practical quality checks

Build checks that match the dataset rather than assuming a single official checklist applies. Useful project-specific checks include:

  • Required fields are present, and values use the expected types and formats.
  • Missing values are within expected bounds; malformed or newly empty fields are flagged.
  • Duplicates are identified using a suitable key, without discarding legitimate repeated observations.
  • Counts and ranges are plausible for the scope and time period.
  • A sample of extracted records is compared with the corresponding source pages.
  • Unexpected markup or schema changes cause a warning instead of silently generating misleading data.

Keep provenance and secure the output

Document the collection purpose, source, retrieval date or period, extraction method, field definitions, and any known limitations. Store only data needed for the purpose, restrict access where appropriate, and follow applicable requirements for sensitive or personal information. This record helps a later user interpret the dataset and distinguish source changes from changes in the extraction method.

Troubleshooting common extraction problems

The page returns no useful data

Check whether the fields are available through an API, feed, or page markup; confirm the page has loaded the content you expect; and compare a sample of the source with the extracted output. A page may not expose the data in the format your parser expects.

The parser worked, then fields became empty

A layout or markup change may have invalidated selectors or assumptions. Add checks for required fields and unexpected output, inspect affected pages, and update the extraction method only after confirming the new source structure.

Access is blocked or requires an account

Do not treat robots.txt as authorization or try to bypass access controls. Review the site’s terms and applicable rules, and seek an approved channel or permission where needed. If access requires a login, account terms are especially relevant.

Collection places too much load on the site

Reduce scope and request frequency, avoid unnecessary repeat retrievals, and consider an API, feed, file transfer, or coordination with the site owner. There is no universal safe request rate established by the sources cited here.

The dataset looks plausible but may be wrong

Validate types, missing values, duplicates, ranges, and a sample against source pages. Preserve the retrieval time and extraction method so you can investigate whether an anomaly reflects a source change, a parser change, or a genuine change in the underlying data.

Frequently Asked Questions

Is data extraction the same as web scraping?

No. Data extraction is the broader goal of obtaining fields or records. Web scraping is one method; APIs, feeds, structured page markup, and agreed transfers can also provide data.

Does a robots.txt rule make a page private?

No. It gives crawler instructions and is not an access-control system. Use mechanisms such as password protection when information must be private.

Is JSON-LD guaranteed to contain every field on a page?

No. Structured markup may be useful, but check whether it is present and contains the fields your project requires.
