First decide whether you need HTML content or simply a PDF displayed in a browser. Converting creates HTML files that you can edit, style, index, and integrate into a site. Embedding or rendering keeps the original PDF and places a viewer inside your page. The right implementation depends on that distinction, the PDF’s text quality, and how much control you need over layout and accessibility.
Choose between conversion and browser display
A PDF-to-HTML conversion attempts to turn pages into HTML text, elements, and associated assets. The result can become part of your site, but complex layouts may need cleanup. Browser display uses the PDF as the source and adds a viewer; it is usually faster to deploy and preserves the original pagination.

Neither route guarantees pixel-perfect layout or automatically accessible HTML. Inspect the result with the actual document, browser, viewport, and deployment configuration you will use.
Inspect the PDF before selecting a workflow
Check whether text is selectable
Open the PDF and try selecting a sentence, copying a table cell, and searching for a distinctive word. If selection works, the file likely contains a text layer. If each page behaves like one image, plan for OCR. Adobe recommends OCR before conversion for scanned text; OCR is recognition, not proof of correctness.

Record layout and content risks
- Note multi-column pages, positioned text, tables, footnotes, headers, and page numbers.
- List figures, logos, captions, hyperlinks, forms, and annotations that must survive.
- Identify the source language and unusual names or symbols so OCR errors are easier to find.
- Check document permissions before sending the file to a processing service or embedding it.
Route 1: Export HTML with Acrobat
Adobe’s current Acrobat workflow is documented in Convert PDF to HTML web pages in Acrobat (Adobe Help Center, updated 5 November 2025). Product labels can change, but the sequence is:
- Open the PDF in Acrobat.
- Choose Convert.
- Choose Other format, then HTML.
- Select Convert to HTML.
- Choose a save location and save the output.
Select the output shape
Acrobat can produce a single HTML file or multiple linked files. A single file is convenient for a short document or a compact handoff. Multiple files are better when the document’s structure maps naturally to separate pages. Exported images and linked resources may be stored beside the HTML, so move the complete output folder rather than only the top-level file.
Configure structure and recognition
Available settings include navigation based on document structure, image inclusion, and text-recognition options. For a scanned PDF, run OCR first or enable the applicable text-recognition setting, then compare names, numbers, tables, reading order, and language-specific text with the source page by page.
Publish the exported files
- Open the generated HTML locally and inspect its asset paths.
- Copy the HTML and its image or linked-file directories to your web host.
- Use relative URLs that remain valid after deployment.
- Test from the production URL, not only from a file opened on your computer.
Conversion can place text in positioned elements or reproduce page furniture that is unsuitable for responsive design. Treat Acrobat’s export as a starting point: simplify headings, repair links, replace decorative text with CSS, and remove duplicated headers or footers where appropriate.

If the requirement is “show this PDF on a webpage,” embedding is usually less work than converting. Adobe’s PDF Embed API provides full-window, sized-container, inline, and lightbox display modes, along with callbacks and annotation features. Adobe describes the API as free to use, but verify current terms and setup requirements before deployment.

When embedding is preferable
- The PDF’s pagination and visual fidelity matter more than editable HTML.
- You want a viewer with controls rather than a rewritten document.
- The source changes frequently and should remain one canonical PDF.
- You do not want to repair complex columns, tables, or positioned artwork after export.
Security and permissions
Adobe documents the Embed API as running in a sandboxed HTML iframe. Adobe also notes that some PDF Services processing is restricted by PDF permissions. Review the current security, privacy, and compliance documentation, and confirm that your deployment, document permissions, and credential handling match your organization’s requirements.
Route 3: Render with PDF.js
Mozilla PDF.js is a JavaScript library and viewer option for rendering PDFs in a browser. It displays PDF pages; it does not convert them into conventional semantic HTML content.
Basic deployment considerations
Use the project’s viewer or integrate its rendering components into your application, then serve the files through a local or hosted web server. PDF.js documents that its worker is not enabled for file:// URLs, so opening an HTML file directly from disk can produce misleading failures. A minimal local test server can be started with your development stack, for example:

Visit http://localhost:8000/ and load the viewer there. Configure the viewer’s document URL according to the version you install, and keep the library and worker files on compatible versions.
OCR: the critical step for scanned PDFs
A scanned document contains page images rather than characters. OCR creates a text layer that conversion tools can use, but recognition mistakes are common around columns, tables, hyphenation, low contrast, handwriting, and unusual fonts.

- Run OCR using Acrobat or an approved OCR tool.
- Search for headings, names, dates, decimal numbers, and legal or technical terms.
- Compare every table and figure caption with the image of the original page.
- Check reading order in a screen reader or accessibility inspection tool.
- Only then export to HTML or decide that a viewer is safer.
Validate the generated page
Visual and functional checks
- Compare page count, headings, paragraphs, lists, tables, images, and captions with the PDF.
- Test desktop and narrow mobile viewports for clipping, horizontal overflow, and unreadable text.
- Activate every hyperlink and confirm that links open the intended destination.
- Check that images load from the deployed path and that missing assets do not create blank areas.
- Inspect print output and page breaks if users will print the HTML.
Accessibility checks
Use real keyboard navigation, inspect heading hierarchy, provide meaningful link names and alternative text, and test reading order with a screen reader. Adobe’s PDF Services documentation describes checks for machine-verifiable PDF/UA and WCAG-related requirements; results can pass, fail, or require manual checking. That capability does not establish that exported HTML is automatically compliant. Treat semantic repair and assistive-technology testing as separate work.
Performance, caching, and deployment choices
Converted HTML can be fast when images are correctly sized and served with cacheable headers, but exporting every page as a large image can make the site heavy. Compress photographs, use responsive image dimensions, defer non-critical media, and avoid shipping unused viewer assets. A PDF viewer downloads the source document and JavaScript components, so measure first-load behavior on the networks your audience uses.
For frequently updated documents, keep a versioned source PDF and publish a predictable URL or build artifact. For converted output, deploy the complete asset tree atomically so visitors do not receive HTML that references files from a previous version. If a document is private, enforce authorization at the PDF or application layer; hiding a viewer URL is not access control.
Common failures and fixes
The HTML is blank or missing images
Usually the exported asset folder was not copied, or relative paths changed during upload. Inspect the browser’s network panel, preserve the directory structure, and regenerate paths for the production location.
Text appears in the wrong order
Columns and positioned PDF text do not contain the same reading sequence as a normal document. Use the PDF’s structure and reading-order tools where available, then manually reorder headings, paragraphs, and tables in the HTML.

OCR text contains wrong names or numbers
Re-run OCR with the correct language and higher-quality source if possible, but do not trust a second pass blindly. Search for high-risk terms and compare them with the scan before publication.
PDF.js fails when opened from disk
The worker is not enabled for file:// URLs. Serve the project over HTTP, such as the local Python server shown above, and verify that the worker URL and library version match.
The embedded document is denied or incomplete
Check PDF permissions, authentication, cross-origin rules, and the viewer’s current configuration. Adobe documents permission restrictions for some PDF Services operations; do not assume that a file that opens in Acrobat can be processed identically by every web service.
The page looks right but is not accessible
Visual similarity does not prove semantic correctness. Add real headings, lists, link names, alternative text, focus order, contrast, and screen-reader reading order, then retest after every structural change.

Can PDF.js create accessible HTML text?
PDF.js renders PDF content in a viewer. It is not, by itself, a conversion into a semantic HTML document.
Should I convert a PDF that changes every week?
If preserving the original document is acceptable, an embedded viewer avoids repeating conversion and cleanup. Convert when your site needs editable, structured content.
Is OCR the same as accessibility remediation?
No. OCR recognizes characters. Accessibility also requires headings, reading order, link names, alternative text, keyboard behavior, contrast, and assistive-technology testing.
