The most reliable general-purpose way to turn a live web page into a PDF from Rust is to run headless Chrome or Chromium and use its print-to-PDF support. You get a modern browser engine for JavaScript and CSS, while Rust handles the process, file checks, and error reporting. For a local HTML file, the html2pdf CLI is a convenient wrapper; for mostly static content, the wkhtmltopdf Rust binding may fit, but its older rendering engine needs careful testing.

Choose a rendering route

There is no single Rust PDF crate that will render every arbitrary web page exactly like a current browser. The important choice is the rendering engine: it determines whether JavaScript runs, how modern CSS is handled, and which system dependencies your deployment needs.

For a Rust service that accepts arbitrary live URLs, start with Chrome or Chromium. It executes page scripts and uses a current browser engine, which is a more appropriate default for modern sites than an older WebKit renderer. No published comparable performance figures are available here, so measure startup time, memory, and throughput with your own representative pages before choosing a production concurrency level.

Print a URL to PDF with headless Chrome from Rust

Chrome’s headless command line can print a target URL directly. The flag --print-to-pdf=page.pdf writes the PDF to that filename in the current working directory. The following dependency-free Rust program starts the browser, checks its exit status, and verifies that the output file exists and is non-empty.

Save it as src/main.rs in a Cargo project and run cargo run. Install Chrome or Chromium in the runtime environment first. Set CHROME_PATH to the browser executable if it is not available as google-chrome on the process path. Change url and the matching output filename for your job; if you change the print flag’s filename, change output_path too.

--no-pdf-header-footer removes Chrome’s generated date, URL, and page-number decorations. The sample uses --timeout=5000 to bound the browser’s wait. Treat this as a safety bound, not proof that every asynchronous component on a site is ready. The sample also includes --no-sandbox because it is used in some container deployments; it weakens browser isolation, so omit it where your environment permits Chrome’s sandbox and do not add it by habit.

Wait for dynamic pages before printing

A successful navigation does not guarantee that a page is ready to print. Scripts may still be fetching data, web fonts may not have loaded, and images may be deferred until scrolling. A PDF captured too early can be valid but incomplete.

  1. Navigate to the page. Use the final URL that should appear in the document, including any required query parameters.
  2. Wait for the page’s actual readiness condition. Choose a lifecycle milestone or application-specific signal that matches the content you need. The html2pdf CLI documents navigation, load, and network-idle readiness choices, as well as explicit waiting options.
  3. Set print behavior. Choose paper size, margins, scale, orientation, and whether to print backgrounds. Check the page’s print stylesheet because it can change the result compared with its screen layout.
  4. Generate and validate the PDF. Report the URL and browser version with conversion failures; check that the expected file was created and is not empty.

Chrome’s --virtual-time-budget=42000 is another documented option when page scripts need deterministic virtual time. It advances virtual time; it should not be treated as a universal guarantee that remote APIs, fonts, or every external resource has finished loading. Use a bounded timeout as a separate guard against pages that never settle.

When a fixed delay is unreliable, control Chrome through a Rust browser binding such as headless_chrome and wait for the condition that matters to your application before printing. For example, a page that fills a report table after an API response should be considered ready when that table is populated, not simply after an arbitrary pause. Keep that readiness rule specific to the page you own or understand; third-party pages may not expose a stable signal.

Use html2pdf for local HTML and print options

html2pdf is a CLI built on the headless_chrome crate. It is useful when you have a local HTML document and want a documented command surface rather than writing browser-control code yourself. Install it with cargo install html2pdf, then convert a file:

The CLI documents output-path selection, landscape orientation, background printing, explicit wait duration, readiness milestones, header and footer templates, paper size (including A4 and Letter), margins, scale, and page ranges. Use the exact option spelling supported by the installed version when building automation, and check the command’s help output if an option differs. Version 0.9.0 is listed as published on 2026-08-28; verify the installed release rather than assuming that a newer version is available.

This file-oriented command is not a direct replacement for the Chrome URL example above. If the source is remote, save or fetch the HTML first, or use a browser API that navigates to the URL. Fetching HTML yourself also means you must account for relative assets, cookies, authentication, and scripts that expect a real browser context.

When wkhtmltopdf is a reasonable alternative

The wkhtmltopdf crate provides Rust methods such as build_from_html, build_from_url, and build_from_path, along with settings for page size, orientation, margins, title, and saving the output. It invokes a separately installed wkhtmltopdf binary; the crate documentation lists 0.12.3 as a prerequisite. Installing the Rust crate alone is therefore not enough for deployment.

This is a useful fit only if its rendering behavior suits the pages you actually need to convert. wkhtmltopdf uses Qt WebKit, an older engine that can differ from current Chrome on JavaScript, CSS Grid, flexbox edge cases, and web-platform APIs. Render representative pages and inspect the resulting PDFs before committing to it.

Deploy a Rust PDF service safely and reliably

Launching a fresh browser for every request costs process startup time and memory. For recurring conversions, keep a bounded pool of browser processes or use a maintained pool implementation. The html2pdf-api crate describes a thread-safe headless Chrome pool and configuration including CHROME_PATH, output filename, page ranges, and print settings. A pool reduces repeated startup work, but it does not remove the need for limits or health checks.

  • Bound concurrency. Cap simultaneous conversions and open tabs so bursts cannot exhaust memory or file descriptors.
  • Set time and output limits. Establish navigation and total-job timeouts, a maximum PDF size, and quotas for temporary files. Clean up temporary files on both success and failure.
  • Recycle unhealthy browser instances. Detect crashed or stuck processes, remove them from service, and replace them rather than handing them to later jobs.
  • Isolate user-supplied pages. A renderer that fetches arbitrary URLs can be abused to request internal services. Restrict or reject internal-network destinations, and run the browser with suitable sandboxing and container isolation.
  • Make failures observable. Record the requested URL, browser version, elapsed time, exit status, and a useful error category without logging credentials embedded in URLs.
  • Benchmark your own workload. Page complexity, images, fonts, scripts, browser version, and deployment limits all affect resource use. There is no established comparable throughput or memory figure to use as a universal sizing rule.

When you plan deployment, compare not only rendering fidelity but also readiness controls, binary packaging, isolation, print settings, licensing, and concurrency. A locally successful PDF is not by itself evidence that the same browser setup will work in a minimal container or under concurrent production load.

Troubleshoot common conversion failures

Symptom Likely cause What to check
Rust reports that it could not start Chrome The executable is missing or not found under the expected name. Install Chrome or Chromium in the runtime image and set CHROME_PATH to its executable path.
The process exits unsuccessfully in a container The browser cannot start with the container’s permissions, libraries, or sandbox configuration. Capture stderr, verify browser dependencies and permissions, and review sandboxing requirements. Use --no-sandbox only when the deployment requires it and compensating isolation is in place.
The PDF is missing images, fonts, or API-loaded content Printing began before the page’s asynchronous work completed, or the browser could not fetch a resource. Wait for an appropriate readiness milestone or page-specific signal, check resource access, and use a bounded timeout.
The PDF is valid but its layout is wrong Print CSS, paper dimensions, margins, scale, or browser-engine differences changed the layout. Set print options explicitly, inspect the site’s print stylesheet, and compare against the target browser engine using representative pages.
No PDF appears even though the command ran The browser wrote to a different working directory or an unexpected output path. Use a known working directory, set the print-to-PDF filename explicitly, and verify the same path in Rust before reporting success.
A job never completes or leaves a partial file The page may hang on navigation or external requests, or the browser may have crashed. Enforce job timeouts, check process status and stderr, validate the output before returning it, and recycle an unhealthy browser.
The PDF is blank for a URL supplied by a user The destination may be blocked, require authentication, or be inaccessible from the server. Test reachability from the service environment, handle authentication intentionally, and apply URL and network-destination restrictions.
