An image request can consume request-per-minute, token, image-per-minute, daily, spend, or account-level capacity, and the first limit reached stops the call. The correct response to a 429 depends on the provider’s error code: slow down for temporary throttling, wait for the stated reset, or fix credits and spending limits before trying again.
What an image-generation quota actually measures
Providers enforce several counters at once. A model may limit how many requests arrive in a minute, how many input or output tokens are processed, how many images are created in a minute, and how much can be spent over a period. Daily request or spend ceilings can also apply. Your workload stops when any applicable counter is exhausted, even if every other counter still has room.

Limits vary by model, usage tier, account standing, project or organization, and current provider capacity. There is no defensible cross-provider number of images that every account can generate.
Scope and reset windows are provider-specific
Do not assume that an API key is the quota boundary. Gemini documentation says limits are applied per project, not per API key, and that requests-per-day quotas reset at midnight Pacific time. It also warns that specified rates are not guaranteed and actual capacity may vary. OpenAI documents organization- or project-scoped limits depending on the limit and exposes applicable reset information in response headers.

Windows differ too. A per-minute limit may be rolling, while a daily limit has a fixed reset. Treat the dashboard and response metadata for the account and model you are actually using as authoritative.
Published figures that need careful reading
Google’s current Gemini rate-limit documentation lists spend-rate examples of $10 per 10 minutes for Tier 1, $50 per 10 minutes for Tier 2, and $200 per 10 minutes for Tier 3. These are spend limits where those tiers and limits apply—not image counts and not guaranteed entitlements for every account.
OpenAI’s rate-limit guide shows illustrative headers such as 60 requests permitted, 59 remaining, and a one-second reset. Those values are examples of header format, not a default quota.
How to find the limit on your account
OpenAI
- Open the Limits area in your account settings and select the organization, project, and model used by your application.
- Log the response headers. Common fields include
x-ratelimit-limit-requests,x-ratelimit-remaining-requests,x-ratelimit-reset-requests, plus corresponding token fields. - If the response includes
Retry-After, record it as the minimum delay before another attempt.
Header values describe the request that just ran; they can change as your tier, model, or account status changes.
Gemini
- Open AI Studio and view the active rate limits for the project and selected model.
- Check requests per minute, input-token rates, requests per day, and image-per-minute limits when the model supports images.
- Note the project’s daily reset convention: requests-per-day quotas reset at midnight Pacific time.
Gemini states that limits update with usage tier and account status, and that actual capacity can differ from the displayed rate.

Why a 429 does not tell you the fix
HTTP 429 means the service refused the call for a rate or usage reason; it is not a diagnosis. Read the provider error code and message before changing your client.
- Temporary request throttling: your traffic exceeded a short window. Pace requests and retry after the required delay.
- Traffic ramp or
slow_down: the provider detected a sudden increase. Reduce concurrency and ramp gradually. - Exhausted prepaid credits: add credits or change billing; repeated retries cannot restore access.
- Organization, project, or assigned usage ceiling: request or adjust an approved limit, if your account permits it.
- Invalid or blocked image request: change the prompt or parameters. Replaying the same request is not a recovery strategy.
Gemini documents 429 RESOURCE_EXHAUSTED for spend-based limits and recommends waiting briefly, reducing the rate of expensive requests, or requesting an increase when normal workloads repeatedly hit the ceiling.
A safe retry design
Retry only failures that are plausibly transient. Honor a valid Retry-After as a minimum; otherwise use bounded exponential backoff with random jitter. Cap both attempts and total elapsed time, and avoid stacking your own loop on top of an SDK’s automatic retries. Unsuccessful requests can themselves count toward per-minute limits.

Calculate the tightest dimension
Estimate requests, tokens, images, and spend separately for your busiest window. A batch that makes 100 calls but requests four images per call consumes 400 images, not 100. Prompt expansion, retries, and failed calls may increase token and request consumption.

Control concurrency and ramp-up
- Use a queue with a provider-aware rate limiter rather than launching an unbounded promise or thread pool.
- Start at a conservative rate, observe remaining headers, then increase gradually.
- Separate interactive traffic from batch jobs so a bulk run cannot starve user requests.
- Cache deterministic results and deduplicate identical jobs before sending them.
Monitor the right signals
Record model, project, status, provider error code, remaining values, reset time, latency, and billed usage. Alert on a falling remaining rate, repeated 429s, and credit balances—not just HTTP status.
Troubleshooting checklist
429 appears only during bursts
Likely RPM or IPM throttling. Lower concurrency, add jitter, and honor Retry-After. Check whether your SDK is already retrying.

429 continues for hours
Inspect the error for daily, spend, credit, or assigned-limit language. Check the dashboard and billing state; waiting or retrying will not repair an exhausted account ceiling.
Different API keys do not increase capacity
The limit may be project- or organization-scoped. Confirm the documented scope before rotating keys.
Requests fail after a model change
Quotas are model-specific. Recheck the selected model’s active limits and image-per-minute rules.

Retries make the outage worse
Unsuccessful calls can count toward per-minute limits. Remove nested retry loops, cap attempts, and classify non-transient errors as terminal.
The image request is rejected without a useful retry
Read the image-generation error. If it identifies a blocked or invalid prompt, size, format, or parameter, correct that input instead of replaying it.

There is no universal answer. The applicable model, tier, project, and current capacity determine the image-per-minute and other simultaneous limits.

Does changing an API key reset a quota?
Not necessarily. Some limits apply to a project or organization, so a new key can share the same ceiling.
Should every 429 be retried?
No. Retry temporary throttling with bounded backoff; fix billing, credit, spend, assigned-limit, and invalid-request errors first.
What time does a daily quota reset?

Yes. A successful call can consume request, token, image, and spend counters simultaneously; inspect the provider’s usage data for the dimensions that apply.
Why did a small prompt hit a limit?
Request-per-minute, image-per-minute, daily, or spend ceilings can be reached even when the prompt uses few tokens.
