A 99.9% reliability target only means something once you define what counts as failure and the period being measured; it is not a universal household streaming guarantee.
If a show keeps buffering despite a fast connection, first find out whether the problem affects one device or several, then compare Wi-Fi with a wired connection where practical. That helps distinguish an ISP or service issue from a problem inside your home.
What does 99.9% streaming reliability mean?
Availability depends on the boundary you measure. An ISP might measure whether its access link is working at the modem, while a viewer cares whether a particular video plays acceptably on a particular device. A modem connection can be available even when Wi-Fi in the living room is weak or the television cannot play smoothly.
As arithmetic, 99.9% availability allows 0.1% downtime in the chosen interval. Over 365 days, that is about 8 hours and 46 minutes. This is a calculation, not an observed streaming statistic. To compare reliability figures, define the measurement period, what counts as failure, the acceptable quality, and which device or devices are included.

The reviewed sources do not establish a universal household guarantee of uninterrupted playback at a defined quality. Treat 99.9% as a target or example unless a specific service contract and measurement method say otherwise.
Why a fast ISP connection may still buffer
Peak download speed measures how much data a connection can deliver over time under test conditions. It does not, by itself, show that video will play continuously at the viewing device. Wi-Fi variation, network performance, the device, and the service’s delivery path can all affect the experience.

Wi-Fi is a significant part of many home setups. A UK Department for Science, Innovation and Technology stakeholder paper reports VMO2 data that around 80% of IPTV set-top boxes are connected using Wi-Fi. This figure applies to IPTV set-top boxes in that reported evidence, not to all streaming devices or households.
Streaming services may adjust video quality as conditions change, which can preserve playback while reducing resolution. A viewer may therefore experience degraded picture quality rather than a complete outage. For live video, playback delay also matters: RFC 9317 distinguishes network latency from “glass-to-glass” time, the delay between a real-world event and its playback on a viewer’s device.

How to diagnose buffering or connection problems
- Establish the scope. Check whether one title, service, or device is affected, or whether several devices and services fail. Note whether the problem occurs in one room or throughout the home, and whether the device is on Wi-Fi or Ethernet.
- Check for an outage and test the connection. Look for an ISP-reported area outage. Where available, use a speed check directed to the affected service; Netflix points users to Fast.com for a connection test to Netflix.
- Compare Wi-Fi with Ethernet. If practical, connect the affected device directly to the router and try playback again. If wired playback is stable but Wi-Fi is not, investigate Wi-Fi coverage and local conditions before changing your ISP plan. This comparison is a diagnostic clue, not proof by itself.
- Check the device. Confirm that it supports the service and its video quality, and check for available software updates. Older or less capable customer-premises equipment can contribute to problems.
- Contact the right support team. Escalate recurring whole-home or multi-service problems to your ISP; contact the streaming provider when the issue appears limited to its service. When contacting support, describe whether wired playback differs from wireless playback.
An Ethernet cable can be a useful diagnostic option if your streaming device and router have compatible ports. A wired-versus-Wi-Fi comparison can help locate the problem; it does not mean every household needs new networking hardware.
What speed is enough for streaming?
Requirements vary by service and viewing quality. A UK government stakeholder paper summarizes different recommendations: Netflix typically recommends approximately 15 Mbps for UHD, Sky around 25–30 Mbps for Sky Glass and Sky Stream, and DSIT guidance suggests at least 30 Mbps for reliable IPTV. These are different recommendations for different services and contexts, not a shared guarantee. Check the provider’s current guidance for your service.

Opensignal also publishes thresholds for its own household broadband sufficiency measure, including download throughput above 25 Mbps, upload above 3 Mbps, latency below 50 ms, jitter below 12 ms, and time to first byte below 0.8 seconds. These are Opensignal metric thresholds, not universal streaming requirements.

How content delivery infrastructure helps—and what it cannot fix
Content delivery networks can put content closer to an ISP or its customers. Netflix describes Open Connect as a system that works with ISPs to localize Netflix traffic using embedded appliances and interconnection. That can help with the delivery path for Netflix content, but it cannot fix poor Wi-Fi coverage, an unsuitable device, or every other network dependency.

For a live stream, packet latency and the delay from the event to playback are related but distinct. RFC 9317 calls the latter “glass-to-glass” time. Its latency categories describe types of streaming delivery; they are not a promise about the performance of a particular service.
FAQ
Why does streaming keep buffering when my internet is fast?
A peak-speed result does not test every part of playback. Wi-Fi conditions, device capability, network performance, and the service’s delivery path can affect a stream. Compare affected devices and, where possible, test a wired connection.
Is my Wi-Fi causing streaming problems?
It may be. Try Ethernet on the affected device if practical. Stable wired playback alongside unreliable Wi-Fi playback points toward a local wireless issue, though the comparison alone does not prove its cause.
Does my ISP guarantee 99.9% streaming uptime?
Do not assume that an ISP availability figure means 99.9% successful playback on every household device. Ask what boundary, observation period, and failure criteria a specific contract uses. The reviewed sources do not identify a universal cross-provider household playback guarantee.

Not before diagnosing the issue. Check for an outage, compare wired and wireless playback, and test whether the problem affects one or many devices or services. If the problem persists across the home, discuss it with your ISP; if it is service-specific, contact that streaming provider.
