If your stream keeps buffering, stuttering does not necessarily mean you are losing packets: buffering, picture glitches, and an app or device freezing can have different causes. Compare other titles and devices, test Wi-Fi against Ethernet if possible, and check the playback device and display connection before concluding the problem is your internet path.

A speed test can help describe the connection at a particular time, but it cannot by itself prove packet loss or identify where a fault lies. This guide helps viewers narrow down the likely area and explains the separate checks for people operating a live stream.

First, identify what is happening

Buffering or rebuffering means playback pauses to load. A picture that skips or glitches while playback continues may instead involve the device or the video connection to the TV. An app or device that freezes is another symptom to note. Record which symptom you see and whether it happens with one title or everything you watch.

Netflix treats slow loading and rebuffering separately from video that skips or stutters. If other titles play normally but one title does not, report the title through the service’s support route rather than assuming your home network is at fault.

Step 1: Check how broadly the problem occurs

  1. Try another title or live stream on the same device.
  2. Try another device on the same home network.
  3. If practical, test the affected device on another network.
  4. Note whether the issue affects one title, one device, or several devices.

These comparisons help narrow the possibilities; they do not prove a particular cause. If several devices have trouble on the same connection, a shared home-network or upstream issue becomes more plausible. A single affected device leaves its app, software, or connection to the display among the possibilities.

Step 2: Check connection speed and competing activity

Use the streaming service’s connection check or its recommended speed-test route. Netflix says its app can check whether a device reaches Netflix and measure connection speed, and also points viewers to Fast.com. Record when you tested and whether playback was active. One result samples a particular path and moment; it does not establish packet loss or diagnose every segment between the service and your screen.

Netflix recommends stable speeds of at least 3 Mbps for 720p HD, 5 Mbps for 1080p Full HD, and 15 Mbps for 4K UHD. These are Netflix recommendations for those resolutions, not universal guarantees against interruptions.

Also check whether other devices are downloading, gaming, or streaming. Google notes that multiple high-bandwidth activities can slow a connection depending on the service. A speed result alone cannot tell you whether this, Wi-Fi, your ISP, or a more distant delivery path is responsible.

Step 3: Compare Wi-Fi with Ethernet

If your playback device supports it, temporarily connect it directly to the router with Ethernet and compare playback. If wired playback improves reliably, that points to the local Wi-Fi path as a possible contributor. If symptoms remain, the device, router or modem, ISP, or a more distant delivery path may still be involved; the test does not pinpoint packet loss.

If you need a cable for the comparison, choose one rated for the speed you expect from your ISP, as Google advises. An Ethernet cable enables a wired test or setup; it will not fix a fault beyond the local link.

Step 4: Try simple local fixes

  1. Move the router and playback device closer together if you use Wi-Fi.
  2. Place the router in an open, elevated location and away from other wireless devices or appliances.
  3. Restart the playback device and home network. Netflix’s guidance includes unplugging modem and router power for 30 seconds before reconnecting; follow your equipment maker’s directions where they differ.
  4. Check for updates to the playback device or app.

Try one change at a time and note whether it affects the symptom. If you use a wired connection, check that the cable’s speed rating is not below the expected ISP speed.

Step 5: Check the display connection if the picture glitches

If playback continues but the image skips, glitches, or distorts, test another title or device and inspect the video connection between the streaming device and TV. Netflix identifies the device or video cable as possible sources. Supported connection types can include HDMI, USB-C, Thunderbolt, and DisplayPort, depending on the devices.

For an external display, bypass adapters where possible and try another available port or cable. Consider replacing a cable only if it is unsupported or faulty; a display cable is not a fix for internet buffering.

Why a fast speed test may not settle the question

A stream travels across several networks. Netflix explains that its video travels from its servers through the ISP network to your home, and says congestion anywhere between Netflix and your screen can affect quality. A home speed test cannot establish the condition of every segment, and it does not by itself confirm packet loss.

Describe the symptom and the comparisons you performed rather than assuming one cause. Record whether other titles and devices are affected, whether you used Wi-Fi or Ethernet, test timing, speed-check results, and any local fixes you tried.

If you operate a live stream

Live-stream operators have additional checks that do not apply to ordinary viewers: viewers do not control the publisher’s encoder settings. For a live stream sent through Cloudflare Stream, inspect Live Inputs metrics and the keyframe interval chart. Cloudflare’s guidance says its keyframe interval should remain consistent between 2 and 8 seconds; that range applies to the Cloudflare live-input metric, not to viewer packet loss generally.

Cloudflare also recommends checking bitrate and upload conditions and lowering an outgoing bitrate that is too high for the source connection as appropriate. Its troubleshooting includes restarting the router, comparing Ethernet with Wi-Fi, and contacting the ISP. These are operator checks for that workflow, not proof that a viewer’s buffering is caused by packet loss.

When to contact your ISP

If the checks do not resolve the issue, contact your ISP and provide useful observations: affected device or devices, whether other titles or devices are affected, Wi-Fi or Ethernet connection, approximate times, speed-check results, and steps already tried. Netflix notes that an ISP may check outages, router or modem issues, network settings, or restart or reset the connection. Report observed symptoms rather than claiming a specific faulty hop without evidence.

FAQ

Does stream stuttering mean I am losing packets?

No. Buffering, visual glitches, and a freezing app or device can have different causes. A speed test or a stutter alone does not prove packet loss or locate a network fault.

Why does Netflix keep buffering even though my internet seems fast?

A speed test samples a particular connection path and moment. Congestion elsewhere between Netflix and your screen, competing household activity, Wi-Fi conditions, or the playback device can still affect viewing.

Will Ethernet fix streaming buffering?

It is a useful comparison if your device supports it. Improvement on Ethernet points toward Wi-Fi as a possible contributor, but no improvement leaves other parts of the connection or the device in play.

What information should I give my ISP?

Share which devices and titles are affected, whether you used Wi-Fi or Ethernet, when the problem happened, any speed-check result, and which troubleshooting steps you tried.
