Cloud commitments can lower the rate you pay for eligible usage, but they do not right-size a server, remove idle resources, or redesign an application. Treat them as rate optimization—not architecture—and coordinate them with engineering changes so you do not pay for commitments that no longer match demand.

Rate optimization and usage optimization solve different problems

A useful model is cloud spend = usage × rate. Rate optimization reduces the price paid for eligible usage. Usage optimization changes how much infrastructure runs, how it is configured, or when it is needed.

A Reserved Instance, Savings Plan, or committed-use discount can improve the rate or billing treatment of qualifying usage. It does not, by itself, change the workload’s resource size, utilization, architecture, or demand. Microsoft’s Azure Well-Architected guidance makes the distinction explicit: finding cost-efficient pricing can happen “without modifying architecture, resources, or functionality.” Microsoft Learn explains rate optimization.

That makes commitments useful, but not a substitute for engineering. FinOps is a collaborative practice for maximizing technology value, with engineering, finance, and business teams weighing cost alongside speed, quality, reliability, and business objectives. It is not simply a mandate to cut spending.

Do cloud commitments actually reduce costs?

They can reduce the rate for eligible usage when the commitment is well matched to the resources or spend that materialize. The discount is not automatically savings: utilization matters. If a matching workload disappears, changes shape, or moves outside the commitment’s eligibility, the commitment may still cost money while providing less or no value.

The FinOps Foundation compares a commitment discount to a coupon for matching resources: the coupon does not go away just because the resource stops running. It also warns that estimating commitment savings and engineering-driven usage savings separately can double-count the same opportunity. See the FinOps Foundation’s rate optimization guidance.

Provider-published maximums are not a forecast for your account. AWS Well-Architected guidance accessed October 7, 2026, lists maximum discounts of up to 66% for Compute Savings Plans and up to 72% for Instance Savings Plans. Those are AWS-stated ceilings, not typical or guaranteed outcomes; actual eligibility, pricing, and savings depend on the workload and purchase terms. AWS documents its pricing-model guidance.

What architecture work can lower usage?

Usage optimization starts with the workload: what it needs, when it needs it, and whether the current design is an efficient way to deliver it. The FinOps Framework identifies several engineering levers:

  • Right-size resources: Match capacity to observed demand instead of paying for persistently underused compute or storage.
  • Scale with demand: Add and remove capacity as load changes, while preserving the performance and reliability the service requires.
  • Schedule non-production environments: Stop or reduce development and test resources when teams do not need them.
  • Remove waste: Find and eliminate unneeded resources rather than discounting them.
  • Modernize: Consider whether a different service or architecture can meet the same business need with less operational and resource overhead.

These changes have costs and risks of their own. Evaluate savings alongside engineering effort, disruption, performance, reliability, sustainability, and business value—not as a cost-only exercise. The FinOps Framework’s workload optimization guidance describes this engineering-led work.

Should you buy commitments before right-sizing?

There is no universal rule to finish every architecture change first. Engineering capacity is limited, and a stable portion of demand may be suitable for a commitment while other workloads are being improved. The essential safeguard is to coordinate the forecast and timing: do not base a purchase on usage that a planned migration, right-sizing effort, or service change is expected to remove.

Before committing, assess these factors together:

  • Forecast confidence: Is the usage likely to persist for the full term?
  • Scope and flexibility: Does the commitment apply to a specific resource, family, or region, or to a broader eligible spend pool? More restrictive terms may offer a larger discount but tolerate change less well.
  • Expected utilization: What share of the commitment will be consumed, and what will unused capacity cost?
  • Planned engineering changes: Are teams likely to resize, migrate, change instance family or location, or move to managed or serverless services?
  • Term and payment: Does the payment profile and fixed commitment fit the organization’s financial posture?
  • Engineering trade-offs: What labor, operational disruption, performance impact, or reliability risk accompanies the usage change?

Compare the expected commitment cost against the likely usage after planned changes—not just today’s bill. Model usage and rate opportunities together, and avoid counting the same reduction twice.

How AWS, Azure, and Google Cloud commitments differ

“Reserved Instance” is not a universal name for cloud commitments. Providers use different products, scopes, eligibility rules, and billing behavior; verify the current terms for the service and account before making a purchase or quoting savings.

Provider Relevant commitment options Practical distinction
AWS Compute Savings Plans and Instance Savings Plans AWS describes Savings Plans as hourly spend commitments for one- or three-year terms. Compute Savings Plans are more flexible; Instance Savings Plans are less flexible. The discount ceiling varies by plan type, and AWS’s stated maximums are not guaranteed customer savings. Azure Reservations and compute savings plans Microsoft presents reservations for services, products, and locations expected to remain stable, while compute savings plans commit to a fixed hourly spend and offer broader flexibility across eligible compute expenses. Check current product and contract terms for the actual workload. Azure Well-Architected guidance.
Google Cloud Resource-based committed use discounts (CUDs) and spend-based Flex CUDs The FinOps Foundation groups resource-based and spend-based commitments separately. Google Cloud said it began rolling out spend-based CUD model changes in July 2025, including a shift from credits to direct discounted prices, and stated at the time that the changes were available to all customers. Confirm the current billing model for your account. Google Cloud’s announcement describes the change.

Who should own cloud commitment purchases?

No single function has the full picture. A practical operating model gives each team a clear role:

  • Engineering validates what will run, how demand may change, and whether a proposed commitment conflicts with planned architecture work.
  • FinOps coordinates usage forecasts, rate opportunities, utilization tracking, and the shared view of expected versus realized savings.
  • Finance and procurement review term, payment, commercial conditions, and the organization’s tolerance for fixed obligations.
  • Business owners help judge whether a proposed cost or performance trade-off supports the service’s objectives.

This shared ownership is especially important when manual purchasing is involved: approvals should be tied to a documented forecast and a named owner who will monitor utilization, rather than treated as a one-time finance transaction.

A practical cycle for rate and usage decisions

  1. Understand demand. Review usage patterns and identify which workloads are stable, variable, temporary, or scheduled.
  2. Ask engineering what will change. Include right-sizing, scaling, scheduling, migration, and modernization plans in the forecast.
  3. Model both levers. Estimate the effects of usage changes and eligible commitment pricing together, keeping the assumptions distinct so savings are not double-counted.
  4. Choose scope and terms deliberately. Match commitment flexibility, term, payment, and eligibility to the confidence of the forecast.
  5. Track actual results. Monitor commitment utilization and realized cost after purchase, then update the forecast as workloads and architecture evolve.

The FinOps Foundation’s framework treats rate and workload optimization as related capabilities, not competing answers. Commitments can make stable usage cheaper; the code and architecture determine whether the usage itself is necessary and efficient.
