Disabling User Account Control in Windows 11 removes more than an occasional prompt: it disables Admin Approval Mode and related UAC policy behavior, weakening the approval boundary for administrator-level changes. The one specifically documented compatibility risk concerns a separate setting, file and registry virtualization; turning that off can cause certain writes to protected locations to fail. Microsoft does not publish a comprehensive list of Windows 11 apps that will break when the main UAC policy is disabled.
What actually changes when you disable UAC?
Microsoft describes User Account Control as “a Windows security feature designed to protect the operating system from unauthorized changes.” It is enabled by default and helps limit malicious code from running with administrator privileges. Microsoft’s UAC overview, last updated May 27, 2026, explains its purpose.
The full-disable control is the policy named Run all administrators in Admin Approval Mode. Disabling it turns off Admin Approval Mode and related UAC policy behavior. Microsoft says Windows Security notifies the user that overall operating-system security has been reduced. Microsoft’s overview and its UAC security policy settings document the distinction.

When an action needs the administrator token, Windows requests elevation. A standard user can also perform an administrative task by supplying valid administrator credentials through UAC. With Admin Approval Mode disabled, that approval framework and associated policies are disabled. This removes a safeguard; it does not establish that every process, or every piece of malware, will automatically gain administrator access.

What might break, and what is not established?
Protected file and registry writes
Microsoft specifically documents file and registry virtualization as a compatibility aid for certain applications that run as administrator but try to write runtime data to protected locations. When virtualization is enabled, Windows can redirect some failed writes from locations such as %ProgramFiles%, %Windir%, %Windir%system32, or HKLMSoftware to per-user locations. If the separate virtualization policy is disabled, those writes can fail. See Microsoft’s UAC policy documentation.
Virtualization is a distinct policy, not an automatic consequence that should be attributed to every method of disabling Admin Approval Mode. Microsoft’s available guidance does not provide a comprehensive Windows 11 app-by-app list of programs that fail when the main policy is turned off. It is therefore not accurate to claim that a fixed set of apps, or all legacy apps, will break.

The more certain impact: less protection around privileged changes
The general consequence is reduced security and weaker consent separation for changes that require administrator privileges. UAC’s approval model helps keep routine work on a standard token and prompts when elevated authority is needed; turning off Admin Approval Mode removes that framework. The documented purpose and security effect are described in Microsoft’s UAC overview and policy settings.
Do not confuse turning off prompts with turning off Admin Approval Mode
Windows has several distinct controls that are often grouped together as “UAC.” Their effects are not interchangeable.

How Windows records the full-disable setting
Microsoft maps the Run all administrators in Admin Approval Mode policy to the EnableLUA value at HKLMSOFTWAREMicrosoftWindowsCurrentVersionPoliciesSystem. The documented value 1 means enabled and is the default; 0 means disabled. Microsoft lists Intune, Policy CSP, Group Policy, and the registry as configuration routes. Changing the policy requires restarting the computer. Consult the policy settings reference and Policy CSP entry for configuration details.
