To stop users from changing or saving desktop themes in Windows 11, enable the user policy Prevent changing theme. It disables the theme gallery, but it does not lock wallpaper, colors, sounds, or screen-saver settings; those need separate controls.
Use the Prevent changing theme policy
Microsoft lists this policy for Windows 11 version 21H2 and later on Pro, Enterprise, Education, and IoT Enterprise editions. It is a user policy, so apply it to the intended user account or user group rather than treating it as a device-wide setting.
- Open the Local Group Policy Editor or the Group Policy Management Editor for the policy you want to configure.
- Go to User Configuration > Control Panel > Personalization.
- Open Prevent changing theme, select Enabled, and apply the change.
- Have a representative user sign in and verify that the theme gallery is disabled and the user cannot change or save a theme.
Microsoft documents that enabling this setting prevents users from changing or saving a theme by disabling the theme gallery. If no theme is specified through the separate Set theme policy, Windows uses the user’s previous selection or the system default. Microsoft’s ADMX_ControlPanelDisplay Policy CSP documentation describes the policy and its behavior.
What the policy does—and does not—lock
Prevent changing theme blocks theme selection and saving; it does not independently prevent users from changing individual theme elements. Users may still be able to change the desktop background, color, sounds, and screen saver unless you configure other policies.

- To lock the wallpaper: configure Microsoft’s Desktop Wallpaper policy to specify an image and prevent users from changing it.
- To control other personalization elements: identify and configure the separate policies that address those settings; the theme-gallery policy alone is not a complete personalization lock.
Do not use Set theme as a substitute for the lock. Microsoft says that policy applies a specified theme the first time a user logs on, but it does not prevent later changes.
Registry mapping and MDM deployment
Microsoft maps Prevent changing theme to the registry key SoftwareMicrosoftWindowsCurrentVersionPoliciesExplorer and value NoThemesTab. This is the policy’s registry mapping; use policy management where possible so the setting is applied and maintained through your normal administrative controls.

The CSP setting remains user-scoped. Microsoft notes that ADMX-backed policies require SyncML format for configuration. The exact enrollment and assignment steps depend on the MDM service; configure it for the intended users and verify application on a representative account.
