The organization behind the website should assign a human owner to decide what belongs on the site, how pages are organized, and who may approve changes. AI can draft pages and help organize material, but it cannot take responsibility for the site’s purpose, factual accuracy, publishing rules, or exceptions. Editors, subject-matter experts, and technical teams then carry out distinct parts of that human-led system.
Who decides what pages belong on the site?
Name an accountable person or team to own the information architecture: the site’s purpose and audience, its page categories, navigation, and rules for adding or removing content. That owner should document who reviews decisions and where unusual or sensitive cases are escalated. This is a practical governance recommendation, not a role chart mandated by Google or W3C.
Separate that decision authority from the work needed to operate the site. Subject-matter experts should check claims in their fields; editors should own editorial quality, attribution, and approval; technical teams should implement approved templates, navigation, metadata, and publishing controls. One person may fill more than one role on a small site, but the responsibilities still need to be clear.
Who reviews AI-generated pages before publication?
Assign a named editor or qualified subject expert to review each page before it goes live. Google says generative AI can produce inaccuracies and calls for manual fact-checking. Its review guidance also applies to titles, descriptions, structured data, and image alt text—not just the main body copy. Google’s guidance on generative AI content says AI can be useful, but generating many pages without adding value for users may violate its scaled-content-abuse policy.

- Before drafting: Humans set the intended audience and user need, page structure, approved sources, quality threshold, and any prohibited or sensitive topics.
- During drafting: Record the responsible human or team, source inputs, AI-assisted steps, and intended reviewer so the page can be traced and checked.
- Before publication: The assigned reviewer verifies claims and citations, checks page metadata, and confirms the page serves a real user need.
- After publication: A named owner handles corrections, removes duplicate or stale pages, and oversees changes to the site structure.
This workflow is an operational recommendation based on Google’s quality and review guidance; Google does not prescribe this exact process.
Use accurate bylines and explain automation when it matters
Do not present “the AI” as an accountable author or invent a human byline, biography, or credential to imply expertise. Google recommends accurate author information where readers expect it and warns against fabricated identities and credentials. Its people-first content guidance also says explaining how content was made can help when readers would reasonably ask about the process.

A W3C Advisory Board Group Note on standards work offers a related principle: “Ultimately, each individual is responsible for their own output.” The note concerns W3C standards work, not a binding rule for website publishers, but it reinforces why AI assistance does not remove human accountability. Does the website owner own AI-generated content?
Owning or operating a domain does not, by itself, settle copyright ownership of everything on the site. Organizational control over the site’s structure is different from copyright in protectable expression. Under U.S. Copyright Office Circular 66 on websites and website content, an independent contractor generally owns work they create unless rights are transferred in a signed written agreement. Work created by an employee within a typical employment relationship is generally treated as work made for hire. Third-party material may remain owned by its creator, and a claim to an entire website does not extend to material merely linked from it.

AI-assisted work raises a separate authorship question. In its January 29, 2025 summary of Part 2 of its AI report, the U.S. Copyright Office said that a work’s AI-generated output may qualify for copyright protection when a human author determines sufficient expressive elements; simply providing prompts is not enough under the Office’s conclusion. AI assistance, or inclusion of AI-generated material in a larger human-created work, does not automatically bar protection. These statements concern U.S. copyright law and do not decide ownership for a particular site, contract, dataset, or arrangement. Read the Copyright Office’s January 29, 2025 announcement.
For a site built by employees, contractors, vendors, and AI tools, document who created each component and what rights were transferred. The rights to page text, images, software, and other components may not all belong to the same party.

What changes when AI agents can act on a website?
Generating a page is different from taking an action on someone’s site. Autonomous agents may fill forms, book appointments, add items to carts, or submit orders, yet current mechanisms do not provide machine-readable controls for those actions, authentication requirements, or human verification. The W3C Agent-to-Web Framework Community Group is working on technology for governance policies. This is an evolving community-group effort, not a finalized or shipping standard.
W3C’s 2024 discussion report AI & the Web also describes how generated content can spread at web scale and raises concerns about readers distinguishing curated, authoritative information from plausible but potentially incorrect material. It is a discussion report, not a binding standard.

What should a multi-team website governance plan cover?
When staff, contractors, and automated tools all contribute, make decision rights and accountability explicit. Check that the arrangement answers these questions:
- Structure: Who can decide which pages belong and approve changes to the taxonomy or navigation?
- Accuracy: Who is qualified to check factual claims, and who has final editorial approval?
- Publishing controls: Who controls templates, metadata, and the process for putting pages live?
- Traceability: Can a reviewer identify the responsible human, source material, and AI-assisted steps behind a page?
- Rights: Do contracts and internal records address employee work, contractor transfers, third-party material, and AI-assisted contributions?
- Maintenance: Who can correct, revise, or remove a stale, duplicate, or harmful page?
Google’s generative-content and people-first guidance supports accuracy, useful content, and human review; its recommendations are not a promise of search rankings. For contractual or copyright decisions in the United States, consult the relevant agreements and legal advice rather than assuming that site administration establishes ownership.
