Agentic AI and programmatic CTV are not competing alternatives: programmatic systems provide the transaction infrastructure, while agents could become an automation layer that works through it. Programmatic buying and selling already rely on shared workflows and standards; agentic CTV execution remains an emerging direction, not an established industry-wide practice.
What does “both” mean for CTV?
Programmatic CTV describes how advertising inventory is bought, sold, delivered, and measured through digital systems. Agentic advertising describes a possible way to automate decisions and tasks within those systems. One is the marketplace and its connective infrastructure; the other is a potential actor using that infrastructure.

The distinction matters: an industry roadmap or standards initiative signals direction, not proof that autonomous agents are deployed at scale or improving results.

In IAB Europe’s description of the ecosystem, advertisers and agencies use demand-side platforms (DSPs) to buy streaming inventory, while publishers and content providers use supply-side platforms (SSPs) to sell it. Data and measurement providers support audience segmentation, attribution, and performance tracking. Ad-serving and verification systems help deliver ads and assess viewability, fraud, and brand safety.

Standards connect parts of this workflow. IAB Tech Lab describes its CTV standards work as a way to align connected-TV transactions with traditional television buying and selling while retaining the flexibility of real-time digital bidding. VAST supports video ad delivery, OpenRTB 2.6 supports bidding, and Open Measurement provides a framework for measurement signals. These standards help systems communicate; they do not, by themselves, make a campaign agentic.
What CTV formats and signals need to make possible
CTV inventory includes more than conventional video spots. IAB Tech Lab’s CTV Programmatic Guide identifies six formats for standardization:
Pause Ads
Ads associated with a viewer pausing content.
Menu Ads
Ads presented in a streaming service’s menu environment.

Ads displayed when a device or service is showing a screensaver.
Overlay Ads
Ads layered over content rather than presented only as a separate video spot.
In-Scene Insertion Ads
Ads integrated into a scene or its environment.

Ads shown while the content area is reduced or rearranged.
OpenRTB 2.6 podded bidding can signal opportunities within multi-ad breaks. For measurement, the guide describes the Open Measurement SDK as a unified framework for collecting native-app signals used in viewability calculations. Common formats and measurement signals help buyers and sellers describe inventory consistently, but consistent naming alone is not enough if systems cannot identify what is actually offered in a bid request.
On May 6, 2026, IAB Tech Lab announced standardized signaling for CTV ad formats including Pause and Menu Ads. The stated aim was to make formats more consistently identifiable in bidstream and ad-serving workflows, reduce manual processes, and clarify transactions. The announcement’s public-comment period ended June 5, 2026; the release does not establish that vendors have implemented the signals broadly. As IAB Tech Lab CEO Anthony Katsur put it: “Standard formats are only part of the equation. You need a clear way to signal what is actually being bought and sold.” That is the standards body’s rationale for the work, not independent evidence of a market-wide outcome.

A plausible design is for an agent to use programmatic interfaces and signals to carry out bounded tasks, rather than replace the transaction systems or take unrestricted control of a campaign. The following is a proposed operating model, not a description of universal current practice:
- Set the objective and limits. A human team defines campaign goals, budget, timing, eligible inventory, audience and suitability rules, and what actions require approval.
- Use shared signals to evaluate opportunities. An agent could compare bid opportunities and format information against those constraints, provided the relevant signals are available and reliable.
- Keep consequential actions permissioned. Teams can decide which low-risk tasks may be automated and which changes—such as expanding budget or relaxing inventory rules—need human review.
- Record actions and measure delivery. Logs and measurement should let teams understand what the agent did, what inventory ran, and how the campaign performed, while verification addresses viewability, fraud, and suitability.
- Review AI disclosure needs. The IAB’s AI Transparency & Disclosure Framework V2, dated August 18, 2026, uses a risk-based, materiality-driven approach to deciding when and how AI involvement should be disclosed in consumer-facing advertising and marketing content. It is relevant governance context, not evidence of CTV agent deployment.
This model makes interoperability a prerequisite, not a guarantee. An agent can only make sound decisions when the systems it uses expose understandable, sufficiently consistent signals—and when the organization has defined what the agent is allowed to do.
What the evidence does—and does not—show
The available standards materials document work on CTV formats, bid opportunities, delivery, and measurement. IAB Tech Lab’s Agentic Roadmap initiative shows that agents and large language models are an active standards topic. The IAB disclosure framework addresses governance. Taken together, these show a direction of work, but do not establish CTV-specific production deployments, autonomous budget authority, adoption rates, or better campaign results.

Market context should not be mistaken for evidence of agent adoption. IAB Europe’s April 2026 guide reports that in Europe, subscription-based video-on-demand (SVOD) consumption grew by more than 200% in 2024, while broadcaster video-on-demand (BVOD) rose nearly 30%. Those figures describe viewing consumption in Europe—not advertising spend, global CTV growth, or the use of agents.
For CTV’s next phase, the practical question is therefore not whether agentic AI replaces programmatic advertising. It is whether agents can operate usefully and safely through programmatic systems whose signals, measurement, permissions, and accountability are clear.
