If BitLocker appears stuck on “Encrypting” or “Decrypting” in Windows 11, first check the affected drive’s actual conversion state. Open an elevated Command Prompt and run manage-bde -status C:, replacing C: with the drive letter you are troubleshooting. If the operation is paused, Microsoft documents manage-bde -resume as the way to continue it. If the status does not explain the problem, use the event logs and configuration checks below rather than assuming the progress display means the drive has stopped.
Check what BitLocker is doing on the affected drive
A progress indicator by itself does not show whether the volume is converting, paused, protected, or locked. Start by confirming the drive letter and whether the volume is the Windows system drive or a data drive. Then inspect that specific volume from an elevated Command Prompt:
manage-bde -status C:Replace C: with the affected drive. Microsoft’s manage-bde status command reference explains that the command reports conversion status and percentage encrypted, along with protection status, lock status, encryption method, and key protectors. You can also run manage-bde -status without a drive letter to report on all volumes.

For a structured PowerShell view, use Get-BitLockerVolume C: | Format-List. The Get-BitLockerVolume documentation describes volume properties including VolumeStatus, ProtectionStatus, and EncryptionPercentage. Control Panel and File Explorer can show graphical status, but the command output is more useful when you need to record details for troubleshooting.

Resume the operation only if it is paused
If the status shows that conversion is paused, resume it from an elevated Command Prompt:
manage-bde -resume C:Use the actual drive letter in place of C:. Microsoft’s manage-bde resume reference says the command resumes BitLocker encryption or decryption after it has been paused. It is not a guaranteed fix for every slow or apparently frozen progress display: first confirm the state, and do not repeatedly pause and resume without evidence that the operation is paused.

If the status does not explain the apparent stall
Microsoft’s BitLocker troubleshooting guidance recommends gathering system and configuration details rather than applying one universal repair. Start with the event logs, then collect the information needed to match the symptom to the particular Windows build, volume, and management setup.

- Open Event Viewer.
- Go to
Applications and Services Logs > Microsoft > Windows > BitLocker-API. - Review the Management and Operational logs for events around the time the display stopped changing.
Record relevant event details alongside the volume status and percentage. These logs can help distinguish a display that has not refreshed from a conversion or configuration problem.

Collect system and configuration details
Gather BitLocker status and protector information, Windows Recovery Environment (Windows RE) status, TPM status, policy results, and relevant system configuration. On a work- or school-managed device, policy and the organization’s support process may determine what changes are permitted; consult the responsible administrator before changing settings.
Apply a targeted fix only when the evidence matches its stated conditions. For example, Microsoft’s guidance for BitLocker error 0x80310059 covers a policy-related scenario; it is not a general repair for every stalled-looking progress indicator.

Check for relevant Windows and firmware history
Recent updates matter when their documented conditions match the device. Microsoft describes a Windows 11 version 24H2 recovery issue associated with rolling back after KB5063878 or later in its Windows 11 24H2 release health information. That specific case should not be treated as an explanation for unrelated BitLocker stalls.

Do not use recovery tools as routine stall fixes
repair-bde.exe is a block-level recovery utility for cases where other recovery methods do not unlock a volume, as described in Microsoft’s repair-bde command reference. It is intended for recovery situations, not as a first response to a slow encryption or decryption display.
Avoid generic fixes such as forceful disk checks, registry edits, driver changes, or fully decrypting and re-encrypting the drive unless the specific symptom and authoritative guidance support that action. Back up important data before any potentially disruptive operation, and seek case-specific help if status, events, or recovery access indicate a volume problem.
