A fixed-length field is a data element assigned a predetermined width and position in a record or data structure. Because its boundaries are defined by a layout, a parser can find it by position rather than by searching for a separator. The exact meaning of its width—and how padding or overlong values are handled—depends on the format, language, or database.
How a fixed-length field works
A fixed-length layout specifies where a field begins and how many bytes or characters it occupies. Each record uses those same positions, so a reader can move through the record according to the layout. IBM describes fixed-format records as having fields that start and end in the same places in every record in its Informix 12.10 documentation.
For example, a file specification might assign an account code 8 characters, a status 1 character, and an amount 7 characters. A parser can read each field from its assigned position. This example describes the layout only: the file specification must establish the width units, encoding, and any padding rules.

How a fixed-length field differs from a fixed-length record
A fixed-length field has a predetermined width within a larger structure. A fixed-length record has a predetermined total size. A record may contain multiple fields whose widths add up to that total, along with filler or reserved positions.

These are related but distinct constraints. IBM’s COBOL for z/OS 6.4 documentation describes fixed-length record definitions for VSAM; record size is specified by the record clause or, under stated conditions, implied by same-sized level-01 records. Fixed-width fields versus delimited fields
In fixed-width data, the layout tells the reader each field’s position and width. In delimited data, a separator—such as a comma—marks a boundary, so a field’s length can vary. Fixed positions can make a format straightforward to parse when every producer and reader follows the same specification; delimiters avoid reserving a particular width for each value. The right choice depends on the interchange format and its requirements.

Oracle’s older SQL*Loader documentation describes fixed-format records as having the same byte length, with each specified field assigned a position, type, and length. That is a description of the documented SQL*Loader format, not a universal rule for every fixed-width system: Oracle SQL*Loader Concepts.
Does fixed length mean padding with spaces?
Not in every system. Padding and trimming are implementation-specific. For example, Oracle Database 26 documents its CHAR datatype as fixed-length character data, fixed for every row with trailing blanks; its VARCHAR2 datatype is variable-length. Oracle’s character-size units depend on the character set. These semantics apply to Oracle Database, not automatically to other databases. See Oracle’s datatype documentation.

Host variables and external records can behave differently from database columns. Oracle’s Pro*COBOL documentation for Database 19 says that fixed-length host variables are blank-padded on output, while PICX settings affect whether trailing blanks are stripped on input. Identify the layer you mean—a database column, a language variable, or a file record—before assuming how spaces are treated. See Oracle’s Pro*COBOL datatype guidance.
Does the width count bytes or characters?
It depends on the representation. A width of 10 may mean 10 bytes or 10 characters. This distinction matters for non-ASCII text because one character may occupy multiple bytes.

Oracle Database 26 allows a CHAR size to be specified in bytes or characters, depending on the national character set and declaration. IBM’s Enterprise COBOL for z/OS 6.5 guide distinguishes UTF-8 fixed character-length items from fixed byte-length items: character-length items require storage based on a maximum of four bytes per character, while byte-length handling must account for character boundaries. Consult the relevant platform documentation—IBM’s Enterprise COBOL 6.5 guide or Oracle Database 26 datatypes—when sizing buffers or defining an interchange format.

There is no universal overflow rule. A system may reject, truncate, or otherwise handle an over-width value according to its own specification, so validate values before writing them and check the target format’s documentation.

One documented example is Oracle Pro*COBOL: in the described CHARF cases, an input value longer than the target database column’s defined width causes an error, while output to a shorter host variable is truncated before assignment. Those behaviors are specific to the documented Oracle context; they should not be assumed for other formats or products. Details appear in Oracle’s Database 19 Pro*COBOL documentation.
When is a fixed-length field useful?
Fixed-length fields are useful when a file or interface specification assigns stable positions, or when values have a standardized width, such as a code. IBM Informix documents the stable-position approach for fixed-format records; Firebird’s 2.5 language reference gives standard-width codes as an example of a use for fixed-length CHAR. When choosing or interpreting a layout, check the specification for the width unit, encoding, field positions, padding, and overflow behavior. These properties determine whether the data can be read reliably; fixed or variable length alone does not establish which format is more efficient or preferable.
