A web of trust is a decentralized way to assess whether a public key belongs to the person or identity named on it. In PGP/OpenPGP, participants certify keys and choose which other people’s certifications they will rely on. Software evaluates those certifications against each user’s trust rules; a signature alone does not prove a real-world identity.
What “web of trust” means in OpenPGP
OpenPGP uses cryptographic keys to protect and authenticate messages. A public key may be associated with a name or other identity information. A web of trust is a way for users to assess that association without relying on one central authority to approve every key.
In this context, “signing a key” usually means certifying the claimed link between a key and an identity. It is not the same as encrypting a message, and it does not make the signer a universally trusted authority. RFC 9580, the current OpenPGP specification published in July 2024, defines OpenPGP message formats, including signature and key-management formats: RFC 9580.
How a web of trust works
- A key is shared with an identity claim. Someone publishes or gives others a public key associated with a name or another identity.
- A participant checks the association. The participant uses an identity-checking method they consider suitable to determine whether the key belongs to the person named on it.
- The participant certifies the key. If satisfied, they use their own signing key to certify the key-and-identity binding. The certification is a signed assertion; its reliability depends on the check behind it.
- Users decide whom to trust as introducers. A user may accept certifications made by people they consider reliable, rather than personally checking every key. OpenPGP trust-signature mechanisms can express delegated trust; see the terminology in the older RFC 4880, which has been superseded by RFC 9580.
- Software evaluates the path under the user’s rules. An implementation considers available certifications and configured trust choices to determine whether a key is valid for that user. The GNU Privacy Handbook explains validation in terms of signatures from enough valid keys.
There is no universal result that every participant must accept. Two people can reach different conclusions about the same key because they trust different introducers or apply different validation rules.

What a key certification does—and does not—establish
A certification establishes that the signer made a cryptographic assertion about a key and its identity binding. Verifying the signature can show that the corresponding signing key made that assertion and that the signed data has not been altered. It does not, by itself, show that the identity claim is true. That depends on how the signer checked the identity and whether the person relying on the certification trusts the signer’s judgment.
So when someone asks, “How do I know a PGP key belongs to the person named on it?”, the answer is not simply “because someone signed it.” You need to know what identity check was performed and whether you trust that checker—or a chain of introducers you rely on—to have done it carefully. A cryptographic signature authenticates the assertion to a key; it cannot replace the human or organizational decision about identity.

Web of trust versus browser certificate authorities
Both approaches use cryptography, but they organize trust differently. Browser PKI generally relies on certificate authorities whose certificates are accepted through trust anchors configured in browsers. A web of trust makes individual participants’ certifications and users’ trust choices more explicit.

RFC 9518 discusses how internet standards and trust governance can be shaped by operational arrangements as well as protocols. Neither model eliminates the need to decide what entities or people to trust; they make that decision in different ways.

When the model is useful—and what to watch for
A web of trust can be useful when participants want to make their own trust decisions and rely on people who have checked keys in person or through another suitable method. It avoids requiring a single central authority to make every identity decision, but decentralization is not an automatic security guarantee.
- Check how the identity was verified. A certification is only as dependable as the process used to connect the identity to the key.
- Choose introducers deliberately. Trusting someone to certify one key does not necessarily mean you should treat every certification they make as reliable.
- Understand your software’s rules. “Valid” depends on the certifications available and the trust policy your implementation applies.
- Protect your own keys. If another person can misuse your signing key, they may create certifications that appear to come from you.
The term is most commonly associated with PGP/OpenPGP key certification, though it can also be used more broadly for decentralized trust arrangements. For the OpenPGP meaning, the key idea is personal, policy-dependent evaluation of identity-to-key claims—not a public vote or a universal guarantee.
