Random access storage lets a computer retrieve or change data at a chosen location without first reading every item that comes before it. It describes a way of accessing data—not a particular storage device, and not necessarily RAM.
What does random access mean?
With random access, a system can go directly to a requested location in a dataset. The U.S. Department of Justice glossary describes direct access—another name for random access—as a technique where access time does not depend on the location most recently accessed. It says the device, in effect, “goes directly” to the data. U.S. Department of Justice, Glossary of Computer Security Terminology (PDF, p. 105).
Here, “random” does not mean that the user chooses unpredictably, or that every request takes exactly the same amount of time. It means the requested location can be accessed directly rather than reached by working through earlier records in order.

Sequential access processes records in their order, searching serially from the beginning. A tape-style retrieval is a useful illustration: to reach a later point, the system progresses through the sequence. Direct access instead targets a selected location without reading all earlier data first.

Is random access storage the same as RAM?
No. Random access describes an access method; RAM is a type of temporary working memory. RAM can be read and changed while a computer is in use, and its contents are lost if power is lost. NIST’s OSAC Lexicon gives this definition based on ANSI/ASTM E1732, published by ASTM International in 2025. NIST OSAC Lexicon
RAM is called random access memory because data can be accessed at a selected location rather than only by processing preceding data in sequence. That does not make “random access storage” another name for RAM: the first phrase describes how data is accessed, while RAM identifies a particular kind of volatile memory.

Can persistent storage use random access?
Yes. Random or direct access is not limited to temporary memory. The DOJ glossary gives a hard-disk drive subsystem as an example of direct access. Persistent storage retains saved data when power is off, unlike RAM. The terms therefore answer different questions: random access describes how data is reached, while persistent storage describes whether saved data remains after power is removed. IBM, “What is data storage?”
File, block, and object storage are ways of organizing or addressing persistent data; they are not synonyms for random access. Whether a particular system supports direct access depends on how it is implemented.

Does random access mean every request takes the same time?
No. The definition concerns the ability to access a location without relying on the location accessed most recently; it is not a performance guarantee. Real response times can vary, and “random access” alone does not establish a device’s speed or latency.
