A website-to-APK tool can package a site, but packaging alone does not make a good Android app. The right approach depends on whether the site is already a progressive web app (PWA), what native behavior it needs, how its sign-in and links work, and who will maintain the Android host.
This is why I stopped treating a generated APK as the answer by itself. For a PWA that should feel like a full-screen Android app, a Trusted Web Activity (TWA) may fit. A custom WebView can make sense when the product needs an embedded web experience or native integration—but it also leaves the team responsible for configuration, security, signing, and ongoing updates.
Why a website-to-APK file is not the whole solution
An APK is a package for Android, not a guarantee that the website will behave like a well-designed app. The package needs a runtime: commonly a browser-backed Trusted Web Activity or an app-embedded WebView. Those choices affect how content renders, how the site and app establish trust, and how authentication and navigation behave.
Before choosing a tool, decide what the client actually needs. If the goal is simply to make an installable version of a capable web app, a PWA-oriented approach may be enough. If the app must provide native screens or device features beyond the web experience, a custom Android host may be justified. If neither requirement is clear, generating an APK first can obscure the more important product and maintenance decisions.

Choose the Android approach that matches the site

Chrome describes a TWA as browser-rendered web content presented full-screen, using a protocol based on Custom Tabs. It is intended for a web experience that is useful and accessible in the browser first. The app and site are expected to come from the same developer, and Digital Asset Links provide the association: Chrome’s Trusted Web Activity overview.
When a TWA is the better fit
A TWA is worth considering when the website is already a PWA and the client wants an Android app presence without rebuilding the web product inside a custom rendering layer. Because the browser renders the content, the site should already work well in a browser. A TWA is not a shortcut around making the web experience reliable.

The app and website association is a real operational requirement. The team needs to publish and maintain the Digital Asset Links file for the domain and use the expected signing certificate. If verification fails, Chrome’s quick-start documentation says browser UI can appear instead of the trusted full-screen presentation. That is one reason signing-key ownership and release procedures should be settled before generating and distributing the app.

Chrome documents Bubblewrap, a Node.js tool and library set, as a command-line path for generating and building Android apps that host PWAs using TWA. Its documented flow reads the web manifest, generates an Android project, and builds an APK. PWA Builder offers a graphical interface powered by Bubblewrap. A build that produces an APK is not the end of the release process. The signing certificate must match the association the website expects; otherwise, verification may fail. Keep the signing key under controlled ownership and document who can create releases. Losing track of that responsibility can turn a routine update into a deployment problem.
When a custom WebView is justified
A WebView is an app-embedded browser component, not a security or product strategy on its own. A custom host can be appropriate when the client needs native screens, device APIs, or an integrated app flow that the web experience cannot provide. It also creates work: developers must make deliberate choices about what content loads, what capabilities are exposed, how navigation behaves, and how the host will be updated.

Android documents WebViewAssetLoader as a way to load local app content and provides security guidance for WebView configuration. Do not copy settings from a generic converter or assume its defaults are safe for a particular app. Review Android’s current recommendations and configure the host for the content and capabilities it actually needs: Android Developers: Load in-app content.

OAuth and single sign-on
Do not assume a website’s login will work unchanged when moved into an embedded WebView. Google warns that OAuth authentication inside a WebView can create security problems and disrupt single sign-on sessions: Google’s OAuth via WebView remediation guidance. Test the actual identity provider, login flow, and app. Choose an authentication approach that the provider supports rather than treating a successful page load as proof that sign-in is sound.

Navigation and links to other app experiences
Decide how the app should handle external links, links to native screens, and links intended for other installed experiences. Google Play’s Android Instant Apps guidance specifies that when a link can resolve to an Instant App, the app should send the user to that Instant App instead of capturing the link in a WebView. This is a specific link-handling requirement, not a blanket verdict on website wrappers: Google Play Console Help: Android Instant Apps.

The choice is not only about how the first APK is made. It is also about who will keep the app and site working together. Agree on ownership before implementation:
- Domain and association: Who can publish the Digital Asset Links file and keep it aligned with the release certificate?
- Signing and releases: Who controls the signing key, builds updates, and distributes them through the chosen channel?
- WebView configuration: If using a custom host, who reviews settings, local-content loading, permissions, and navigation as Android guidance evolves?
- Authentication: Who tests the client’s actual OAuth or SSO provider and addresses changes to its supported flows?
- Website changes: Who checks that site updates, redirects, and login changes still work in the installed app?
- Distribution and policy: Is the app for private or managed deployment, direct APK distribution, or public Play release? Check current policy for the specific app and route; the available guidance here does not establish a universal approval outcome for simple wrappers.
A practical decision sequence
- Write down the required user experience. Identify whether the client needs an installable web app, native screens or device capabilities, and how links should move between the site and other apps.
- Check whether the site is an installable PWA. If it is not, do not assume a TWA build tool can turn a generic website into a complete app without additional web work.
- Choose the runtime. Consider a TWA for a browser-first PWA presented full-screen. Choose a custom WebView only when an embedded host serves a defined product need and the team can own its configuration.
- Test login and navigation in the real flow. Use the actual identity provider and check external links and links that should open another installed experience.
- Set ownership before release. Name who maintains the domain association, signing key, Android host, and updates to the web experience.
- Confirm the distribution route. Review current requirements for the intended private, direct, or Play distribution path rather than inferring approval from the fact that an APK builds.
Why I stopped recommending conversion as the default
A converter can be a useful implementation tool, but it cannot decide whether the site should run in a browser-backed TWA or an embedded WebView, whether the site is ready to be installed, whether sign-in is appropriate in that runtime, or who will own releases and security maintenance. Those are client requirements, not file-format settings.
Building a custom alternative is sensible only when it solves an identified gap and someone is accountable for the Android host over time. When the site is already a capable PWA and the client’s goal is a browser-first app experience, a documented TWA workflow may avoid unnecessary custom rendering code. When native behavior or an embedded flow is essential, a maintained custom host can be the right choice. The important change is to recommend the architecture that fits the product, not to promise that any website becomes a finished Android app merely because a tool outputs an APK.
