A volume boot sector is a sector associated with a filesystem volume. It stores filesystem-specific information and may also contain bootstrap instructions. In a legacy Windows BIOS/MBR startup sequence, it is the first sector of the bootable partition and is also called the volume boot record (VBR). UEFI startup follows a different path: firmware starts Windows Boot Manager as an EFI application.
What a volume boot sector contains
The term usually means a filesystem volume’s initial boot sector or boot-sector structure. Its format depends on the filesystem: it can include parameters describing the volume, identifying fields, and bootstrap code. Not every volume boot sector has the same layout or contents.
For example, Microsoft’s exFAT specification defines a Main Boot region with information for identifying the filesystem, discovering filesystem structures, and bootstrapping from an exFAT volume. Its Main Boot Sector places the FileSystemName field at byte offset 3, BootCode at offset 120, and BootSignature at offset 510. Those positions describe exFAT only; they should not be assumed for FAT or NTFS.
The exFAT format also defines a Backup Boot region that can help recover from an inconsistent Main Boot region. Implementations are required to validate the boot checksum and field values before relying on the sector’s contents. The backup’s VolumeFlags and PercentInUse values can be stale.

How the volume boot sector differs from the MBR
In the legacy Windows BIOS/MBR example described by Microsoft Press, these are separate structures with different jobs:

The Windows volume and the system partition that contains boot files can be different partitions. The word “volume” in this boot process should not be taken to mean that the operating system’s installed files must be on the same partition as the startup files.

Does UEFI use a volume boot sector to start Windows?
Do not treat the legacy MBR-to-VBR handoff as a universal Windows startup sequence. Microsoft Learn’s Windows startup overview distinguishes the modes: its BIOS PreBoot phase uses MBR/PBR bootstrap code, while UEFI PreBoot is handled by UEFI firmware. In the UEFI path, firmware loads and starts Windows Boot Manager as an EFI application.
What boot-sector signatures tell you
Signatures can help identify a filesystem in a particular operating-system context, but they do not by themselves establish the machine’s boot mode or the complete startup path. A Microsoft support article describes Windows using signatures at offset 3 to identify boot sectors, including MSDOS5.0 for FAT16 and FAT32 and NTFS for NTFS. These are identification clues cited for Windows, not a universal substitute for the filesystem’s specification.

A limited USB startup example
The same Microsoft support article documents a specific case involving a removable FAT32 USB flash drive treated as a super-floppy without an MBR. It says the described FAT32 startup code does not support that scenario and gives a DiskPart-created boot partition as a workaround. This is a narrow example, not evidence that FAT32 boot sectors generally cannot boot or a universal repair procedure.
