If Task Manager says “Not Responding,” first check whether only Task Manager is stuck or whether Windows itself has stopped responding. Try the steps below in order: they begin with safe checks, then target the desktop shell, display, or system files before moving to Windows recovery. Restarting Explorer can help with a frozen taskbar or desktop, but it is not a universal fix for Task Manager.
1. Check whether Windows or only Task Manager is frozen
Press Ctrl+Shift+Esc to try opening Task Manager. If it is already open, see whether it responds to clicks. You can also press Ctrl+Alt+Del: if the security screen appears, Windows is still responding at least partly.
If the security screen opens but Task Manager does not, the problem may be limited to Task Manager. If neither shortcut produces a response, treat it as a broader system freeze rather than an isolated app problem. Save work and restart only if the device still allows you to do so; an unresponsive system may prevent a normal save or shutdown.
2. Restart Windows Explorer if the desktop or taskbar is stuck
Use this step when the desktop, taskbar, or Start menu is frozen or missing—not as a general repair for Task Manager itself. If Task Manager opens, select Windows Explorer and choose Restart. The desktop and taskbar may disappear briefly while the shell reloads.

If Windows Explorer is not listed and you are dealing with a blank-screen or desktop-loading problem, Microsoft documents this alternative: in Task Manager, select File > Run new task, enter explorer.exe, and select OK. This guidance is for Explorer and blank-screen symptoms, not every Task Manager hang. Microsoft’s blank-screen troubleshooting steps describe both approaches.
3. Restart Windows and check for updates
If Windows is responding, restart it normally and check Settings > Windows Update for available updates. Microsoft recommends updating and restarting when File Explorer has problems. This is a basic maintenance step, not a guaranteed remedy for every Task Manager failure. See Microsoft’s File Explorer guidance.

4. Use screen flicker to check for a display or app problem
If the screen flickers, watch Task Manager alongside the rest of the display. When Task Manager flickers too, a display driver is a more likely clue. If Task Manager stays steady while other content flickers, an incompatible app is more likely. This comparison helps narrow the problem; it does not prove the cause.

5. Repair Windows system files with DISM and SFC
Consider this step if Windows has other errors, features are malfunctioning, or the system is becoming unresponsive or freezing—not just because Task Manager hung once. Microsoft lists those symptoms among possible signs of missing or corrupted system files. Microsoft’s System File Checker guidance says to run DISM before SFC.
- Open Command Prompt as an administrator.
- Run
DISM.exe /Online /Cleanup-image /Restorehealthand wait for it to finish. - Then run
sfc /scannow. - Keep the Command Prompt window open until verification reaches 100%.
These built-in tools check and repair Windows component and system files when possible. Their availability does not mean file corruption is the cause of every Task Manager problem.

6. Investigate a recent update or recurring stop-code restart
If the problem began after a Windows update
Consider whether the timing points to a recent update. Windows recovery includes an option to uninstall an update when a problem began afterward. Use that route only when the timing fits; removing an update is not a routine first step for an isolated hang.
If Windows repeatedly restarts with a stop code
A recurring stop-code restart is a broader issue than Task Manager not responding. Microsoft says such restarts can involve hardware, drivers, or software and recommends general troubleshooting that may include Safe Mode, Device Manager, checking free space, and updates. Follow Microsoft’s stop-code troubleshooting guidance for that symptom.

Do not confuse an enterprise-specific issue with a general Task Manager bug
Microsoft’s September 8, 2026 release note describes a desktop-loading issue after the August 2026 preview update and subsequent updates, observed primarily on Azure Virtual Desktop hosts using FSLogix. Some affected users could temporarily launch explorer.exe from Task Manager. That narrow enterprise scenario is not evidence of a widespread consumer Task Manager problem. 7. Escalate through Windows recovery carefully
If the problem persists or Windows is broadly unstable, use Windows recovery options rather than jumping straight to a reset. Microsoft advises starting with the least disruptive option. Available choices depend on the Windows version and circumstances; Windows 11 version 22H2 or later includes a reinstall option that can keep files, apps, and settings, while Point-in-time restore is listed for Windows 11 version 24H2 or later. Other options include troubleshooters, uninstalling an update, System Restore, and Reset this PC.
Back up important files before recovery operations that might remove data. Review the effect of the specific option offered on your device before proceeding: Reset this PC is more disruptive than trying a targeted troubleshooter or reversing a recent update.
