A website authoring program is software or an online service used to create or modify web content. The category includes visual page editors, content management systems, no-code builders, and other tools that help people make websites or publish material on them.
What counts as a website authoring program?
The term describes a broad category rather than one specific kind of application. The World Wide Web Consortium (W3C) defines authoring tools as software and services that authors use to produce web content, including static web pages and dynamic web applications. Its examples of authors include web developers, designers, and writers. W3C’s Authoring Tool Accessibility Guidelines (ATAG) overview explains the scope.
In practice, a website authoring program might help you write page code, arrange content visually, manage a whole site, convert a document into web content, or contribute posts to a platform. The shared feature is that it enables someone to create or change content intended for the web.

Visual page editors
A WYSIWYG editor lets you work with a visual representation of a page rather than writing every element as code. The acronym means “what you see is what you get.” Some editors also expose the underlying HTML, CSS, or JavaScript for more direct control.

Content management systems and site builders
A content management system (CMS) organizes website content, such as pages and posts, and provides tools to update it. No-code website builders and other site-generation tools also fit the category: they let authors assemble or manage websites without requiring them to write all the code themselves. Learning management systems and courseware tools can qualify when they are used to generate web-based content.
Conversion and multimedia tools
Some office applications can save documents as HTML or EPUB, while multimedia authoring programs can create web-ready interactive or media content. These are authoring tools even when building a complete website is not their primary purpose.

Platforms with user contributions
A platform can serve as an authoring environment even if it is not marketed as a website editor. Blogs, wikis, forums, photo-sharing sites, and social networks let users create and publish content for others to view.
How is a website authoring program different from a web browser?
A browser is primarily used to view and interact with web content. An authoring program is used to create or modify that content. Some services blur the distinction: a website may let you read pages in a browser and also provide a logged-in editor for publishing posts. In that case, the editing service is performing an authoring role.

Is Adobe Dreamweaver a website authoring program?
Yes. Adobe describes Dreamweaver as web design software for creating and publishing pages with HTML, CSS, JavaScript, and related technologies. Its product information describes a combination of coding and visual editing, along with site-management and publishing features. Adobe’s Dreamweaver help materials cover tasks such as setting up a local site, editing files, managing links and navigation, and connecting to a publishing server. These are vendor-described capabilities, not independent test results.
Dreamweaver is one example, not a definition of the whole category. Some authoring programs focus on direct code editing, while others emphasize visual design, content management, document conversion, or user contributions.

How should you choose an authoring program?
Start with what you need to create and who will maintain it. These questions help distinguish tools that may all be called website authoring programs:
- How do you want to work? Decide whether you need a visual editor, direct access to HTML, CSS, or JavaScript, or a mix of both.
- How will the site be published? Check whether the tool connects to a server you manage or includes publishing through a hosted service.
- What needs to be managed? Consider how it handles pages, media files, links, navigation, collaboration, and ongoing updates.
- Who will use and maintain it? Match the workflow to the skills of the people creating content and the people responsible for keeping the site current.
- What accessibility support does it provide? Consider both whether authors with disabilities can use the tool and whether it helps authors create accessible content. W3C’s ATAG addresses both dimensions and encourages use of the latest Web Content Accessibility Guidelines (WCAG) version. ATAG was published in 2015, according to W3C’s overview.
Why does accessibility matter in authoring tools?
Accessibility has two parts: authors need to be able to use the authoring tool, and the tool should help them create accessible content. A visually convenient editor, for example, is not enough if it prevents some authors from completing tasks or makes it difficult to add accessible structure and alternatives to media. W3C’s ATAG sets out guidance for both the accessibility of authoring tools and their support for producing content that conforms to WCAG.
