To distinguish a website block from an ordinary outage, compare repeated tests from Russian networks with tests from outside Russia, then identify where each connection fails: DNS, TCP, TLS, or HTTP. A failure seen only on one Russian network is a clue, not proof; a consistent, target-specific pattern across multiple Russian providers, while comparable outside tests succeed, is stronger evidence. Record the network, service type, test time, protocol stage, and coverage before drawing a conclusion.

What does a useful Russia internet test measure?

A measurement is local: it describes one destination, network, protocol path, and moment. It does not automatically describe all Russian users or establish why a connection failed. A useful test therefore compares observations from inside Russia with one or more outside control networks and records the steps of the connection separately.

OONI Web Connectivity provides one operational model. It attempts a DNS lookup, a TCP/IP connection, and an HTTP GET from a user’s local vantage point, then compares the results with a control network. OONI describes OONI Probe as free, open-source software designed to measure forms of internet censorship, including website and app blocking. OONI’s guidance on interpreting measurements stresses that a single observation from one network at one moment is not enough to determine broad accessibility or prove censorship.

For a careful comparison, test the same hostname, destination, protocol, and approximate time from both sides. Preserve the timestamp, provider or autonomous system number (ASN), address family if known, test method, returned IP addresses, and raw error class. A control is a comparator, not a perfect counterfactual: internal and external networks can differ in routing, DNS resolvers, peering, filtering, and transient load.

Record each connection stage

  • DNS: Did the hostname resolve, and which IP addresses were returned?
  • TCP: Did a connection to the destination IP and port succeed?
  • TLS: For HTTPS, did the handshake begin and complete, or did it time out or reset?
  • HTTP: Did the request return the expected content, a block page, an error, or no response?

How do you interpret the failure point?

The stage that fails can narrow the possibilities, but it does not identify the responsible actor on its own. Compare the same stage across repeated Russian and control observations, and keep the raw result rather than reducing every failure to “blocked.”

DNS succeeds but TCP cannot connect A reachability problem at or before the TCP connection; filtering is one possibility. Check whether the same destination and port fail from other Russian providers and from controls. Routing faults, destination downtime, and network-specific problems can look similar.
TCP succeeds but TLS times out or resets after ClientHello A pattern consistent with TLS-level interference, especially if it recurs for a particular hostname. Confirm that DNS and TCP succeeded, compare other networks and times, and avoid claiming a specific enforcement system or actor from this symptom alone.
TLS succeeds but HTTP returns a block page or unexpected response Possible application-layer blocking or a service-side response. Inspect the response and compare it with control observations; proxies, application errors, and changed site behavior can also affect content.
The same connection fails from Russian and external networks Less specific evidence for a Russia-only block; a service outage, routing issue, or shared upstream fault is plausible. Check other destinations on the same networks and repeat after a short interval.

A difference in DNS answers alone is not enough to label a block, and an outside connection that works does not prove that the Russian path is censored. The paths may differ in ways unrelated to filtering.

How should you compare networks and repeat tests?

One local anomaly can be caused by a transient fault or a single provider’s configuration. Confidence improves when the same target-specific failure recurs over time on more than one Russian network while outside controls succeed at similar times. Keep results that disagree with the pattern; contradictory observations are part of the evidence, not noise to discard.

  1. Choose a defined target. Record the exact hostname, URL, protocol, and destination being tested. Do not treat one URL as a test of every page or service from the same organization.
  2. Collect matched observations. Run tests from Russian mobile and fixed networks where available, plus external controls, close together in time. Keep DNS, TCP, TLS, and HTTP outcomes separate.
  3. Repeat across time and providers. Note provider or ASN and whether failures recur. State how many networks and observations were tested; do not turn a sample into a claim about the whole country.
  4. Classify conservatively. Distinguish a confirmed blocking fingerprint from an unexplained anomaly. Explain what the observed protocol behavior supports and what it cannot establish.
  5. Report scope and gaps. Include date range, networks or ASNs, target list, measurement method, number and distribution of observations, service type, and contradictory or missing results.

Coverage can be uneven: some providers, regions, websites, or times may be absent. In its Russia analysis for January 2022 through February 2023, OONI said its findings depended on community-curated URL lists, had unequal website and ASN coverage, and counted selected cases with sufficiently reliable blocking fingerprints. Its reported 494 blocked domains across 28 website categories is a historical study result, not a current exhaustive count. OONI’s 2023 Russia analysis explains the study’s scope and limitations.

What do published Russia measurements show?

Recurring TLS failures in independent news media tests

For September 2023 to September 2024, OONI reported a recurring pattern affecting 23 independent news media domains: DNS returned consistent IPs and TCP connections succeeded, but TLS often timed out or reset after ClientHello. OONI described the pattern as consistent with TLS interference and raised centrally managed TSPU enforcement as a possibility, not a proven attribution. The findings should be read within that report’s tested targets and coverage, not as a claim about every Russian network. OONI’s 2024 report on suppression of independent media provides the period and analysis.

Telegram measurements across many, but not all, tested networks

OONI examined Telegram tests on 547 Russian ASes from 28 February through 30 March 2026. It reported more anomalies around 15 March and a significant spike from 20 March, including resets or timeouts on HTTP GET requests to Telegram endpoints. OONI cautioned that coverage varied and the signal did not appear on every tested network: the count describes measurement coverage, not proof that all 547 networks blocked Telegram. The Telegram findings in OONI Explorer give the study period and interpretation.

Mobile data disruptions are not the same as a nationwide internet outage

Associated Press reporting on 22 November 2025 described mobile internet restrictions across Russian regions and service disruptions in the accounts it covered, while fixed broadband and Wi-Fi were reported unaffected in those accounts. That distinction matters when testing: note whether the affected connection is mobile data, fixed broadband, or Wi-Fi, and specify the region and event. The report does not establish that every region or later disruption had the same scope. The Associated Press report describes the incidents covered.

Which tools can provide vantage points?

OONI Probe can collect censorship measurements, and OONI Explorer presents results. Availability of the Explorer itself may vary by network: OONI said Roskomnadzor notified it of a restriction in September 2024, later reported notice dated 2 September 2025 that the authority had decided to unblock the platform, and said its data still suggested access was blocked on some Russian networks as of January 2026. This is a time- and network-specific status, not a guarantee of present reachability. OONI Labs’ account of the Explorer restriction and later notice describes that sequence.

RIPE Atlas can also provide network vantage points. A 2024 FOCI paper’s comparison listed OONI as supporting TCP, DNS, TLS, and HTTPS measurements and RIPE Atlas as supporting DNS among the capabilities it compared. That comparison is dated, and platforms can change; select a tool based on the measurement layer and vantage points actually available for the question. OONI stated in a report published on 25 September 2024 that its software had collected more than 2 billion measurements from 27 thousand distinct networks in 242 countries and territories since 2012. That is a historical dataset-scale figure as of the report, not a current count or a guarantee of coverage for a particular Russian provider. The report gives the stated scale.

How should a finding be worded?

Report the observation first and the interpretation second. For example: “From the tested Russian networks during the stated period, DNS resolved and TCP connected, but TLS repeatedly timed out after ClientHello for this hostname; matched external tests succeeded. This pattern is consistent with TLS-level interference, but these observations do not by themselves identify who caused it or establish the status of other networks.” Replace the general wording with the actual target, dates, networks, protocol, and coverage; do not use the example as a substitute for measurements.

  • Use “observed on the tested networks” rather than “blocked across Russia” unless the evidence supports that broader scope.
  • Use “anomaly” or “consistent with interference” when the failure is suggestive but not confirmed by a reliable blocking fingerprint.
  • Distinguish a service-specific result from a mobile-data disruption or broader connectivity failure.
  • State the tested time window and include failures and successful or contradictory observations.
