An internet usage policy is an organization’s written rules for using its internet connection and related computing resources. Often called an acceptable use policy (AUP), it explains who is covered, what uses are permitted, what conduct is prohibited, and how monitoring and violations are handled. There is no single standard template: the rules depend on the organization, its systems, and applicable law.
What does an internet usage policy cover?
An internet usage policy governs use of internet access and computing resources that an organization provides or controls. The policy should identify the people and resources it covers, rather than leaving users to guess. Depending on the organization, covered users may include employees, students, contractors, vendors, and guests. It may also address personally owned devices when they connect to organizational systems.
The University of Oregon describes its AUP as setting acceptable behavior for university computing resources and promoting their efficient, ethical, and legal use. Its policy, enacted June 29, 2026, includes users such as guests, contractors, and vendors, as well as personal devices connected to university systems: University of Oregon Acceptable Use Policy.

What should the policy include?
A useful policy makes expectations understandable and actionable. Its provisions should match the organization’s operations and work alongside its security, privacy, employment, records, and communications policies.

- Purpose and scope: Explain why the organization provides access and which users, devices, networks, and services are covered.
- Acceptable use: Describe permitted work, education, research, or service-related use. Say whether limited personal use is allowed and under what conditions.
- Prohibited conduct: Address behavior such as unauthorized access, disrupting networks or other users, bypassing security, misusing credentials, spreading malware, harassment, infringement, and unauthorized disclosure of confidential information.
- Security responsibilities: Tell users how to protect credentials and sensitive information and how to report suspected incidents.
- Logging and monitoring: Describe relevant logging, security monitoring, and circumstances in which the organization may access communications or records. The wording should reflect actual practices and applicable rules.
- Reporting and exceptions: Provide a route to report problems and a process for requesting an exception.
- Acknowledgment and enforcement: State whether users must acknowledge the policy and explain how suspected violations are addressed, including possible consequences.
Institutional policies offer examples, not requirements that automatically apply to every employer or school. For instance, Oregon’s policy describes reporting, exceptions, and enforcement, while Alcorn State University’s example includes user acknowledgment and possible discipline: Alcorn State University Internet Usage Policy.
Does an internet usage policy allow personal browsing?
That depends on the organization’s policy. Alcorn State University’s example says personal use is not permitted. By contrast, Oregon and the University of Florida allow incidental personal use subject to conditions, including that it follow policy and not interfere with operations or work duties. These differences show why users should read their own organization’s rules rather than assume that one institution’s approach is universal.

Florida’s policy is one example of conditional incidental use and also addresses security, privacy, logging, and access: University of Florida Acceptable Use Policy.
Can an employer or school monitor internet use?
A policy may explain logging and monitoring, but the details vary. Florida describes routine operational logging and circumstances in which resources may be accessed. UC Berkeley says inspection by support staff should be limited to what is needed for their duties, subject to stated exceptions. Those institutional examples are not a universal legal rule or a guarantee of what another organization does.

Organizations should make monitoring statements that accurately describe their practices and coordinate them with applicable law and relevant privacy, employment, records-retention, and communications requirements. UT Austin’s policy materials also address acceptable use, incidental use, user acknowledgment, and monitoring: UT Austin Information Resources Use and Security Policy. Berkeley’s policy provides another example of limits on inspection: UC Berkeley Acceptable Use of Technology Resources.

A written policy sets expectations, but it does not by itself prevent misuse or security incidents. Research by Sharman Lichtenstein and Paula M. C. Swatman treats acceptable use policies as one nontechnical measure and cautions against relying on a policy as a standalone internet security management measure. Organizations should support their rules with user awareness, appropriate technical safeguards, and clear reporting and response processes.
