Why Copilot’s subscription price may not be the final bill
GitHub announced on April 27, 2026, that usage-based billing took effect on June 1, 2026. Chat, agents, and other AI interactions consume credits according to model token usage; code completions and next-edit suggestions do not. As GitHub Chief Product Officer Mario Rodriguez put it, “Starting June 1, your Copilot usage will consume GitHub AI Credits.” The April 27 announcement also states that included team credits are pooled at the billing-entity level and that usage beyond the pool can be chargeable under the organization’s billing settings.
That distinction matters when estimating startup spend. A developer who mainly accepts completions and one who relies on frequent agent sessions do not necessarily use the plan in the same way. Model choice and token volume affect credit consumption, so multiplying the base price by headcount will not by itself forecast an agent-heavy team’s cost.
What does the free Copilot plan cover?
Copilot Free includes 2,000 code completions per month and a limited allowance for chat and agent features. GitHub says usage varies with the selected model and token volume; the free allowance does not establish how much agent work a startup can complete without paying. How should a startup estimate its real monthly cost?
Compare the full operating fit, not just the advertised starting price. A short trial with representative work is more informative than projecting agent costs from autocomplete habits.

- Set the seat baseline. Compare individual subscriptions with per-seat team plans, and verify the billing cadence for the plan you intend to buy.
- Map included usage to real work. Identify which interactions consume credits, how model choice and token volume affect usage, what happens when the allowance is exhausted, and which budget or spend controls administrators can use.
- Test the workflow your developers actually use. Consider IDE and GitHub integration, whether the team primarily wants autocomplete or agent-led work, and how generated changes fit the existing review process. Copilot documentation lists support for Visual Studio Code, Visual Studio, JetBrains IDEs, Vim, Neovim, Azure Data Studio, and terminal workflows; its individual and organization plans differ in administration features.
- Check administration and data handling. Review organization policy controls and what source code or workspace context is sent to model services before enabling a tool across a team.
- Measure a representative team trial. Record actual monthly usage per developer across typical tasks, including agent work if the team expects to use it. Use that observation—not completion-only activity—to estimate the ongoing bill.
For organization buyers, license management, policy controls, pooled credits, and usage governance belong in the comparison alongside seat price. GitHub distinguishes organization features from individual plans in its plan documentation.

There is no evidence-supported universal winner. Copilot’s Free plan provides a no-charge entry point for individual use, while its paid plans have published base prices and credit allowances. Whether a paid option is economical depends on the team’s workload and credit consumption. Cursor’s plan guidance indicates intended user types, but without verified current prices and comparable usage allowances, it cannot be ranked fairly against Copilot.
