Integrated access control is the coordinated management of identities, credentials, and permissions across connected resources. Depending on an organization’s design, those resources may include buildings, IT systems, applications, and operational technology. The phrase is descriptive rather than a single universally defined architecture: the exact scope of integration varies.

What access control means

Access control determines whether a request to enter a facility or use information, a system, or a service should be allowed or denied. It combines identity and permission decisions, supported by processes for creating identities, managing credentials, and assigning privileges. ISO’s overview of access control distinguishes physical access to places from logical access to digital resources.

Authentication and authorization are different steps

Authentication checks who or what is making a request. Authorization determines what that identity is permitted to access. A successful authentication does not, by itself, grant unrestricted access; the applicable permissions still govern the decision. NIST describes access control in its federal identity context in FIPS 201-3.

Physical and logical access are distinct domains

Physical access control governs entry to protected spaces, such as buildings, rooms, or other restricted areas. Logical access control governs access to computers, applications, information, and services. An organization can coordinate identity and policy management across both domains, but each still uses mechanisms suited to its environment: a door reader and controller are not the same thing as an application sign-in system.

How a physical access-control system makes a decision

A typical physical access-control system (PACS) connects access points—such as doors, gates, or turnstiles—with credentials, readers or keypads, and control panels. The GSA PACS 101 glossary defines a PACS as “An electronic system that controls the ability of people to enter a protected area utilizing authentication and authorization at access control points.”

  1. A person presents a credential. This may happen at a reader or keypad installed at an access point.
  2. The system checks the credential. The reader passes credential information to a control panel, which checks whether it is valid and properly issued.
  3. The system evaluates permission. The access decision depends on whether the identity has the required privilege for that facility or access point.
  4. The access point responds. If access is granted, the system permits entry; otherwise, it denies the request.

Provisioning connects an identity to a credential and assigns privileges. Validation checks that the credential was properly issued and remains valid. These lifecycle tasks matter because an access decision is only as dependable as the identity, credential, and permission data behind it.

What “integrated” can include

Integration can mean coordinating identity and access-management processes across physical security, IT systems, and operational technology (OT), or connecting systems so that relevant access policies can be managed together. The scope depends on the organization and its architecture; the term does not, on its own, specify a particular product, topology, or universal rule set.

For example, NIST’s 2018 work on identity and access management for electric utilities addresses converged approaches involving OT, PACS, and IT. Its accompanying SP 1800-2 technical guide illustrates an integrated unit with a card reader, keypad, and door strike. This is a sector-specific example, not a universal implementation recipe.

In the federal context, identity and access management (ICAM) describes an architecture and set of processes for managing identities and access. GSA’s FICAM Architecture provides that federal context. Federal credential rules and product approvals should not be assumed to apply to private organizations or other jurisdictions.

How to assess an integrated design

When evaluating an architecture or product, assess the following against your organization’s security risks, operating requirements, and existing infrastructure:

  • Interoperability: Check whether credentials, readers, controllers, and identity systems work with the infrastructure and standards you need. Federal approved-product lists apply to their stated federal context; they are not a blanket approval for every deployment.
  • Identity and credential lifecycle: Establish how identities are created and maintained, how credentials are issued and validated, how privileges are assigned, and how access is revoked when it is no longer needed.
  • Coverage: Define which sites, access points, applications, information systems, and OT assets are included. “Integrated” is not meaningful without a clear boundary.
  • Security and operational fit: Confirm that the design supports the organization’s risk profile and mission without disrupting the operation of the facilities or systems it protects.

A reader or keypad is only one component of a physical deployment. Before selecting hardware, confirm compatibility with the credential, controller, and system architecture, as well as installation, security, and procurement requirements. Federal PACS context and product information are available from GSA’s FIPS 201 Approved Product List; those approvals are specific to federal use.

What standards do—and do not—define

Standards can provide a framework for access management without defining every quality or implementation detail of a physical access-control system. For example, ISO/IEC 29146:2024 covers a framework for access management but explicitly places physical access-control qualities outside its scope. A reference to an access-management standard therefore should not be read as proof that a particular physical system, credential, or integration design conforms to requirements the standard does not cover.
