Remote control software lets you connect to and operate a computer or device from another location over a network. Depending on the tool and its settings, you may be able to view its screen, use its keyboard and mouse, open applications, access files, or administer the device. The broad category is often called remote access software; remote desktop access is one specific form.
What remote control software does
A remote-control session links a local device—such as the computer you are using—to another computer or device. The remote system performs the work, while the local system provides a way to see or interact with it. The available controls vary by product, account permissions, and configuration.
The joint CISA, NSA, FBI, MS-ISAC, and INCD guide to securing remote access software defines the broader category as software that enables a user to connect to and access a computer, server, or network remotely. Microsoft describes Remote Desktop as a way to connect to and control a PC from another device.
How remote control, remote access, and RMM differ
These terms overlap in everyday use, but they describe different scopes of functionality. When precision matters, identify what the software actually lets a user do.

The category labels alone do not establish which files, settings, or devices a particular user can reach. Those depend on the product, configuration, enabled sharing features, and account permissions.
What people use it for
- IT support: Help-desk staff can troubleshoot a device remotely, with the level of user involvement depending on how the session is set up.
- IT and operational technology: Organizations can manage systems and maintain devices across locations.
- Business continuity: Remote access can help organizations keep work and administration going when staff cannot reach a site.
- Personal access: A user can connect to a computer elsewhere to use its applications, files, or network resources.
What a remote session may expose
Remote control can give a user substantial influence over the connected system. Screen viewing and input control are only part of the picture: a session may also provide access to applications, files, or network resources. Some configurations can redirect local resources into a remote session. Microsoft notes that an RDP connection file may request redirection for local drives, the clipboard, or a camera; its guidance on RDP-file security warnings explains why users should review those requests.

Is remote control software safe?
It can be used legitimately, but its capabilities make access control important. CISA’s joint guidance warns that remote access software can also be misused, and MITRE ATT&CK documents adversaries’ use of legitimate remote desktop software for interactive command-and-control. Treat a remote session as access to the system—not merely as a video view of its screen.
Reduce risk when enabling access
- Allow only the users who need access, and protect their accounts with strong, unique passwords.
- Use multifactor authentication where available, particularly for remote desktop services exposed beyond a trusted network.
- For Windows Remote Desktop, Microsoft recommends keeping Network Level Authentication enabled where possible and enabling remote access only on trusted networks. Follow its Remote Desktop access guidance for setup details.
- Do not open an unexpected RDP file. Verify the remote address and publisher, then enable only the local-resource redirections you need.
- Organizations should manage and monitor authorized remote-control tools so that legitimate access is distinguishable from unexpected use. CISA’s security guide provides further defensive guidance.
Choosing the right kind of remote control
For a personal connection or a support session, first decide whether a person must approve each connection or whether the device needs unattended access. For organizational use, consider how much administrative control is required and how access will be restricted and monitored.
- Connection model: Does each session require someone at the remote device, or is unattended access necessary?
- Control level: Is screen viewing and input enough, or do users need administration, file access, or network resources?
- Compatibility: Does it support the devices and operating systems involved?
- Security controls: Can access be limited to approved users and protected with strong authentication?
- Sharing: Can file transfer and local-resource redirection be disabled or restricted?
- Deployment: Does the connection model fit the organization’s network and management requirements?
There is no single capability set implied by the phrase “remote control software.” Evaluate the specific product and configuration against the access the user actually needs.
