End-to-end encryption can keep a message’s contents unreadable to the service delivering it, but it does not automatically hide every detail around the exchange. A server may still process information needed to route a message, while other details—such as a sender’s identity, address book, timestamps, or IP address—depend on the app’s design and retention practices.

What end-to-end encryption hides—and what it does not

Think of a locked package: the delivery service may be unable to open what is inside, yet it needs enough information to get the package to its destination. In messaging, end-to-end encryption (E2EE) protects message content so that, when correctly implemented, only the communicating endpoints hold the keys needed to read it. The service relays encrypted data rather than plaintext.

Metadata is information about the communication rather than its words, photos, or files. It is not a single, universal record. Depending on the app, the relevant categories may include:

  • the account or device sending a message and the destination needed for delivery;
  • address-book data or a derived social graph;
  • when a message was sent, received, or delivered;
  • IP addresses and other network information;
  • account creation and last-use records; and
  • operational signals used to prevent abuse or manage delivery.

An app’s server processing a piece of information does not, by itself, establish that the company stores a complete history of it. Visibility, use, and retention are separate questions.

Why metadata can still matter

Even without message contents, information about who communicated, when, and how often can reveal patterns. But it would be too broad to conclude that every E2EE service sees a complete contact list or knows every conversation partner. Each category depends on the service’s architecture, settings, and policies.

It also matters who is observing. A messaging service’s access to routing information is not the same as what an internet provider, a person monitoring a network, or someone with access to a device might learn. Encryption of message content alone does not answer all of those questions.

Signal illustrates how design can reduce metadata access

Signal offers a service-specific example—not a template for every messaging app. In a 2023 post, Signal says it uses metadata encryption to protect information about who is communicating with whom, and says it does not know who is sending messages or have access to address books or profile information. Signal’s 2018 technical explanation of sealed sender describes a mechanism intended to hide sender information from the service while allowing the recipient to validate the sender after decryption. In that post, Signal’s author jlund wrote: “While the service always needs to know where a message should be delivered, ideally it shouldn’t need to know who the sender is.” The post says sealed sender is used when possible; it should not be read as a guarantee that every message, client, or state hides all sender information. What may remain visible or be retained

Destination and delivery

A service needs a destination to route a message. Signal’s 2018 explanation describes a traditional client connecting over TLS, authenticating, and sending encrypted content with a destination. It says authentication helps prevent spoofing and supports rate limiting and abuse prevention. Sealed sender adds encryption around the envelope, including sender certificate and message ciphertext, but does not remove the service’s need to know where delivery should go.

Timing and network information

Hiding sender identity from the service is not the same as hiding all network activity from every observer. Signal’s 2018 post identifies correlation using timing and IP addresses as areas where metadata resistance still matters. The post is a dated technical account, not a guarantee about every present-day client or message.

Queues and account records

Signal says messages may be temporarily queued as encrypted data for delivery and dropped after delivery. Separately, Signal’s retrospective on a 2016 subpoena says the response in that particular case included account-creation and last-use dates, but not messages, groups, contacts, or profile information. Abuse prevention

Signal describes a report flow that sends the initiating phone number and a one-time anonymous message ID. It also describes behavior-related limits that do not require reading message contents or using a social graph. These are limited operational signals, distinct from message content. How to assess another messaging app

Do not infer metadata practices from an E2EE label alone. Check the specific service’s current documentation and default settings for these points:

  • Which message types are end-to-end encrypted by default, and which are not?
  • What sender or recipient identifiers does the service process to deliver messages?
  • Are address books or social graphs uploaded, transformed, or kept on the device?
  • Does the service use a sender-hiding method, and under what conditions?
  • What timing, IP-related, account, or abuse-prevention information is processed or retained?
  • How long are delivery queues and account records kept, and what does the service say it can disclose?

Look for answers by data category rather than accepting a broad promise that messages are “private.” E2EE addresses who can decrypt content; it does not, by itself, settle what metadata a particular service can access or how long it keeps operational records.
