Parental control software is a broad category of software and settings that lets a parent or caregiver set boundaries around a child’s digital activity. Depending on the device, app, or service, it can limit screen time, restrict content, show some website or app activity, manage communications, or restrict purchases. It is not one standardized product, and no single tool necessarily covers every device or account a child uses.

What does parental control software do?

Its purpose is to help adults put agreed boundaries into practice. Common controls address different parts of a child’s digital life:

  • Time: Set schedules or limits for device use or particular apps.
  • Content and sites: Restrict access to certain websites, apps, or types of content.
  • Activity information: Show some information about websites or apps used. The amount of detail varies.
  • Communication: Limit or manage who a child can contact, where supported.
  • Purchases: Restrict or require approval for certain purchases, depending on the platform.

These are possible functions, not a checklist every product satisfies. A tool’s capabilities depend on the devices, accounts, apps, and services it supports.

Where do parental controls come from?

Built-in device, app, and platform settings

Operating systems, apps, and online platforms may include their own controls. These are often configured in the relevant device or account settings, and their scope is tied to that ecosystem. The Federal Trade Commission’s guide to using parental controls recommends starting with the devices a child uses and the boundaries the family wants to set.

Third-party software and services

Separate services may add controls or provide management across more than one device. Whether they can apply a setting or show activity depends on which devices and accounts they support; “cross-device” does not mean every app, account, or activity is covered.

Network-level controls

Some controls operate through a home network, router, or internet service. They may affect devices while those devices use that network, but their reach differs from controls configured directly on a device or account. A network-based setting may not follow a child when they connect elsewhere. Common Sense Media’s overview of parental controls distinguishes network approaches from device and software options.

How should a family think about choosing controls?

Start with the child’s actual devices and accounts, then identify the boundary the family wants to support. “Best” depends on that combination, rather than on a universal ranking or a feature count.

  1. List the devices and accounts in use. Consider where the child accesses content and communicates, not just the primary phone or computer.
  2. Choose the specific goal. A time schedule, a content restriction, purchase approval, and activity visibility are different needs and may require different settings.
  3. Check coverage. Confirm which devices, accounts, apps, and networks a control applies to and where it stops applying.
  4. Understand what is visible. Find out what activity information the setting or service collects or exposes, and who can access it.
  5. Review the arrangement together. Explain the boundary in age-appropriate terms and revisit it as the child’s needs and judgment develop.

What are the limits and tradeoffs?

Parental controls can be difficult to manage and may be circumvented. They can also create a false sense of security: a restriction or activity report is not proof that every risk or interaction is covered. Common Sense Media notes these practical limitations.

Monitoring also involves privacy and trust. UNICEF’s report on children’s rights in relation to the digital environment discusses how parental controls can support children while raising questions about privacy, data security, trust, and the development of independent digital judgment. That context does not establish that every current product handles data poorly; it is a reason to understand what a particular control collects and how it fits the family’s approach.

The FTC describes controls as a way some parents “reinforce those good habits — and create safer online spaces for their kids to learn and play.” They work best as support for family conversations and age-appropriate digital learning, not as a substitute for either.
