A 13th-month salary is not a universal EU entitlement. Whether an employer must pay one depends on the country’s rules, any applicable collective agreement, and your employment terms. In the Netherlands, vakantiegeld is a distinct holiday allowance: EURES describes a minimum of 8%, while Government.nl says holiday allowance is paid on top of minimum wage. It is not automatically an extra month of salary.

What “extra pay” means in an EU job offer

Compensation documents use labels that can sound interchangeable but describe different things. EU earnings classifications list 13th- or 14th-month pay, holiday bonuses, productivity-related bonuses, and annual company bonuses as separate remuneration categories. Those classifications help describe or measure earnings; they do not create a right to receive every category.

Base salary

Your base salary is the regular pay stated in the contract. European Commission guidance on employment contracts says employees must receive information about their initial basic salary, how often it is paid, and other remuneration components.

13th- or 14th-month pay

This is supplementary pay described as an additional monthly payment or annual payment. The label alone does not establish that it is guaranteed, how much it will be, or when it will be paid. Those details have to come from applicable law, a collective agreement, or the contract.

Holiday allowance and paid annual leave

A holiday allowance is a cash payment associated with holidays or annual leave. It is separate from the right to take paid leave. Your Europe states that workers in the EU are entitled to at least four weeks of paid annual leave; that leave entitlement does not itself mean an employee receives a 13th-month payment.

Performance and company bonuses

A performance, productivity, or company bonus may depend on targets, eligibility dates, company results, or employer discretion. Check the written terms rather than assuming that a bonus mentioned during recruitment is guaranteed.

Is a 13th-month salary mandatory in the EU?

No single EU-wide 13th-month salary requirement is established by the EU sources described here. EU rules and statistical classifications recognize supplementary payments as possible parts of remuneration, but recognition is not the same as a legal entitlement. The applicable national or regional rules, collective agreement, and employment contract determine whether a particular payment is due.

EU-level guidance directs workers to the relevant national or regional provisions for remuneration and to any applicable collective agreement. A survey or accounting category can explain what a payment is called without deciding whether your employer owes it.

How Dutch vakantiegeld differs from an extra salary month

For the Netherlands, EURES describes a minimum holiday allowance of 8%, commonly called vakantiegeld or holiday pay. Government.nl states that holiday allowance does not count toward minimum wage and is due on top of it. These are Netherlands-specific points, not an EU-wide rule.

Vakantiegeld should not automatically be described as a 13th salary. It has a distinct holiday-pay character and calculation. Even if someone’s annual compensation makes the two amounts look similar, the labels do not make them legally interchangeable. For an individual offer, check the current Dutch rules and any relevant agreement for the applicable calculation and payment arrangements.

What country examples can—and cannot—tell you

A 2023 Eurofound report illustrates the variation in the collective-agreement sample it examined: it describes Belgium’s 13th-month payment as common collective bargaining practice rather than a legal requirement; its Cyprus sample says there is no legal obligation to provide more than 12 monthly payments; and it reports that payment counts in Italy depend on the agreement. These are sample-based findings, not a current, comprehensive legal survey of every country, worker category, or agreement.

Do not use those examples to decide your own entitlement. A reliable country-specific answer needs current national legislation or official labor guidance, plus the collective agreement and employment terms that apply to the role.

Compare guaranteed and conditional compensation before accepting

Ask the employer to put each component and its conditions in writing. Keep recurring guaranteed salary separate from amounts that depend on an agreement, a target, or discretion.

Offer component What to confirm
Base salary Is the figure gross annual pay or a monthly amount, and how often is it paid?
13th- or 14th-month payment Is it required by law, a collective agreement, or the contract? Is it prorated in the first or final year, and when is it paid?
Holiday allowance Is it a distinct entitlement? What calculation applies, and is it paid annually, with holiday, or through another arrangement?
Performance or company bonus Is it discretionary or formula-based? Which targets, eligibility dates, and payment dates apply?
Benefits or allowances Are they cash remuneration, benefits in kind, or reimbursements? Are they guaranteed, and how are they treated for tax?
Governing rules Which country’s law and which collective agreement govern the role?

For a country-specific interpretation, compare the written offer with current official national guidance and the relevant collective agreement. The EU-level contract guidance is a starting point for understanding which remuneration details to request, not a substitute for checking local rules.

A practical way to ask about supplementary pay

Eurostat’s EU-LFS explanatory notes, dated 14 January 2026, include this example survey question: “Do you have supplementary payments such as 13th month, end of year bonuses, holiday pay …?” It is useful wording for opening a conversation, but an employer’s answer still needs to distinguish each payment’s legal basis, amount, timing, and conditions.
