A layer 7 protocol is a protocol used at the Application Layer, the top layer of the OSI Reference Model. It supports communication services such as web information exchange, email, file transfer, and name mapping. The phrase specifically refers to OSI’s seven-layer model; the Internet protocol suite also has an Application Layer, but its functions do not map exactly to OSI layer 7.
What layer 7 means in the OSI model
The OSI Reference Model organizes network communication into seven layers. Layer 7, the Application Layer, is the topmost layer and provides communication services used by applications. The Internet Engineering Task Force’s RFC 1208 glossary defines it as “The top-most layer in the OSI Reference Model providing such communication services as electronic mail and file transfer.” RFC 1208 dates to March 1991.
An application-layer protocol sets rules for a particular kind of communication. It is not the application program itself: email software, for example, can use protocols to exchange messages with other systems.

Examples of layer 7 protocols and what they do

These are examples, not an exhaustive list. RFC 1812 distinguishes user protocols that provide services directly to users from support protocols that provide common system functions. It lists Telnet, FTP, and SMTP as user-protocol examples, and DNS, SNMP, BOOTP, and TFTP among support protocols. RFC 1812 was published in June 1995.

HTTP as a familiar example
HTTP is an application-level request/response protocol for exchanging information on the web. RFC 9110 describes it as “a stateless application-level protocol for distributed, collaborative, hypertext information systems.” RFC 9110, the HTTP Semantics Internet Standard, was published in June 2022.
Is the Internet suite’s Application Layer the same as OSI layer 7?
Not exactly. Both models use the name “Application Layer” for the top layer, but their boundaries differ. RFC 1812 says the Application Layer is the top layer of the Internet protocol suite and explains that it combines functions associated with the OSI Presentation and Application layers while including some Session-layer functions. As a result, “application layer” in the Internet suite is not a one-to-one synonym for OSI layer 7.

How layer 7 protocols use lower layers
An application-layer protocol relies on lower-layer services to carry its communication; the transport is not what defines the protocol’s layer. HTTP is usually transported over TCP, but it can use other transports. RFC 8095 describes HTTP’s usual TCP transport, including ports 80 and 443, while noting that other transports are possible. RFC 8095 was published in March 2017.
For that reason, a protocol should not be classified as layer 7 solely by its port number or by one transport it commonly uses. Its role in the communication architecture is the relevant distinction.
