The Electronic Frontier Foundation (EFF) is a U.S. nonprofit that defends civil liberties in the digital world. Founded in 1990, it works to protect privacy, free expression, and innovation through legal advocacy, policy work, public education, grassroots activism, and technology projects.
What is the Electronic Frontier Foundation?
EFF is a donor-funded, member-supported U.S. 501(c)(3) nonprofit organization. Its stated mission is “to ensure that technology supports freedom, justice, and innovation for all people of the world.” EFF’s organizational overview describes its work as defending free speech online, challenging illegal surveillance, advocating for users and innovators, and supporting technologies that enhance freedom.
How does EFF work?
EFF combines several approaches rather than relying on a single kind of advocacy:

- Policy analysis and advocacy: It works on laws and public policies that affect digital privacy, free expression, creativity, innovation, transparency, and security.

- Technology projects: It develops or supports tools intended to help people protect privacy or use the internet securely.
What are examples of EFF’s work?
EFF’s projects include tools that address practical technology concerns. Privacy Badger is a free browser extension designed to limit third-party tracking. Certbot is a free, open-source tool for enabling HTTPS on websites. Rayhunter, launched in 2025, is an open-source tool that runs on a mobile hotspot and helps detect cell-site simulators.

EFF’s 2025 annual report offers a dated snapshot of its activity: it reported filing 46 amicus briefs that year, having members in 89 countries, and more than 4 million active Privacy Badger users. Is the Electronic Frontier Alliance part of EFF?
The Electronic Frontier Alliance (EFA) was a separate grassroots network associated with EFF, not another name for the organization itself. EFF’s About EFA page says the Alliance concluded on November 20, 2025. Its toolkits remain available, and EFF says it continues to explore ways to support local advocates.
