First identify the plant: ordinary vines spread to nearby blocks, while cave vines, twisting vines and weeping vines grow from a tip. In Java Edition, turn off ordinary-vine spreading with the doVinesSpread game rule. To stop the named vine-like plants from growing longer, use shears on their tips.
Stop ordinary vines from spreading in Java Edition
Java’s doVinesSpread game rule controls whether ordinary vines spread to nearby blocks. It was added in Java snapshot 23w06a, and the documented rule is Java-only. Set it to false with this command:

/gamerule doVinesSpread falseRun the command in a world where you have permission to use commands. This changes the world rule that governs vine spread; it does not remove vines already placed.

Stop cave vines, twisting vines and weeping vines from growing longer
Use shears on the tip of a cave vine, twisting vine or weeping vine to stop that plant from further growing. Minecraft’s Java release notes also include kelp in this tip-shearing instruction. Bedrock 1.21.60 release notes likewise describe shears as a way to prevent further growth for cave vines, twisting vines, weeping vines and kelp.

This is a different control from doVinesSpread: shearing a tip stops growth on the listed plants, while the Java game rule controls ordinary-vine spread.
What to do in Bedrock Edition
Do not use doVinesSpread as a Bedrock solution. The rule is documented for Java Edition, and the sources here do not establish a matching Bedrock game rule for ordinary vines. Java and Bedrock differ in some block-update behavior, so a Java command or mechanic should not be assumed to work in Bedrock. For cave vines, twisting vines and weeping vines, the Bedrock 1.21.60 release notes do document shearing the tip to prevent further growth.
