Secure AI automation webhooks by authenticating the sending service, verifying the integrity and age of each message, rejecting replays, and authorizing every requested action at the receiving service. Then limit the resources each operation can consume and treat configurable destination URLs as a server-side request forgery (SSRF) boundary. A valid signature or API credential is not, by itself, permission to perform an action.

Design the request path around separate security checks

A webhook or API request can be genuine and still be unauthorized, duplicated, too expensive to process, or directed at an unsafe destination. Treat these as separate questions rather than relying on one credential or gateway check to answer them all.

  1. Authenticate the service or client. Establish which service sent the request using an appropriate credential or message-authentication mechanism.
  2. Check message integrity and freshness. For signed webhook messages, verify the security-relevant fields, enforce an expiry window, and reject previously accepted message IDs.
  3. Authorize the requested operation. At the receiving service, check whether that authenticated identity may invoke this method on this resource.
  4. Apply operation-specific limits. Bound request frequency, input size, execution and model use, concurrency, and other relevant resource costs.
  5. Constrain outbound destinations. If the service fetches a configured URL, validate the destination and use network controls to prevent access to unexpected internal resources.

OWASP’s AI Agent Security Cheat Sheet calls for authenticating communicating agents and checking the sender’s permissions before carrying out a request. Its guidance complements OWASP’s Web Service Security Cheat Sheet, which addresses service authentication, authorization, and resource limits.

Make webhook signatures protect the action, not just the body

A signature is useful only if it covers the information that determines what the receiver will do. Review the complete message-handling path and identify every field that can affect routing, identity, action, or the operation’s parameters. The receiver should verify the signature over those security-relevant components, including the payload and the sender, intended recipient, and message type where they are part of the protocol.

OWASP’s AI Agent Security guidance also recommends protecting message creation and expiry times and a unique message identifier. Use a maintained protocol implementation rather than designing a signing format from scratch. The specific protocol and canonicalization rules depend on the delivery contract; the guidance does not establish one universal webhook protocol.

Reject stale and repeated messages

Check message age against a bounded validity window before execution. Record accepted message IDs and reject duplicates, retaining replay state for at least the acceptance window. A signature proves that protected data was signed by an entity holding the relevant key; it does not prove that the message is still timely or that it has not already been acted on.

Keep authorization independent

After authentication and signature verification, evaluate the requested action against the sender’s permissions. For irreversible operations, OWASP recommends short-lived authorization artifacts and replay protection. Do not let a valid signature bypass the receiving service’s policy checks.

Authorize API calls for both the operation and resource

Authentication identifies a client or service; authorization decides what that identity may do. Check permission for each operation and the specific resource it targets. A service permitted to read one tenant’s records, for example, should not gain access to another tenant’s records merely because it has a valid credential.

OWASP API2:2023 states, “OAuth is not authentication, and neither are API keys.” The distinction matters in automation: an API key can identify an API client, but it should not be treated as proof of an end user’s identity or as blanket authorization for every action. Apply an authorization decision at the receiving service even when a request has passed authentication at a gateway.

For sensitive service traffic, use TLS and authenticate the service endpoint. OWASP’s REST Security Cheat Sheet recommends HTTPS endpoints, cautions against relying only on API keys for sensitive, critical, or high-value resources, and recommends allowlisting HTTP methods. Consider stronger client authentication where the operation’s sensitivity and deployment environment warrant it.

Set limits according to the cost of each operation

Rate limiting alone does not bound the cost of an AI-enabled request. A small number of requests may trigger long-running work, large inputs, repeated model calls, or tool chains. Apply limits at the operation and tenant levels, and combine request-frequency controls with limits on execution and resource use.

  • Request volume: Set call-frequency limits and monitor for abuse. Consider which identity dimensions key the limits so one client cannot evade them by changing another attribute.
  • Input size and shape: Validate query and body parameters on the server, and cap incoming values and collections.
  • Execution and infrastructure: Bound execution time, CPU, memory, simultaneous files, network connections, and processes in line with the service’s expected rate and operation cost.
  • AI usage: Set per-tenant token, request, concurrency, and spend limits. Bound recursion, retries, and chain depth; use circuit breakers and near-real-time monitoring.

These controls address both ordinary capacity exhaustion and the possibility that exposed inference or tool-using flows create outsized model or tool costs. OWASP covers general API resource consumption in API4:2019 and AI-specific operational safeguards in its Secure AI Model Ops Cheat Sheet.

Treat configurable webhook destinations as an SSRF boundary

When a service fetches a user-supplied URL, it may become a route from an external configuration flow to destinations the user could not otherwise reach. OWASP API7:2023 identifies webhooks as one feature that can increase server-side request forgery risk, including the risk of reaching internal management or control services.

Validate or constrain destination URLs and add network-level controls appropriate to the environment. Decide which destinations the service is allowed to contact and prevent a configured URL from opening access to unexpected internal resources. OWASP establishes the risk but does not prescribe one universal allowlist policy, so the exact validation and network design must fit the service’s intended destinations and infrastructure.

Test denied requests as carefully as successful ones

Build a security test matrix per operation, not just a generic endpoint check. OWASP’s REST Assessment Cheat Sheet recommends testing credential states, token handling, and throttling. For webhook receivers, include message expiry, duplicate IDs, and the separation between signature validity and action authorization.

For each operation, also verify that the limit is keyed to the intended identity dimensions and that the measured work is bounded where it occurs—not only at the initial HTTP request.

Compare implementations by their security behavior

There is no single protocol or product choice established by the OWASP guidance cited here. When assessing an implementation, compare what it actually enforces across these dimensions:

  • Does it authenticate a service client, an end user, or both—and are those identities kept distinct?
  • Does the receiving service authorize each method and resource?
  • Which fields and payload components are integrity-protected?
  • Does it enforce message expiry and deduplicate IDs for the replay window?
  • Can limits cover request rate, payload size, concurrency, execution, and AI spend?
  • Can configurable destinations reach internal network locations, and what controls prevent that?

Use these questions to assess the controls in the actual request path; a protocol’s ability to authenticate a message does not establish that the rest of the path enforces authorization, replay protection, or resource limits.
