Usually, no. PayPal’s US Purchase Protection excludes personal payments sent using Friends and Family, so an authorized F&F payment generally cannot be disputed through Purchase Protection because an item never arrived or was not as described. If you authorized the payment, ask the recipient for a refund. If someone else accessed your account and sent it without permission, report it as unauthorized activity instead.

You sent the F&F payment yourself for an item or service, but the recipient did not deliver. Contact the recipient and request a refund. PayPal’s US Purchase Protection excludes Personal Payments, including payments sent using Friends and Family functionality. An authorized F&F payment is not made eligible for Purchase Protection by a seller’s failure to deliver. PayPal’s US Purchase Protection terms (updated January 26, 2026) describe coverage for eligible purchases, not excluded personal payments.
You sent money to the wrong person or in the wrong amount, or you changed your mind. Find the payment in Activity and ask the recipient to refund it. PayPal GB says completed payments cannot simply be cancelled. A mistake or regret does not, by itself, make a payment unauthorized. See PayPal GB’s guidance on cancelling a payment.
Someone used your account to send money without your permission, and the payment did not benefit you. Report the payment promptly as unauthorized activity through the Resolution Center. This is a separate account-security issue, not a buyer-protection claim. PayPal US defines an unauthorized transaction as a payment sent from your account that you did not authorize and that did not benefit you. PayPal’s US User Agreement explains the applicable process and conditions.

How to request a refund for a payment you authorized

For a completed payment you sent yourself, use PayPal’s Activity page to locate the transaction and contact the recipient to request a refund. PayPal’s US Help Center says, “To request a refund for a completed payment, you’ll need to contact the seller.” See PayPal’s guidance on reporting unauthorized activity.

Be clear about what happened and keep copies of relevant messages or receipts. PayPal’s US sources do not establish that a recipient must refund an authorized F&F payment, or that PayPal can reverse it through Purchase Protection. Do not report a payment as unauthorized if you actually sent and approved it.

How to report a genuinely unauthorized payment

  1. Sign in to PayPal and open the Resolution Center.
  2. Select Report a problem.
  3. Select the payment in question.
  4. Choose I want to report unauthorized activity and follow the prompts.

PayPal US says it will investigate and send an email within 10 days. Its US User Agreement describes 100% protection under the stated provision when PayPal is satisfied the transaction was unauthorized and the user reports it within 60 days of the transaction. That condition is not a universal deadline for every country or every type of dispute; check the agreement for the country where your account is registered and follow PayPal’s instructions. PayPal’s US User Agreement also makes protection conditional on cooperation and compliance with required procedures.

Could your card issuer help?

If the F&F payment was funded by a debit or credit card, contact the issuer and ask whether the specific transaction can be disputed under your card agreement. This is not a guaranteed workaround: the answer depends on the issuer’s rules and the payment details. PayPal’s US terms say that a user may be entitled to dispute a card-funded transaction with the issuer, but require a choice between an active PayPal Purchase Protection claim and an issuer dispute for the same transaction; they do not allow simultaneous recovery through both routes. Because F&F is excluded from Purchase Protection, ask the issuer about its own process rather than assuming either route applies. PayPal’s US Purchase Protection terms.

Why Purchase Protection deadlines do not apply to F&F

PayPal’s US Purchase Protection terms list a 180-day period from payment for an eligible Item Not Received claim. For an eligible Significantly Not as Described claim, the deadline is the sooner of 30 days after delivery or fulfillment, or 180 days after payment. These are deadlines for eligible Purchase Protection claims; they do not make an F&F personal payment eligible.

PayPal’s US Help Center also says a general seller dispute automatically closes after 20 days unless escalated to a claim. That seller-dispute process does not create Purchase Protection for an excluded F&F payment. See PayPal’s US guidance on opening a dispute with a seller.

Check the rules for your PayPal account’s country

The Purchase Protection terms and help pages linked here cover the US, except for the cited mistaken-payment guidance, which is for Great Britain. They clarify the distinction between an authorized personal payment and unauthorized account activity, but they do not establish that every country has identical procedures or legal rights. Check the User Agreement and help pages for the country where your PayPal account is registered.
