No. A disaster-recovery cluster does not have to run production-sized compute all the time. Scaling down its workloads and, where supported, its node groups can reduce duplicated compute—but backups, storage, management, networking and the capacity you keep ready may still cost money. The right design depends on the recovery time and data-loss limits your service can tolerate.

Why a second cluster does not automatically double your bill

A cluster is more than its worker nodes. Its ongoing cost can include cluster-management fees, compute, attached storage, backups, replicated data, networking and services such as load balancers. A second cluster that runs few or no application nodes may therefore cost much less than a second production-sized environment, but it is not necessarily free.

There is no reliable universal ratio for the cost of two clusters: the result depends on the provider, region, cluster mode, workload, storage, traffic and recovery design. For example, Google Cloud lists compute resources, cluster operation mode and management fees, and Backup for GKE management and storage as separate pricing considerations. Those are GKE-specific categories, not prices that can be applied to other providers or cluster modes. Check the current regional pricing for the architecture you intend to operate: GKE pricing.

Choose a recovery pattern based on your RTO and RPO

Before deciding how much capacity to keep online, agree on two targets. The recovery time objective (RTO) is how long the service can be unavailable. The recovery point objective (RPO) is how much recent data the service can afford to lose. These targets determine whether the standby can be mostly stored as backups or must be ready to take traffic.

Backup-restore (cold standby) Lowest continuously provisioned compute; backup and storage costs remain. Slowest: infrastructure, resources, data and traffic may all need restoration or provisioning. Can backups be accessed from the recovery region? Are quotas, automation and restore order ready? Has the recovery time and data loss been measured?
Active-passive (warm standby) Higher than cold standby because some capacity stays ready; replicated data or services may add cost. Potentially faster, depending on how much is ready and how failover is automated. What capacity stays online? How do databases fail over? How are traffic switching and split-brain risks handled?
Active-active Often highest because both environments serve traffic and may need production-like capacity. Traffic may shift quickly, but only if routing and data behavior support it. How are replication conflicts handled? Can either site carry the full load? What does each duplicated service cost?
One multi-zone cluster Avoids operating a separate cluster for zone-only resilience, but still requires capacity across zones. Can ride through supported zone failures without a cross-cluster restore. Does the design cover only a zone failure, or must it also recover from a region-wide outage? Do storage and dependencies tolerate a zone loss?

These are directional trade-offs, not guaranteed prices or recovery times. Provider guidance distinguishes backup-restore and active-standby approaches, but the details depend on the provider and architecture; see Alibaba Cloud’s Kubernetes disaster-recovery guidance.

What can be scaled down on the standby?

Application replicas

If the standby does not serve normal traffic, application deployments may be scaled to fewer replicas. Kubernetes workload autoscaling can adjust replica counts based on resource utilization, and scheduled scaling can reduce resource use during predictable off-peak periods. These are workload-management mechanisms, not a complete disaster-recovery workflow: they do not by themselves restore data, provision infrastructure or switch traffic. Worker nodes

Some supported Cluster Autoscaler configurations can scale a node group down to zero and later scale it up when workloads need capacity. This is not a blanket guarantee for every provider, node group or workload. Confirm that the provider integration supports the intended configuration, check the autoscaler’s scale-down conditions and dependencies, and test how long scale-up takes. Scaling to zero trades lower continuously provisioned compute for a slower and more failure-sensitive recovery path. Capacity quotas, instance availability, image pulls, storage attachment, system workloads and other dependencies can affect whether the standby comes up when needed. Decide what must remain ready to meet the RTO, and validate that decision in a recovery exercise.

What may remain billable

Even with no standby worker nodes, budget for the components your design keeps or stores. Depending on the provider and architecture, these can include managed cluster fees, backup management, retained snapshots, persistent data, inter-region transfer, a database or cache replica, DNS, load balancers, public IPs, NAT, registry, observability and security services. Some costs are shared with production; others are duplicated or incurred specifically for recovery. Include the temporary capacity needed to serve production traffic after failover, too.

Build a cost estimate from the architecture

Compare the current production baseline with the proposed recovery design using the same currency, region assumptions and monthly accounting period. Price actual services and quantities rather than assuming a second cluster equals either a full duplicate or a free empty shell.

  1. Define the failure scenario. Decide whether the design must handle a node, zone, cluster or entire-region outage. A separate regional standby is not interchangeable with multi-zone resilience.
  2. Set recovery targets. Record the acceptable RTO and RPO, then identify the minimum compute, replicas and data replication needed to meet them.
  3. Inventory billable components. List cluster management, always-on compute and storage, backups and retention, replication and transfer, traffic services, and other duplicated dependencies.
  4. Include failover operation. Estimate the temporary capacity needed after a disaster and account for restore automation, testing and human response. Confirm that service quotas and required credentials remain usable during the incident.
  5. Validate current prices and behavior. Check the target provider’s pricing and compatibility for the selected region, cluster mode, Kubernetes version and autoscaler release. Pricing and provider support can change.

Protect data and dependencies, not just Kubernetes objects

A recoverable cluster does not guarantee recoverable application data. Kubernetes documents how to take and restore etcd snapshots for cluster state. That is distinct from backing up application databases and other persistent data with the consistency guarantees they require. The Kubernetes etcd guidance also says etcd should not be autoscaled and gives upstream production guidance for etcd topology; managed Kubernetes control planes are operated by the provider, so check the provider’s supported recovery process rather than applying self-managed control-plane instructions directly.

Velero’s v1.18 documentation describes backup and restore of Kubernetes resources and persistent volumes, including migration between clusters. A resource or volume backup alone does not establish that a database or other application is consistent at the recovery point. Stateful services may need their own backup, replication and failover design.

For regional recovery, make sure the standby and durable backups are outside the primary region’s failure domain. Check that images, credentials, DNS, encryption keys, identity services, network configuration and data services will still be available. Keep infrastructure and application deployment definitions somewhere independent of the primary cluster, and automate reconstruction where the RTO requires it.

When a second cluster may be unnecessary

If the failure you need to withstand is a zone outage, one cluster distributed across multiple zones may meet the requirement without a second cluster. It does not, by itself, solve a regional outage. Kubernetes’ multi-zone guidance notes that its core does not provide a complete answer for restoring service after all zones in a region fail; regional recovery needs its own plan.

For self-managed clusters, topology choices also matter: the kubeadm high-availability guide distinguishes stacked control-plane nodes from an external etcd topology and notes that its guide does not cover cloud-provider deployments. That guidance concerns control-plane topology, not a universal recommendation to use two clusters for disaster recovery.

Prove the recovery plan works

A configured backup or autoscaler is not evidence of a measured RTO or RPO. Run a restore or failover exercise and record the actual elapsed time and recovered data point. The exercise should cover backup access from the target region, infrastructure and configuration recreation, data restoration, traffic switching and application validation. Use the result to adjust standby capacity and automation rather than claiming a recovery target that has not been tested.
