Android camera apps are difficult to make consistently excellent because Camera2 provides a common interface, not a guarantee that every camera module supports the same features. Even a phone running Android 5.0 or later—or one with FULL-level Camera2 hardware—may not offer RAW capture. Apps must check each camera’s advertised capabilities and supported output sizes instead of assuming Bayer RAW will work across devices.
Why Camera2 does not guarantee RAW
Android 5.0 and later include Camera2, but devices may support only some of its features, as the Android Open Source Project’s camera versioning documentation explains. Camera2 hardware levels describe broad capability tiers, not a universal checklist of features.
- FULL requires manual sensor and manual post-processing capabilities, but RAW is optional.
- LIMITED devices may expose any subset of Camera2 capabilities.
- LEVEL_3 includes RAW capture and YUV reprocessing.
- LEGACY and EXTERNAL are also part of the hardware-level model; the level alone is not a substitute for checking a specific camera’s capabilities.
That variation matters to app developers. Android exposes individual camera devices and their characteristics, so a phone’s main, ultrawide, telephoto, and front cameras can need separate checks. The platform API defines how an app queries and configures supported outputs; it does not establish identical pipelines, processing, or behavior across all camera modules.

What Bayer RAW means in the Android camera API
In Camera2, the relevant capability is REQUEST_AVAILABLE_CAPABILITIES_RAW, a constant with value 3 introduced in API level 21. A device advertising it supports output of RAW buffers and the metadata needed to interpret them. Android’s CameraCharacteristics reference says this can support saving DNG files or processing raw sensor images directly in an app.

The actual sensor output format is RAW_SENSOR. This is distinct from a processed JPEG or another rendered image: the API’s RAW workflow gives the app sensor data and metadata for interpreting it. The documented maximum RAW_SENSOR resolution matches the pixel array or pre-correction active array size.
“Bayer RAW” is a useful shorthand, but high-resolution hardware can add complexity. On devices that support remosaic reprocessing, a RAW_SENSOR stream may use a binned Bayer pattern, with documented conditions for remosaicing it to a regular Bayer pattern. Remosaic reprocessing arrived in API level 31 and is tied to ultra-high-resolution sensor support; it should not be assumed on every phone.
How an app turns RAW_SENSOR output into DNG
The Camera2 workflow is device-specific: an app discovers a camera, checks its characteristics, configures outputs that the camera supports, and submits capture requests. - Select the camera module. Identify whether the app is using the main, ultrawide, telephoto, or front camera. Each is an individual camera device with its own characteristics.
- Check for RAW capability. Query
REQUEST_AVAILABLE_CAPABILITIESforREQUEST_AVAILABLE_CAPABILITIES_RAW. If the capability is absent, the app cannot rely on that camera to provide the documented RAW_SENSOR output. - Inspect supported formats and sizes. Check the camera’s stream configurations and choose a supported RAW_SENSOR size. Merely finding the RAW flag does not mean every size or stream combination is available.
- Configure and capture. Create a capture session using supported output surfaces, submit a request, and receive the RAW_SENSOR buffer.
- Write the DNG with metadata. Use the captured image and the required metadata in the DngCreator workflow. A file with a DNG extension by itself does not prove how a particular app or manufacturer produced it.
Why app behavior can differ from phone to phone
An app can present the same controls on two phones while the underlying camera devices expose different capabilities, sizes, or stream combinations. Apps that query and adapt to those differences can offer a more dependable experience than ones that assume a feature is universal. Google Play feature declarations can filter app availability, but filtering does not make RAW support universal on the devices that remain.
RAW and manual controls are separate checks. Android defines RAW and MANUAL_SENSOR as distinct capabilities. A camera can support RAW without providing every manual control an app might offer, so treat exposure, focus, and other manual settings as their own compatibility questions.
There is no device-prevalence figure established here for how many Android phones support Bayer RAW, and platform documentation does not compare particular camera apps. The practical answer to “Why does RAW work in one app but not another?” is therefore to check the exact camera module, the app’s handling of that device’s supported streams, and its DNG-writing workflow—not to infer support from the Android version alone.

What compatibility standards do—and do not—promise
Android’s Compatibility Definition Document can impose conditional requirements, but those requirements have a defined scope. The Android 12 Compatibility Definition Document (2021) required handheld implementations reporting Android S media performance class to support RAW capability and RAW_SENSOR on the primary rear camera. This is not a guarantee for every Android phone, every camera module, or every edition of Android.
For a specific phone, rely on the camera’s reported capabilities and supported stream configurations rather than treating a platform version, hardware level, or conditional compatibility requirement as proof.
