A phone that is powered off cannot ring at the handset. But its caller may still hear ringback while the carrier processes the call—so that sound alone does not prove the phone is on. Depending on the carrier, plan, and forwarding settings, the call may go to voicemail or another number when the line is busy, unanswered, unreachable, or switched off.
Why callers can hear ringing when your phone is off
The sound heard by the caller and the ringtone produced by the recipient’s handset are separate things. A powered-off phone cannot play a ringtone, but the carrier can still handle an incoming call and return ringback to the caller before routing it elsewhere. Carrier documentation confirms that calls may be forwarded when a device is off or unreachable, but it does not establish one universal ringback sound or timing across all networks.
What happens next depends on how the carrier and account handle the call. It may reach carrier voicemail or a number configured for forwarding. The caller’s ringback does not tell you which destination was selected—or whether the handset was powered on.
What happens under each forwarding setting?

Provider examples illustrate why there is no single default to assume: Verizon describes a three-to-six-ring unanswered interval, while SaskTel gives five rings as its no-answer default example and allows a different interval to be configured. These are provider-specific settings, not a general mobile standard.

Does conditional forwarding work when a phone is switched off?
It can, but the exact behavior depends on the carrier and plan. SaskTel explicitly includes a turned-off phone among the situations in which its conditional forwarding may apply, describing calls forwarding when the phone is busy, unanswered, or unreachable. Verizon’s cited support page covers busy and unanswered calls but does not specify there exactly how it handles a powered-off handset. Do not assume that one provider’s behavior applies to another.
Google describes Conditional Call Forwarding, also called “No answer/busy transfer,” as a way to route busy or unanswered calls to Google voicemail. Its guidance says carrier commands vary and some reseller plans may not support conditional forwarding.

How to find out where the call is going
- Identify what the caller heard. Ask whether it was ordinary ringback, a voicemail greeting, a busy signal, or a network recording. Ringback alone does not establish that the handset was on.
- Check immediate forwarding. If enabled, calls may go to another number instead of the phone. Verify the destination using your carrier’s instructions.
- Review conditional forwarding and voicemail. Check the busy, no-answer, and unreachable conditions, along with the destination and any delay. On some carriers, voicemail is the normal forwarding destination.
- Use instructions for your carrier and plan. Do not rely on a star code found for a different provider. Google warns that commands vary and some reseller plans do not support conditional forwarding.
- Contact your carrier if the routing is still unclear. Ask specifically how calls are handled when the phone is switched off or outside coverage, and whether forwarding or voicemail settings affect that behavior.
Why generic star codes are not a safe fix
Call-forwarding codes are carrier-specific, and some plans may not support the feature. Google’s page includes examples for particular carriers to set up forwarding to Google Voice; those examples are not universal instructions for diagnosing every call to a powered-off phone. Verizon also notes limits on using star codes outside coverage. Use your provider’s current instructions or ask its support team rather than trying an unverified code.
Could forwarding affect voicemail or charges?
Yes. AT&T says call forwarding overrides its wireless voicemail, so calls routed elsewhere may not follow the expected voicemail path. AT&T also notes that forwarded calls may incur long-distance or roaming charges. Check the terms for your own carrier and plan before forwarding calls to another number.

A phone also needs a wireless connection to receive calls and access voicemail features, according to AT&T’s troubleshooting guidance. If voicemail alerts or messages are missing, check the wireless connection as well as the forwarding configuration.
