Windows Safe Mode starts the PC with a limited set of files and drivers. It can help you narrow down why Windows is misbehaving, but it does not identify or fix the cause by itself. You can start it through Windows Recovery Environment (WinRE), choose the variant that fits your needs, then restart to return to normal startup.

What Windows Safe Mode means

Safe Mode is a built-in Windows startup state, not a separate repair application. It loads a basic set of files and drivers instead of the full normal startup environment. Microsoft says observing Windows in this state can help narrow down the source of a problem: if the symptom disappears, the normal startup environment may be involved. That result does not prove which setting, driver, service, or other component is responsible. Microsoft’s Startup Settings guidance covers Windows 11 and Windows 10.

Which Safe Mode option should you choose?

Option What it starts When to choose it
Enable Safe Mode Windows with a basic set of files and drivers. For ordinary troubleshooting when you do not need network access or Command Prompt.
Safe Mode with Networking Safe Mode plus the network drivers and services needed to access the internet and other computers on your network. Only when the troubleshooting task requires network access.
Safe Mode with Command Prompt Safe Mode with Command Prompt in place of the usual Windows interface. When you specifically need a command-line interface.

How to start Windows in Safe Mode

Before you begin, if your device is encrypted with BitLocker, locate its recovery key. Windows may ask for the key while you enter the recovery environment.

  1. Open the Windows Recovery Environment (WinRE). If Windows is still usable, you can reach recovery options through Windows settings; if it will not start, use Microsoft’s Windows Recovery Environment guidance for available ways to enter WinRE.
  2. In WinRE, select Troubleshoot > Advanced options > Startup Settings > Restart.
  3. After the device restarts to Startup Settings, select the Safe Mode option you need.

Microsoft documents this route for Windows 11 and Windows 10. Windows 10 support ended on October 14, 2025; see Microsoft’s Windows 10 support notice for the support-status details.

What it means if the problem goes away

If the issue does not recur in Safe Mode, the difference between this limited startup and normal Windows is a useful clue, not a diagnosis. Continue troubleshooting in light of the symptom. For recurring stop-code errors, Microsoft suggests removing recently added hardware and checking Device Manager; its stop-code troubleshooting guidance gives related steps.

Safe Mode, clean boot, and repair tools are different

  • Safe Mode is a diagnostic startup state with a basic set of files and drivers.
  • Clean boot is a separate method that provides more control when isolating conflicts from background software. It requires Windows to start sufficiently to follow the procedure; see Microsoft’s clean-boot instructions.
  • Startup Repair and other recovery options are intended for problems that prevent Windows from starting, rather than for testing whether a symptom occurs in Safe Mode. Microsoft’s Windows recovery options guide describes the available choices. Begin with the least disruptive option appropriate to the problem: some recovery choices can result in data loss.

How to get out of Safe Mode

Restart the PC normally; it should return to the regular Windows startup. If it keeps starting in Safe Mode, clear the persistent Safe boot setting:

  1. Press Windows key + R to open Run.
  2. Enter msconfig and open the System Configuration app.
  3. Select the Boot tab.
  4. Under Boot options, clear Safe boot, select Apply, then OK, and restart.
